On the 17th of December 9 years ago the great leader comrade KIM JONG IL passed away suddenly whilst giving guidance to key economic sectors of the DPRK . Throughout his life he had worked hard for the successful and victorious construction of socialism , he was not just a theoretician but a practical builder of socialism .
Today when the Korean people are racing ahead in the 80 Day campaign . The speed battle is a tried and tested method of work of the Workers' Party of Korea and is associated with comrade KIM JONG IL .'
Back in the 1970s , in 1974 he initiated the 70 day campaign . Comrade KIM JONG IL had been elected as a member of the Political Bureau of the Central Committee of the Workers' Party of Korea at the 8th plenary meeting of the 5th Central Committee . Comrade KIM JONG IL put forward programme of modelling the whole of society on Kimilsungism.He also put forward the line of a speed campaign to expedite grand socialist construction .
In those days the DPRK was not only facing the continuous blockade by the US imperialists but the capitalist world was in the grip of both recession and runaway inflation ( previously bourgeois economists has asserted that it was impossible to have inflation and recession at the same time but it happened , the phenomena became known as 'stagflation' ie stagnation plus inflation) . The DPRK had embarked on its first 6 year plan in 1971 . Comrade KIM JONG IL conceived a bold and audacious plan to break through obstacles and complete the 6 year plan ahead of schedule . At a consultative meeting of senior officials of the Party Central Committee and provincial officials held on the 9th of October 1974 comrade KIM JONG IL made the speech 'Let Us Conduct a 70 Day Campaign with Vigour through the efforts of the whole party ' which signaled the launch of the 70 day campaign . Comrade KIM JONG IL prioritized the mining industry , transport and exports .He had agitation teams sent to key areas and also labour force.
The results were truly spectacular . Compared with the months prior to the 70 day campaign industrial output value leapt by a stunning 70 per cent and industrial output increased by 17.2 per cent in a year at a time when the capitalist world faced acute crisis and even the growth rates of some socialist countries declined or stagnated . In agriculture despite unfavourable weather conditions a bumper harvest was reaped and the target of 7 million tons was hit . The DPRK was able to export large quantities of grain .
In the 1980s comrade KIM JONG IL initiated a 200 day campaign . Comrade KIM JONG IL in his talk to senior officials of the Workers Party of Korea in 1988 titled ‘ Let Us All Live And Struggle Like Heroes’ he said that ‘ Our Party and our people have assumed a heavy responsibility to our times and to history. We must keep the banner of revolution, the banner of socialism, flying, by foiling the enemy's frenzied attacks and effecting a steady advance in socialist construction. We must never weaken, but continue to maintain the high enthusiasm being displayed in the current 200-day campaign. We must follow this campaign with a 2,000-day campaign and then a 20,000-day campaign. This is the way to carry the revolutionary cause of Juche through to the end and to discharge the heavy responsibility we have assumed before the world revolution.’
Many successes were reaped in the 200 Day campaign and a breakthrough was made in the third seven year plan . Later comrade KIM JONG IL encouraged the movement to create ' the speed of the 90s' . The DPRK was able to increase industrial output despite the collapse of the socialist camp .
Thus the concept of the speed campaign established by comrade KIM JONG IL is a part and parcel of ever-victorious Juche -based socialism in People's Korea . The spirit of the speed campaign will enable the Korean people to score a great victory against the hostile forces .
