KCNA Comments on Japan's Whaling

Pyongyang, June 30 (KCNA) -- Days ago, a whaling ship set sail from Shimonoseki Port in Yamaguchi Prefecture of Japan.


This ship will reportedly hunt whales in the Pacific until mid-November together with a factory mother-ship that will leave a port in Hiroshima Prefecture.


Japanese fishing boats' massive involvement in whale-hunting was a hot topic of media in April.


Japan's such selfish behavior of pushing fishing boats into whale hunting for making profits, dismissive of the international community's strong opposition, is a shameless act unique to Japan, which brings to light the true nature of the island nation that doesn't hesitate to exterminate the protected animal, the asset common to mankind, for the sake of its own interests.


As well known, the International Whaling Commission banned commercial whaling in 1986 to protect the whales from extinction.


Nevertheless, far from observing the decision of the International Whaling Commission, Japan has caught an average of 850 whales a year under the pretext of "scientific survey and study" by abusing the commission's permission to catch some for scientific research.


The International Tribunal Court ruled that Japan's whaling "for scientific survey" should be halted immediately, labeling it as an illegal act for making profits in March 2014. Despite the international community's such rejection, Japan went so shameless as to scale up its whaling.


To hunt whales, not bound by law, it took off the disguise of "survey and study" and even withdrew from the IWC.


After resuming commercial whaling, Japan makes a frontal challenge to the efforts of the international community to improve and protect the whale resource while justifying its indiscriminate whaling as a "traditional culture."


There are many countries in the world and each country has its own cultures and traditions. But it is only Japan that brazenly commits a crime against mankind, considering it as its culture.


Japan's such despicable behavior is not surprising in view of the fact that it describes its "war for greater east Asia" that brought untold misfortune and pain to mankind in the last century as "war of justice".


Being indifferent to the whales on the verge of extinction and hastened destruction of ecological environment, Japan seeks its own interests only. It is a barbarous state that deserves denunciation by mankind and a dangerous country that leaves no stone unturned for its immediate, trifling profits.


Japan should stop its act of wrecking the cradle of human civilization immediately, well aware of the catastrophic consequences to be entailed by its whale-hunting. -0-

The Association for the Study of Songun Politics UK(ASSPUK), the British Group for the Study of the Juche Idea (BGSJI) , UK Korean Friendship Association (UK KFA ) and the British Solidarity Committee for Peace and Reunification on the Korean Peninsula(BSCPRKP)issued the following joint statement on the occasion of the 91st  anniversary the historic Kalun meeting and the speech made by the great leader President KIM IL SUNG  "The Path of the Korean Revolution :
  90 years ago President KIM IL SUNG addressed a meeting of the leading activists and cadres of the Young Communist League of Korea and the Anti-Imperialist Youth League . In those days the Korean people were looking for a new way to successfully conduct the revolutionary struggle for independence and national liberation as well as the struggle for class liberation . In the past bourgeois nationalists had
tried to conduct the independence movement by relying on big powers and also just among a few top-level leaders . The emergence of the communist movement in Korea had proved to be a false dawn because it became quickly split into rival factions who competed against each other for recognition from the Communist International  and did not conduct revolutionary struggle among the masses . People groaned in despair.
    The young President KIM IL SUNG keenly realised that this was not the way forward . He stressed that the Korean revolution should be carried out independently and by relying on the popular masses.
 In his speech  'The Path of the Korean Revolution  ' he explained his ideas and put forward the Juche -orientated line of the Korean revolution. In the speech he castigated the factionalists and flunkeys and said that  “The masters of the revolutionary struggle are the masses of the people, and only when they are organized and mobilized can they win the revolutionary struggle.”
   This is the basis of the Juche idea and it can be said that the Juche Idea was first proclaimed to the world  in the speech made at Kalun .
  In the speech President KIM IL SUNG set forth the revolutionary line of armed struggle, original line of the anti-Japanese national united front and Juche-oriented policy of party founding for the first time in the history of the national liberation struggle in colonial countries, and dynamically led the revolution along the road of Juche.
  Since then the Korean revolution has never looked back and never marked time. Thanks to the correct line set down at the Kalun meeting , the line of Juche , the Korean people gained independence and built an independent socialist power of Juche .
  Today People's Korea  is advancing under the banner of the Juche idea  smashing the sanctions of the US-led hostile forces !

