Pyongyang, May 12 (KCNA) -- The Central Public Prosecutors Office of the DPRK released a statement on Friday as regards the fact that the Ministry of State Security detected a terrorist group, infiltrated by the CIA of the U.S. and the Intelligence Service of south Korea into the DPRK in a bid to commit state-sponsored terrorism against its supreme leadership.
This thrice-cursed high-profile crime, masterminded by the U.S. and the south Korean puppet regime, constitutes plotted state subversion, high treason against the nation and country and terrorism specified in the DPRK Criminal Code, the statement says, and goes on:
The Central Public Prosecutors Office states as follows to sternly punish the mastermind of state-sponsored terrorism, accomplices and their followers, the hideous nature of which has been fully proved by the arrested criminals, under the DPRK Law:
1. The prosecution of the mastermind of the hideous state-sponsored terrorist crime targeting the supreme leadership of the DPRK, accomplices and their followers shall start from this moment.
Article 8 of the DPRK Criminal Code stipulates that the criminal law shall be applied to even a foreigner if he or she perpetrated an act against the DPRK or did harm to its citizen overseas.
Those who masterminded and were involved in the crime and those who followed them are all targets of criminal prosecution by the DPRK law, regardless of their nationality.
Statute of limitations is not applied when prosecuting the criminals for state subversion, high treason against the nation and country and terrorism, according to Article 58 of the DPRK Criminal Code.
2. We urge the relevant authorities to immediately detect and arrest and hand over to the DPRK the masterminds of the hideous state-sponsored crime, accomplices and their followers.
The Article 21 of the DPRK Criminal Code stipulates that the chief and followers of a criminal ring shall be held legally accountable for their crimes with reference to relevant articles of the Criminal Code and the chief shall be heavily punished.
As state-sponsored terrorism perpetrated against the supreme leadership of the DPRK is an organized crime, its masterminds in CIA of the U.S., former chief of the south Korean Intelligence Service Ri Pyong Ho, a team director of IS surnamed Han, IS agents Jo Ki Chol and Xu Guanghai, director general of the Qingdao NAZCA Trade Co. Ltd., are all targets of due heavy punishment under the DPRK Criminal Code.
The CIA can never dodge its responsibility for having played a mastermind role in the crime as it helped the production of radio-active and poisonous materials for terrorism at requests though their use is banned by the International Convention for the Suppression of Terrorist Bombings.
Paragraph D of Article 16 Extradition of the United National Convention against Transnational Organized Crime stipulates, "If a relevant party that makes extradition conditional on the existence of a convention receives a request for extradition from another state party with which it has no extradition convention, it may consider this Convention the legal basis for extradition in respect to any offence to which this article applies."
Article 2 of the United National Convention against Transnational Organized Crime stipulates that "Organized criminal group" shall mean an organized group of three or more persons, existing for a period of time and acting in concert with the aim of committing one or more serious crimes or offences established in accordance with this Convention.
The U.S. and south Korea shall promptly arrest all the organizers, participants and followers of the extra-large state-sponsored terrorist crime against the supreme leadership of the DPRK and deliver them to it.
None of the brutal perpetrators of hideous state-sponsored terrorism aiming at the removal of the DPRK supreme leadership will survive on this planet.
The Central Public Prosecutors Office of the DPRK will bring all the organizers, participants and followers of the hideous state-sponsored terrorism to its court and mercilessly punish them in the name of the Republic. -0-
