Social Care for the Elderly -the difference between Britain and the DPRK

"A typical band D council tax bill of £1,530 this year would rise by £46 next year to fund social care, on top of a discretionary general increase of 2%." this is capitalist Britain's way of funding care for the elderly. A measure that I suspect will prove extremely divisive as it pits the old against the young and middle aged. What is needed a socialist solution to the elderly care crisis which would consist of redistributing wealth . The billions in City banks and hedgefunds could pay for the costs of funding welfare for the elderly rather than forcing workers to pay more taxes.