  . We Juche Idea followers, Songun idea followers and true friends of People's Korea in the UK recall the great leader President KIM IL SUNG , who passed away 27 years ago on the 8th of July 1994.  His great exploits shine forever in our memory .  Moreover it is a most meaningful gesture of solidarity to People's Korea to uphold the memory of President KIM IL SUNG .                   
   President KIM IL SUNG worked all his life for the independence of the people. . He was a tireless fighter who battled against imperialism all his life, leading the Korean people first against the rapacious Japanese imperialists, then against the barbaric US imperialists . President KIM IL SUNG waged a 15 year long  armed struggle against the Japanese imperialists becoming a legendary general distinguished by his adroit guerrilla tactics.He gave the Korean people independence and liberation ,something that is so precious it cannot be bartered for billions of tons of gold bullion.
   President KIM IL SUNG was the ever-victorious iron-willed brilliant commander and gifted military strategist who defeated the US imperialist aggressors who had tried to crush People's Korea when it was in its cradle .Thus again he defended the independence of the people.
    Under the leadership of  the great leader President KIM IL SUNG ,two stages of revolution were carried out : the anti-imperialist,anti-feudal democratic revolution and the socialist revolution.He founded the Democratic People's Republic of Korea (DPRK) , an unique socialist state of Juche centred on the popular masses ,a peoples paradise.The DPRK is a most durable ,stable and harmonious socialist state.
                                   
                                       




    The great leader comrade KIM IL SUNG ensured that Rightist and Leftist deviations were avoided in the construction of socialism. Moreover socialism in Korea was not a copy of another country but Korean-style socialism, an independent Juche socialism. The DPRK upheld socialist principles when others introduced capitalist-style methods.
   Independence, independence and independence was the creed of the great leader President KIM IL SUNG . He authored the Juche Idea which lights the road of independence for the popular masses and teaches us that man is the master of everything .The Juche idea captivated the anti-imperialists and revolutionaries throughout the world .Thousands of seminars on the Juche idea have been held all over the world.
    The Songun idea initiated by the great leader generalissimo KIM IL SUNG  in  the fiery days of the anti-Japanese armed struggle  is based on the concept that independence is achieved by arms and the victorious revolution is defended by arms .The Songun idea , which has been implemented by the worthy successors of the great leader generalissimo KIM IL SUNG, eternal general secretary KIM JONG IL and dear respected Marshal KIM JONG UN , is the treasured sword that defends the independence and dignity of People's Korea the bastion of world socialism.
    Comrade KIM IL SUNG always struggled uncompromisingly against US led world imperialism . He upheld unity against division when the international communist movement and socialist camp suffered from sharp differences. The great leader comrade KIM IL SUNG held high the red flag of socialism when others abandoned it. He was a great revolutionary true to his faith until the very last moments of his life. President KIM IL SUNG put forward the line of global independence and was known as the sun of the world revolution.
  The great leader President KIM IL SUNG put forward  correct policies for independent national reunification as well for the south Korean revolution.
 We remember  great  President KIM IL SUNG as the eternal leader of the Korean people and WPK ,  the greatest of great leaders who was the author of the Juche idea, the benevolent liberator of the Korean people, the ever-victorious iron-willed commander and the outstanding leader of the world revolution. The ideas and cause of the great leader President KIM IL SUNG is being faithfully carried forward by dear respected leader  Marshal KIM JONG UN , who is identical to the great leader President KIM IL SUNG.

Report to the Meeting of Leading Personnel of the Young Communist

League and the Anti-Imperialist Youth League Held at Kalun


June 30, 1930      


     Comrades,


We young communists are now faced with the important task of leading the Korean revolution along the right path to meet the prevailing situation.


The current internal and external situation is very complicated and tense.


Fearing the growing might of the Soviet Union and the ever-increasing revolutionary struggle of the oppressed peoples, the imperialists are frantically manoeuvring to stamp it out. Moreover, finding themselves in the vortex of a worldwide crisis, they are faced with severe political and economic difficulties, and in order to overcome them they are strengthening their aggressive and predatory policy with regard to other countries.


The Japanese imperialists caught up in the worldwide economic crisis at present are trying to find a way out by accelerating war preparations to invade the Asian Continent and, at the same time, by further intensifying the colonial repression and plunder of Korea.


In order to quench the Korean people’s anti-Japanese spirit and crush their desire for independence once and for all, the Japanese imperialists are covering the whole of Korea with military, gendarme, police, intelligence networks, and are enacting various evil laws to arrest, imprison and slaughter Koreans at will. Our fellow countrymen thrown behind prison bars by the Japanese imperialists number tens of thousands.


More than ever before the Japanese imperialist marauders are intensifying economic plunder as well as political repression in Korea.


