Reply to the letter sent by the president of the Korean Affairs Institute in Washington Pyongyang, 6 January 1965 KIM IL SUNG


                                           

I got your letter. It was a great pleasure that you are deeply concerned about the issue of the reunification of the country.
As you know, our nation has been a victim of territorial partition and national division has been 20 years.
Although a new generation has grown, it has not been able to have contact and travel from north to South Korea, not to mention the reunification of the country that is a long desire of our people, because the barrier of our nation's artificial division remains unchanged.
Over time, the distance between north and south has increased in all political, economic and cultural life, and even the common features of our people, a homogeneous nation formed through a long history, are gradually becoming differentiated
The division of our nation excludes the possibility of coordinated mobilisation and the use of the force and force of the people for the development of a new country; this causes a great deal of suffering to the entire Korean nation
The division of Korea into " north " and " south " brought suffering and misfortunes, especially for the people living in south Korea.
The country's prosperity cannot be expected and the south Korean people cannot expect to be rescued from their miserable situation without the end of our country's national division and the achievement of reunification.
It is natural that in south Korea today the popular masses are claiming that they can no longer live in a divided country, and many public figures with national consciousness are courageously illuminating the struggle for national reunification.
The reunification of the country is an urgent national task which cannot be postponed for a long time.
It is time, we believe, so that all Koreans without exception, who are patriots and concerned about the future of the nation, make greater efforts to reunite the country.
The whole world knows that our government, expressing the unanimous desire of all the Korean people, makes persevering efforts to achieve the reunification of the country.
We believe that the solution to the issue of reunification should not be obstructed by the interests of a party, group or people of the privileged circle, overlapping with national interests, but that reunification must be carried out by democratic means, in accordance with the desire of the Korean nation and not according to the interests of foreigners. We do not agree with anyone who imposes their demands on us, trying to coerce us. We always highlight that authorities, political parties, social organisations and individual characters from the north and south should sit down and discuss the issue of reunification.
I make it clear once again that just as we have done so far, in the future too our government will exercise every effort to achieve the reunification of the country in accordance with the wishes of the people and national interests, and that we are open to hear the opinion Anyone who is interested in solving the issue of reunification.
In the letter you sent me, you presented four points that have many points in common with the proposals we have already made to resolve the issue.
As we always emphasise, the reunification of the country must be carried out in accordance with the principles of independence and democracy, peacefully and without interference from external forces.
We believe that any attempt to reunite the country with foreign forces is just an illusion and a way of leaving all korea in the hands of the imperialist aggressors.
The question of the reunification of Korea is an internal matter for the Korean people who must not admit interference from external forces. The question of reunification must be resolved by the Koreans themselves. Foreigners are not in a position to solve our internal affairs.
Our powerful and civilized nation is able to solve the problem of division by the forces themselves.
The basic obstacle to national reunification is the American imperialists who occupy south korea militarily, interfere in their internal affairs and maintain a policy of national division, an aggressive policy to take all of Korea.
The American imperialists took all of south Korea and applied their colonial domination over it in the political, economic and cultural fields and led to ruin the lives of the people.
Expelling all foreign forces from South Korea is a prerequisite for resolving the issue of reunification.
In north Korea there are no foreign troops. The Chinese people's volunteer  left Korea completely in 1958., however, U.S. troops, in disguise of the United Nations, remain stationed in south Korea.
The US has no plausible excuse to keep its troops stationed in south Korea.
South Korea cannot be independent and sovereign as long as the foreign army aggressor is parked on its territory.
Any person with a minimum of national awareness requires the departure of us troops and work to expel them from their territory.
We must give broad publicity to the indignation of the entire nation against the us imperialists and mobilise all patriotic forces to expel us troops from south Korea.
Your proposal that all foreign troops should leave Korean territory is fair.
It is our consistent vision that the issue of reunification should be resolved by establishing a unified central government that covers all sectors of the people, of all classes and social strata, through free North-South general elections to be conducted democratically, Without interference from external forces, after the departure of American troops from south Korea.
Such general elections must be conducted in a totally free and democratic manner, without any kind of repression or coercion, representing the desire of the people. Free and democratic elections are unthinkable while democratic rights are violated and patriotic movements repressed.
The holding of the North-South free general elections should be the first to fully guarantee freedom of political activity to all parties, social organisations and individual characters, as well as freedom of expression, press, Assembly, Association and demonstration, from the north to south Korea. All political prisoners must be released and democratic freedoms guaranteed for the independent reunification of the country.
All citizens must have equal rights to elect and to be elected anywhere in Korea, regardless of party affiliation, political views, ownership status, education, religion, faith or sex.
Only through genuine democratic elections based on the principle of equal and universal suffrage by secret ballot, a unified, independent and democratic government can be established to represent the interests of workers, peasants, intellectuals, traders, small entrepreneurs and others of all classes and Strata.
Our proposal is the most reasonable and fair for everyone.
However, the south korean government has been resolutely refusing our proposal and is calling for 'elections under un supervision'.
The Korean people know very well what the "elections under un supervision". it is no secret to anyone that the election of Syngman Rhee, traitor of the nation, was completely manipulated, and that the assumption of Chang Myon was manufactured and the Park Chung hee's coup was legalized, all under "un supervision" Since 1948.
The "UN-supervised elections" only show the plot of the us imperialists to extend to the north their colonial system that forced the entire south Korean people.
In Korea, the United Nations was used as an assault mechanism for American forces.
The United Nations has no competence to resolve the korean issue.
The Korean people do not want any more intrusion into their internal affairs. In any case, we need to achieve reunification through our own efforts.
