Supreme Leader Kim Jong Un Guides Master Plans for Kanggye and Manpho Cities


Pyongyang, June 1 (KCNA) -- Kim Jong Un, chairman of the Workers' Party of Korea, chairman of the State Affairs Commission of the Democratic People's Republic of Korea and supreme commander of the armed forces of the DPRK, examined and guided the master plans for Kanggye and Manpho cities together with leading officials of the Party, administrative and designing bodies in Jagang Province.

Present there were Jo Yong Won, first vice department director of the Central Committee of the WPK, Kang Pong Hun, chairman of the Jagang Provincial Committee of the WPK, Ri Hyong Gun, chairman of the Jagang Provincial People's Committee, and Party and administrative officials in the province and cities and officials of the relevant fields including the Jagang Provincial Designing Institute.

The Supreme Leader of the Party, the State and the armed forces, looking at the blueprints for Kanggye and Manpho cities and a model board showing their panoramic views, was briefed on the plans for the layout of cities before putting forth the tasks and ways for successfully sprucing up the cities as required by the era.

He pointed out that as the city construction has been carried out in such a haphazard way as to fill vacant lots without any careful consideration, most of the buildings sprawled to make the cities look like architecture history museums. He said that the layout plan should specify a district of ideological education, industrial district, cultural district, etc. and maps showing the bird's eye view of the districts should be worked out and the construction carried out under an annual plan.

It is very important to preserve local characters in city layout, he said, adding that the architectural layouts should be made in a scientific way to preserve local characters and structures peculiarly built in various forms to renew the appearance of the cities by learning from the experience gained in remodeling Samjiyon County into a model of modern mountainous city.

Pointing to the poor afforestation of Kanggye City, the Supreme Leader said the afforestation and greening constitute an important work for providing the people with civilized living condition and environment. He stressed the need to plant various species of trees and create more green belts to harmonize with the mountainous region.

What is most important in city construction is to thoroughly embody the principle of ensuring people’s convenience, he said, calling for overhauling minor power stations run by the province and cities to increase electricity production, and for making a good combination of electricity and geothermal energy and other natural energies to solve the issue of heating buildings, and for remarkably raising the water production capacity of reservoirs to ensure the daily water supply to each citizen on a high level.

Good sewage disposal is vital to preventing the environmental pollution when building cities, he said, stressing the need to build sewerage scientifically, regularly operate sewage treatment facilities and thus strictly purify and treat industrial waste water and sewage.

It is important to rapidly develop finishing materials in order to push forward the construction, the Supreme Leader said, calling on every province to set up well building-materials production bases in the province including cement factory, roofing tile factory and tile factory and vitalize production so as to ensure self production and provision of finishing building materials needed for the construction.

In order to effect a drastic turn in the construction of local cities, it is important to strengthen the provincial designing forces, he pointed out, underlining the need to build in an integrated way the machinery of provincial designing institutions on the basis of deep study, fully provide good working and living conditions to them and push forward the work for training talented designers through cooperation between Pyongyang and provinces.

He stressed the need for provincial, city and county party committees to wage the competitive campaign for giving a fundamental facelift to the provincial and county seats and cities to be suited to their specific characters in keeping with the present stirring reality where world-level monumental edifices mushroom across the country. -0-