By seizing Korea’s key industries, the Japanese imperialists are putting a brake on the development of the national industry and are robbing our rich resources including gold, silver, coal and iron ore without restraint. In particular, these aggressors are making desperate efforts to ruthlessly exploit the cheap labour in Korea. As a consequence, the Korean workers are leading a wretched life as wage slaves, as colonial slaves.


The Japanese imperialists are exploiting the countryside even more ruthlessly while maintaining the feudal landownership in Korea. They not only seized vast tracts of land by force, but shipped off as much as seven million sok of rice last year alone, while pursuing a coercive, predatory policy to obtain grain in the name of the “increased rice production plan”. Owing to the cruel expropriation of the Japanese imperialists and feudal landlords, our peasants are barely subsisting on grassroots and tree-bark.


The Korean nation is facing a question of life or death today—it either perishes for ever under the colonial yoke of the Japanese imperialists or rises up in a fight to survive. If it merely laments over its ruined land and tolerates the unheard-of Japanese tyranny, our nation will fall never to rise again, but if the whole nation rises up and fights defying death, it will greet the dawn of liberation.


The Korean people who are at a dead end because of the harsh colonial rule of the Japanese imperialists, are now waging a vigorous mass struggle against them across the country.


Following the general strike of dockers in Wonsan last year, the workers of the Pusan Textile Mill went on strike this year, and there were solid May Day strikes by workers in Seoul, Pyongyang, Taegu, Inchon, Hungnam, Chongjin and all other parts of the country. More recently the workers of the Sinhung Coal Mine came out on strike in force.


Together with the struggle of the workers, the struggle of the peasants is growing in intensity. Last year alone there were scores of tenant disputes and the peasants fought against the Japanese imperialists and pro-Japanese landlords in various places.


The students in Kwangju and youth and students throughout the country are also fighting resolutely against the Japanese imperialists’ policy of colonial slave education, their policy of obliterating national culture and their policy of obscuration and assimilation.


As mentioned above, the mass struggles of workers, peasants and youth and students against the Japanese imperialists and their lackeys take the form of uprisings everywhere. But they meet one setback after another in the face of the brutal armed repression of the Japanese imperialists, due to the lack of leadership based on the correct line and policy.


After the Korean Communist Party was dissolved in 1928, most of the factionalists—the self-styled “leaders” of the Korean revolution—gave up the revolutionary movement and turned philistines for their own comfort. On the other hand, some factionalists prompted by political ambitions and a desire for higher positions drove the people into a reckless uprising only to shed blood in vain. A typical example is the recent May 30 Uprising in east Manchuria. Without correctly analysing and assessing the revolutionary situation, the factionalists forced the peasants to join the reckless uprising. And so the barehanded rebels were brutally mown down by the bayonets of the Japanese imperialist army and police and the reactionary warlords, with the result that the revolutionary forces suffered tremendous losses and the revolution faced overwhelming difficulties. The uprising exposed and destroyed many revolutionary organizations, the revolutionary spirit of the anti-Japanese masses was lowered, and we had to experience bitter trials in our revolutionary struggle. All this was due to the lack of correct leadership in our revolution.


Comrades.


The situation thus created urgently demands that our revolution be led along the road to victory on the basis of a correct revolutionary line, strategy and tactics.


We are young communists who have set out on the road of sacred struggle with a single purpose in mind to save the country and people, so we should solve this pressing demand of the times.


In order to lead the Korean revolution to certain victory, we must learn serious lessons from the stern reality that our people’s mass struggle against the Japanese fails time after time and our revolution undergoes ordeals.


Those who professed themselves to “guide” our people’s anti-Japanese national-liberation movement were divorced from the masses; they gathered together a few high-ranking officials solely to indulge in empty talk and quarrel, instead of mobilizing the masses of people for the revolutionary movement.


It is true that large numbers of people have taken part so far in various anti-Japanese movements. But they were scattered and unorganized.


The masters of the revolutionary struggle are the masses of people, and only when they are organized and mobilized can they win the revolutionary struggle. Therefore, the leaders of the movement must go among the masses and awaken them so that they themselves wage the revolutionary struggle as masters. But the self-styled leaders of the communist movement merely indulged in a war of words harmful to the revolution, and gave no thought to awakening the masses and mobilizing them for the revolutionary struggle. Without organizing the masses for revolutionary struggle, is it possible to achieve the sacred cause of liberating the country from the vicious Japanese imperialist colonial yoke?


