Incurring “expenses for special action”

Voices for demanding the investigation into Park Geun-hye’s illegal use of “money for special action” are high in south Korea. 
In general, the “expenses for special action” is the money used by relevant units without a receipt through bloody tax extracted from south Koreans.    
The “expenses for special action” is called “black money”, “unsighted money” or “flying money”.

The political circle as well as the people who made an outlay are shocked by Park’s squandering of 3.5 billion wons (3.5 million US$) before her impeachment till suspension of performing her presidency.
The then acting President Hwang Kyo-ahn, Kim Gwan-jin, former chief of the security office of Cheongwadae, Han Min-gu, minister of Defense, Yun Byeong-se, minister of Foreign Affairs and yes-men of Cheongwadae spent 50 million wons (50 000 US$) per day. 
Days ago, judicial and prosecutor authorities had been treated to a dinner at a restaurant. Top officials offered millions of wons to his men and gave money to the members of the "Association of Love for Park Geun-hye" to stage demonstration against Park’s impeachment. The tremendous amount of money is defrayed from the “expenses for special action”.    
The south Korean people are strongly demanding a strict investigation into customary practice of squandering the people’s tax without compunction to seek pleasure and keep power and extermination of it.
Some days ago, the Labor Party held a news conference in front of the Cheongwadae at which they demanded an immediate investigation into Park’s use of the “expenses for special action” and redemption of the expenses.
The chairman of the north Chungcheong provincial party said that he is at a loss for words 50 million wons were spent in a day, it is five million wons bigger than a worker’s annual salary 45 million wons in 2016.   
The “expenses for special action” should be extinct as it is a nest of corruption and irregularities and a mean to maintain power.