The so-called “leaders” of our people’s anti-Japanese national-liberation movement not only failed to mobilize the masses for revolutionary struggle but, being infected with flunkeyism towards great powers, brought serious harm to our revolution.


Since our aim is to carry through none other than the Korean revolution, we should solve all problems arising in the course of that revolution by our own efforts, proceeding from the specific conditions in our country.


But the factionalists who have infiltrated into the ranks of the communist movement are so imbued with flunkeyism that they have solved none of the problems facing our revolution but, rather, put obstacles in its way.


Let us see how the factionalists acted in connection with the problem of party building in our country. This problem concerns the correct fulfilment of the Korean revolution, so Korean communists have to solve it by themselves to suit their actual conditions. We need not get someone else’s approval to our revolutionary movement. Whether anyone approves or not, we will succeed if we conduct our revolution properly. Nevertheless, the M-L group, the Tuesday group, the North Wind Association group and other factions, each insisting that it is the only “orthodox” and genuine “Marxist” group, approached the Comintern for approval, instead of building up the Party. Thus the Korean Communist Party did not set down roots among the masses deeply enough to overcome Japanese imperialist oppression and, in the long run, was expelled from the Comintern.


After the Korean Communist Party was dissolved, the factionalists put up the signboard of “Party reconstruction’” and were engrossed solely in expanding their own factions and in the scramble for leadership. Then each of them without any foundation fabricated the “Party centre” and again tried to get approval from the Comintern. This clearly shows how completely saturated the factionalists were with flunkeyism.


The losses flunkeyism inflicted on our revolution were indeed serious. As already mentioned above, the May 30 Uprising was merely the brain child of the factionalists to satisfy their political ambitions, and from beginning to end took an ultra-”Left” direction under the instigation of the “Left” adventurists. This put up big obstacles in the path of our revolution.


Experience shows that in order to lead the revolution to victory, one must go among the masses of people and organize them, and solve all problems arising in the course of the revolution independently on one’s own responsibility in accord with the actual conditions, instead of relying on others.


Drawing on this lesson we regard it as most important to take the firm standpoint that the masters of the Korean revolution are the Korean people and that the Korean revolution should by all means be carried out by the Korean people themselves in a way suited to the actual conditions of their country.


Only when we adopt this standpoint towards the revolution can we map out a correct line and policy and achieve the sacred cause of national liberation.


In order to guide the Korean revolution correctly, we must know clearly what the character and tasks of the Korean revolution are at present.


How, then, can we define the character of the Korean revolution at the present stage? This question should likewise be solved on the basis of our specific situation.


Korea today is a colonial semi-feudal society occupied by the Japanese imperialists, a society where the normal development of capitalism is retarded and feudal relations are predominant. The Korean people are not only subjected to all sorts of national contempt, exploitation and oppression as Japanese colonial slaves but also suffer untold hardships in the shackles of feudal relations maintained by the power of the Japanese imperialists.


Unless we overthrow the foreign aggressors, the Japanese imperialists, we can neither free our nation from the yoke of colonial slavery nor abolish feudal relations. For this reason our people’s first and foremost task is to fight against the Japanese imperialists. The problem of launching an anti-Japanese struggle was already advanced by us as the immediate task when forming the Down-with-Imperialism Union.


While combatting the Japanese imperialists, we must struggle to abolish feudal relations. Only then can we free the peasants from the chains of feudalism and succeed in undermining the foundation of Japanese imperialist colonial rule.


Our people’s urgent demand is to carry out the tasks of the anti-imperialist revolution and of the anti-feudal revolution, the former being to fight against the Japanese imperialists and the latter against their accomplices, the feudal landlords. These two revolutionary tasks are closely connected with each other. The main task of the Korean revolution, therefore, is to overthrow the Japanese imperialists and win independence for Korea and, at the same time, to liquidate feudal relations and introduce democracy.


In view of the main task of the Korean revolution, its character at the present stage is anti-imperialist, anti-feudal democratic.


Broad sections of the anti-imperialist forces such as workers, peasants, youth and students, intellectuals, petty bourgeoisie, conscientious non-comprador capitalists and religious communities can participate in this revolution. By mobilizing all the anti-Japanese patriotic forces, we must strike down the Japanese imperialists and their accomplices—landlords, capitalists, pro-Japanese and traitors to the nation—and win national liberation and independence.


After defeating the Japanese imperialists, we must establish a government that will protect the interests of the workers, peasants and other broad masses of people. Only when we set up a people’s government, can we liquidate completely the remnant forces of imperialism and all the other reactionary forces, and successfully carry out the tasks of the anti-feudal democratic revolution.


We must not mark time after carrying out the anti-imperialist, anti-feudal democratic revolution, but press on with the revolution to build a socialist and communist society and, further, carry through world revolution, too. To complete the Korean revolution in a responsible manner is tantamount to being faithful to world revolution and to accelerating it.


In order to guarantee success in the Korean revolution, we must, first of all, organize and wage an armed struggle against the Japanese imperialists.


As the historical experience and lessons of the anti-Japanese struggle show, no one can bring us independence on a tray; we can never vanquish the Japanese imperialists and win national independence by peaceful means.


Moreover, the present situation urgently demands that we wage an organized armed struggle against the Japanese imperialists. Since the Japanese imperialists are intensifying their suppression without precedent and we are dealing with an enemy armed to the teeth, we must gradually build up the violent mass struggle into an organized armed struggle.


In colonies an armed struggle against imperialism is the law of the development of the national-liberation movement. Owing to its intrinsic aggressive and predatory nature, imperialism will never withdraw from the colonies of its own accord, and will always resort to brutal violence to maintain its colonial rule. So the imperialist forces of aggression must be smashed by revolutionary armed forces.


We must overthrow the Japanese imperialist aggressors and achieve national liberation and independence by our own efforts. Therefore, we must rapidly build up our strength by making good preparations for organizing and waging an anti-Japanese armed struggle.


To prepare ourselves well for an armed struggle, we must first organize a Korean Revolutionary Army.


We must form the Korean Revolutionary Army, a revolutionary armed organization, out of young communists educated and trained in revolutionary organizations  including the Young Communist League and the Anti-Imperialist Youth League. We must thus accumulate the necessary all-round experience for armed struggle.


In order to make the Korean revolution a success, we must also arouse and unite all the anti-Japanese patriotic forces and marshal them for the sacred struggle against the Japanese.


In essence, revolution is a struggle to liberate the masses of people, so it cannot triumph without the participation of the broad masses. Moreover, since we intend to defeat the Japanese imperialists and free the whole nation by relying on the efforts of the Koreans themselves, we must unite as one all the forces opposed to the Japanese imperialists.


That is why we must rally under the anti-Japanese banner all the forces with anti-Japanese tendencies, including men of religion and conscientious non-comprador capitalists, to say nothing of the workers and peasants.


Next, in order to guarantee success in the Korean revolution, we must step up the work of founding a party.


For the Korean revolution to be victorious there must be a Marxist-Leninist party, the General Staff of the revolution. Only a revolutionary party can formulate a correct line, strategy and tactics, mobilize the broad masses for a struggle against the Japanese imperialists, and build a socialist and communist society.


We must derive serious lessons from the dissolution of the Korean Communist Party and make an effort to found a party on a sound basis. To do this, we must not try to proclaim the founding of a party right away without any preparation or to gain the approval of the Comintern, as the factionalists did. We cannot by any means build a revolutionary party in the way the factionalists do; even if we formed a party it could not discharge its mission properly nor could it continue to exist in the face of a counter-revolutionary offensive.


We must not fail to found a new revolutionary party for ourselves. We must make ample preparations for the purpose. If thorough preparations are made, the approval of the Comintern is a foregone conclusion.


In going ahead with the formation of a party, we must, for a start, set up basic party organizations. This is of great significance not only in making general preparations for party building more substantial, but in striking deep roots among the broad masses as soon as the party comes into existence. We must form the party not by proclaiming the party center first but by setting up fully prepared basic party organizations and steadily expanding them.


We must closely link preparations for forming a party with the struggle against the Japanese imperialists. Only when we combine preparations for party founding with revolutionary practice, can we rear fine communists tried and tempered in struggle and carry out the Korean revolution successfully.


Comrades,


Whether we lead the Korean revolution to victory along the right path or not depends on how we implement the revolutionary tasks before us.


Since we are having to deal with difficult revolutionary tasks never tackled by anyone before, we must be ready to encounter numerous obstacles and hardships and, whenever they stand in the way, we will have to surmount them for ourselves as the masters of the Korean revolution.


Let us all fight stubbornly to hew the path of the Korean revolution.


 

Thoughts and Reflections about the demonization of the Democratic People’s Republic of Korea .



As Dr Dermot Hudson wrote in his book ‘ In Defence of the Juche Korea ‘  'The intensity of this campaign of vilification [of the DPRK] is something quite abnormal.' . This is indeed true .

  The propaganda against the DPRK is day in day ,day out , sometimes on an hourly basis .

  The demonisation of  People’s Korea is irrational , obsessive and maniacal . It even extends to friends and supporters of the DPRK particularly the Korean Friendship Association who regularly face being cancelled , having their rights denied or simply not listened to or ostracised .

 Much of the rancour against People’s Korea by ruling elites in the West and their hirelings in the mainstream media and cosy academia  is due the simple fact that the DPRK is a socialist country and opposes imperialism . The DPRK is seen as the last bastion of socialism by the ruling elite .

  However hostility and prejudice against People’s Korea actually goes far beyond the hostility towards the old  USSR . After all in some films such as the ‘Billion Dollar Brain ‘ or ‘Letter to Brezhnev ‘ , the Soviets were the good guys or at least given the benefit of the doubt ( it can be argued that the USSR under Khruschov and later under Gorbachov was  to some extent de facto allies of the West ) .However there are no films produced by Western countries that put the DPRK in a good light . The demonisation is 100 percent and without compromise .

  Similarly the demonisation of the DPRK goes beyond that of Islam  by the West . 

There is a hidden reason , a buried reason for the hostility towards that DPRK , it is racism . Being anti -DPRK is the acceptable form of racism for the modern liberal . By demonising the DPRK on a regular basis liberals can find an outlet for racism which otherwise they dare not express openly .

Underneath  stuff about ‘personality cults ‘ ‘ human rights ‘ and ‘nuclear weapons ‘ there is racism , irrationality , insecurity , superstition ,plain ignorance and bigotry .

 Broad spectrum of south Korean people wage a vigorous struggle against THAAD as the south Korean military authorities and the US force introduce equipment and construction materials for THAAD base in Seongju, North Gyeongsang Province.

Hundreds of residents and the members of the civil organization staged a sit-in demonstration against introduction of materials shouting slogans Peace for Soseong-ri and Peace is ensured when THAAD is gone.

They expressed their strong opposition to violation of human rights and the US and the south Korean military authorities introduction of materials for THAAD, protesting against the polices oppression arm in arm.

Civil organizations including the Progressive Federation of Students visited Soseong-ri to hold a rally for withdrawal of THAAD base of the US troops.

 The civil organizations of various circles in the rally hardened their determination to block introduction of construction materials and war hardware with dynamic struggle shouting slogans deployment of THAAD is obvious illegality and THAAD is wrecking peace and the cause of the war.

They staged a demonstration in demand of withdrawal of THAAD and suspension of construction for the base.

Japans ambition for seizure of Dok islet is insatiable.

A few days ago, the Japanese "Self-Defense Forces" made a video edited with English and French and Japanese which shows its ambition to seize Dok islet.

In the latest days, Japan pushes ahead the plan to seize Dok islet in secrecy and galvanizes international opinion after building up public opinion in Japan.

The Japanese authorities marked Dok islet as Takeshima on its Olympic homepage, taking advantage of Olympic Games. It made uniforms of Japanese players with pattern of the flag of rising sun shedding rays. Even the Japanese "Self-Defense Forces" asserts dominium over Dok islet.

However, the south Korean authorities are busy with defensive attitude insisting safe and future-oriented development with Japan.

This is intolerable criminal act as it is swimming against the public sentiment against Japan.

Strong counteraction against Japan is answer. 

 


 

Report on Enlarged Meeting of 2nd Political Bureau of 8th C.C., WPK























Pyongyang, June 30 (KCNA) -- The current situation in which a fierce campaign is being conducted under the fighting programme set forth at the historic 8th Congress of the Workers' Party of Korea (WPK) to win a fresh victory in socialist construction despite all the manifold challenges calls for revolutionizing cadres, the backbone of the country, and building up their ranks into an elite force by more clearly preserving the militant nature of our Party advancing in struggle.


The Political Bureau of the Party Central Committee convened an enlarged meeting at the office building of the Party Central Committee on June 29 to roundly deal with some leading officials' dereliction of duty in implementing the major policy tasks of the Party and the state, and to provide a fresh turning point in the personnel administration within the Party.


Kim Jong Un, general secretary of the WPK, guided the meeting.


Attending the meeting were members of the Presidium of the Political Bureau of the Party Central Committee, members and alternate members of the Political Bureau of the Party Central Committee, officials of the Party Central Committee, senior Party and administrative officials of ministries and national institutions, chief secretaries of the provincial Party committees, chairpersons of the provincial people's committees, chief secretaries of the city and county Party committees and industrial complexes and relevant officials of the armed forces organs and the state emergency anti-epidemic sector.


Prior to the discussion of agenda items, the respected General Secretary referred to the purpose of convening the enlarged meeting of the Political Bureau just after the plenary meeting of the Party Central Committee.


He mentioned that senior officials in charge of important state affairs neglected the implementation of the important decisions of the Party on taking organizational, institutional, material, scientific and technological measures as required by the prolonged state emergency epidemic prevention campaign associated with the worldwide health crisis, and thus caused a crucial case of creating a great crisis in ensuring the security of the state and safety of the people and entailed grave consequences.


He analyzed in the strong terms that a major factor braking and hindering the implementation of the important tasks discussed and decided at the Party congress and plenary meetings of the Party is the lack of ability and irresponsibility of cadres, and called for conducting a more fierce Party-wide campaign against ideological faults and all sorts of negative elements being exposed among the cadres.


He presented agenda items to be discussed at the current meeting, saying that the real aim of the meeting is to disclose all the main obstacles and stumbling blocks in the way of the advance of our Party and the revolution, issue an alarm warning to the real state of the ranks of cadres and open up a prelude to an intensive and continued Party-wide struggle.


The Political Bureau of the Party Central Committee unanimously approved the presented agenda items.


The enlarged meeting of the Political Bureau discussed as a major agenda item the issue of drawing a serious lesson from deeds detrimental to the Party revealed among leading officials of the Party and the state in implementing the decisions of the Party.


A data report was made at the meeting.


The report informed in detail about the dereliction of duty by some leading cadres who defaulted on carrying out the Party decisions and priority state tasks, betraying the great trust and expectation of all the Party members and people and falling short of bearing noble responsibilities and missions before the Party and the revolution.


And it sharply analyzed the gravity of their faults of not making strenuous efforts for the implementation of the decisions and instructions of the Party Central Committee, which are organizational intentions of the whole Party and its supreme orders, that require maximum circumspection, and of hampering the materialization of the Party's strategic plan, being seized with self-protectionism and passiveness and of bringing negative influence to stabilizing the people's living and the overall economic construction.


At the meeting sharp criticism was made of the cadres who revealed ignorance, disability and irresponsibility in implementing the major tasks discussed and decided at the plenary meetings of the Party Central Committee.


Members of the Party central leadership organ who made speeches analyzed and criticized with a keen political eye and on the Party principle the ideological root that caused poisonous aftermaths in realizing the plan and leadership of the Party Central Committee manifested by the senior cadres though they are obliged to unconditionally, thoroughly and devotedly implement the decisions made at the two Party plenary meetings which hold a key significance in firmly defending the authority of the historic congress of our Party and opening a sure prospect for carrying out the five-year plan.


They unanimously and severely pointed out that the senior cadres holding major posts of the Party and the state with the political trust and expectation from the Party Central Committee caused grave obstructions to the sustained consolidation of the state emergency epidemic prevention system on which hinges the security and future of the country and the people at present, and to the economic work of the country and stability of the people's living.


They hit out at the said cadres, branding their incapable and irresponsible work attitude of approaching the implementation of the state policies decided and issued by the Party plenary meeting in a distorted manner, as extreme negligence and deliberate idleness stemming from the lack of awareness and determination to throw themselves into resolving the afflictions of the Party and the state, not just simple business faults.


Learning a severe lesson that the self-protectionism, passiveness, subjectivity and arbitrariness of the officials are the main stumbling blocks hindering our advance and harming the interests of the Party and people, the participants in the meeting keenly felt once again the necessity to further strengthen the self-improvement and self-cultivation in the Party's spirit irrespective of positions.


At the meeting the data was informed about some officials in Pyongyang and other parts of the country who showed non-committal attitude and viewpoint on the Party's decisions and did not conduct the work assigned to them in a revolutionary way, being obsessed with defeatism. And a decision was approved on thoroughly examining and inspecting them in a Party and legal way and on taking relevant measures.


The respected General Secretary made an important conclusion.


Saying that the importance of the responsibility and role of senior officials including members of the Party central leadership organ and officials of units at all levels has become further salient after the 8th Congress of the Party, he referred to the necessity to put primary efforts into the work of building up the ranks of cadres into an elite force as the revolution advances and the situation gets grave, and to the major orientation of improving the cadres policy of our Party.


He expressed the opinion of the Party Central Committee concerning the seriousness of the acts alien to the Party revealed by the senior officials of the Party and the state.


He seriously pointed out that chronic irresponsibility and incompetence of cadres at present bring artificial difficulties to the implementation of the Party's policies and become a major brake doing tremendous harm to the development of the revolutionary work, stressing the need for the cadres to make increasingly exact demands on themselves and fulfill their responsibility and duty with high sense of extreme responsibility and practical ability.


He severely criticized the attitude of working like a flash in the pan, empiricism and old way of thinking generally revealed among cadres.


He said that if cadres do not make constant efforts to improve their political and practical qualifications and possess the revolutionary method and trait of work and if the Party organizations fail to strengthen the organizational control and education of cadres, it will result in weakening the traction power in implementing the decisions of the Party, let alone the correct implementation of the major policy tasks of the Party.


He said that benevolent politics and embracing policy our Party has held fast to since its foundation are not for cadres but for the ordinary working masses. He expressed the will to wage an offensive, ceaseless and strong struggle to rid the cadres of non-revolutionary fighting attitude, viewpoint and deeds, making it clear that the Party never reserves any right to cover those cadres who just pretend to work being only keen on maintaining their positions, not being sincerely solicitous for the country and the people.


He stressed the necessity to study and examine the Party's cadre policy again and also important problems based on the spirit of the current enlarged meeting of the Political Bureau.


Saying that now is the time to bring about a revolution in personnel administration before solving the acute economic problems, he noted that the revolution in cadre management which has always been regarded as of priority importance by our Party in the whole course of its development, is an important Party-wide task that has to be further intensified and strengthened on a priority basis to suit the current situation of our revolution.


He stressed the need to bring the system and method of personnel affairs in step with the needs of the developing reality, and called upon the cadres to continuously improve and temper themselves in a revolutionary way.


Saying that what is especially important is that cadres heighten their political awareness purposefully and consciously, he noted that if someone is a cadre, he or she has to be well aware of the Party's line and policy, correctly see through the situation and pending problems from the viewpoint of Party and the state and adopt the standpoint and work attitude of doing his or her part and striving for its implementation.


Noting that in order to raise the political awareness of the cadres it is necessary to strengthen refinement and tempering through Party life, he said that they have to honestly take part in the Party's organizational and ideological life, and improve and temper themselves in a revolutionary way, not just because they are monitored and asked to do by others, but for the Party and the revolution, for the high militant efficiency of their Party organizations and for their own political integrity.


Saying that Party's decisions are the organizational intentions and fighting programmes which illuminate the orientation of the advance of our revolution and that their implementation is weighed on cadres' shoulders, he called upon them to embody the revolutionary traits of thoroughly implementing the Party's decisions without fail.


Noting that what's taken note of by our Party in bringing about a revolution in the personnel affairs is the work style and moral traits, he said that all the cadres have to always bear in mind that our Party's prestige and image are mirrored in their work style and moral traits.


He put special stress on building up the ranks of cadres into an elite force with those who are fully prepared in terms of loyalty, revolutionary spirit, popular spirit and competency at the Party organizations at all levels.


The meeting then dealt with an organizational issue.


It recalled and by-elected a member of the Presidium of the Political Bureau, members and alternate members of the Political Bureau of the Party Central Committee, recalled and elected a secretary of the Party Central Committee and transferred and appointed the cadres of the state organs.


The enlarged meeting of the 2nd Political Bureau of the 8th WPK Central Committee has become a significant occasion which demonstrated the invincible leadership ability and revolutionary discipline of our Party which is confidently opening up the period of a new upsurge of the revolution with greater fighting capacity and strenuous efforts despite manifold difficulties in the way of vigorous advance. -0-

    On the 8th of July it will  be  27 years since  the passing away of the great leader comrade KIM IL SUNG . The passing away of the great leader comrade KIM IL SUNG was a painful and heart-rending loss for the Korean people but also for the world progressive people . It was also a loss for British progressive people who study the Juche Idea and took inspiration from People's Korea ,the land of Juche , a country of robust  independence, which was founded by the great leader comrade KIM IL SUNG .

   The great leader comrade KIM IL SUNG was the greatest of great leaders , a true elder of the international communist movement and renown world statesman.
    The great leader comrade KIM IL SUNG  brought independence to Korea which had been under Japanese colonial rule for decades. Korea which had been shown on world maps as part of Japan He built Korea into a fully fledged independent state , a mighty socialist power ,
  The great leader comrade KIM IL SUNG  always upheld independence throughout his life always opposing imperialism of all kinds ,dominationism and big-power chauvinism. He  fought for global independence and the victory of the world revolution.
        The great leader comrade KIM IL SUNG opposed the division of Korea by outside forces such as the US. He put forward many realistic policies to achieve reunification on the basis of independence, peace and unity.