As the south Korean rulers, at the instigation of the us imperialists, have persistently opposed the establishment of a unified government through free and democratic elections, we cannot simply sit and stand idly by waiting for the day of reunification but seek means for a gradual approach.
You must know that we have long proposed the establishment of a confederation between north and south Korea as a means of transition to resolve immediate problems of the nation to facilitate the progress of reunification.
The Confederation we propose provides for the establishment of the supreme National Committee with equal numbers of representatives pointed out by the two governments, with the aim of coordinating the economic and cultural development of the north and south by promoting cooperation and exchange between the two sides in common interest of Maintaining the existence of two political systems and ensuring the independent activities of both countries.
The reunification commission that you suggested can be seen as analogous to the supreme National Committee we mention. In our opinion, it may be a good idea to take measures to restore ties between the parties and to advance independent reunification, not necessarily in the form of Confederation, but to form a joint body to be composed of representatives of north and South Korea.
We maintain our position that if the south korean authorities do not accept the Confederation, then the national tribulations caused by the national division will continue. Otherwise, it can increase economic, cultural, etc.
The exchange between north and south must be combined organically between industrial north and south agrarian, and facilitate foundations for an independent state. It is the establishment of a strong economic base that will help our country to live independently as reunited.
When we were rebuilding the northern part of our country, after the destruction caused by the us, we developed our economy always thinking about the interests and future of the entire nation. We have not forgotten, not even for a moment, our compatriots from the south; we regard this as a sacred nationalist duty to help the people of south Korea.
Economic and cultural exchange in all spheres of art, science, culture, Sports, etc. It should be restored and the trips from the south to the north and vice versa should be completed.
The south Korean authorities, following the us position, opposed the general elections and opposed the Confederation and exchange.
Under these circumstances, we insist that the exchange of letters should at least be allowed as a minimum advance to bring the north and the south closer together This reflects the demand of the people to end the abnormal situation in which relatives live apart from each other.
It is of great importance for national reunification to eliminate the tension created between north and south.
In connection with this, we have called once again for the south Korean authorities to expel American troops from their territory and for north and south authorities to conclude a peace treaty that ensures that neither side will launch an attack on the other and That the armed forces of both parties will be reduced to less than 100.000.
The number of 600.000 men of the south Korean forces and high military expenditure are a major threat to peace in Korea.
The departure of all foreign troops from south Korea, the reduction in the number of the armed forces and the peace treaty between north and south are a giant step forward on the road of reunification.
We have positively seen his proposal that the armies of the north and the south should be reduced to the level of "police unit" only to ensure security and internal order.
We are ready to take other measures that can help resolve the issue of reunification. We are prepared to repeal military pacts with other countries on condition that us troops withdraw from south Korea and the south Korean authorities dispose of the military pacts and agreements that they have signed with foreigners.
Our government is the independent popular power established freely according to the general will of the people. We never support ourselves in external forces; we maintain complete independence in all political, economic, military and cultural spheres.
Our internal and external policies are completely independent, free from any interference from external forces. Our government does everything necessary according to the interests of the country and takes appropriate actions on its own initiative.
We dedicate all our sincere efforts to the reunification of our country. Even after the south korean rulers had carried out a coup to take power, we repeatedly put forward proposals for national reconciliation, resolution of the national calamity and speed up movements for the reunification of the country with sincere desire for a positive return of the counterparty's patriotic vision
However, following the us stance of division and disrespecting the nation's burning desire, they refused to hear our sincere proposal; on the contrary, they continued to perpetuate the national division.
Responsibility for the failure so far to achieve the reunification of our country is from the us imperialists who occupied South Korea by force of arms and are pursuing a policy of dividing our nation and such traitors as Park Chung Hee, the reactionary bureaucrats, quacks and impostors who are holding hands with the imperialists and are bargaining the interests of the nation.
They serve the aggressive forces, opposing the peaceful and independent reunification of the country and act only according to their own interests and privileged circles; they can never represent the south Korean people.
These traitors refused our offer to receive thousands of south Koreans unemployed in the north and ensure work; but on the other hand they are selling as cheap labour our compatriots to countries of Europe and America.
In addition, they are helping the Japanese militaristic to reduce south Korea to a colony of American imperialism and Japanese imperialism.
Manipulated by the US, traitors who oppose exchange and cooperation with the north are advancing the treaty with Japan in the military sector.
Those who take the lead in conspiring with Japanese imperialism are the same lackeys who served him faithfully in the past; refusing to regret the crimes of the past, now live as lackeys of the us and his old master, Japan.
To achieve the reunification of the country, we must gather the strength of the Korean people in the north,south against imperialist foreign aggressors and their allies - the traitors, the reactionary bureaucrats, the charlatans and impostors who are preventing reunification.
How can we promote national unity and achieve the reunification of the country without fighting those who fight for division and categorically reject North-South contacts?
They should regret their mistakes and follow the road of fighting for the withdrawal of us troops and the independent reunification of the country.
If a man defends the interests of the nation and wants the reunification of the country, we will join him at any time, regardless of his political views and ideology or his record in the past.
If all the patriotic forces in the north and south of Korea unite, we will definitely open the way for the exchange and negotiation between north and south, and we will bring the withdrawal of us troops from south Korea, and we will achieve reunification.
Without unity and struggle we cannot expel the American aggressors and neither do national reunification. The key point is that the south Korean people, from all sectors of life, must unite firmly in the struggle of national salvation against American imperialism and their allies, for the independent and peaceful reunification of the country.
We must not in any circumstances tolerate interference in our nation's domestic affairs; we must resolutely oppose the ' supervision ' and ' protection ' of any external force and forge our future for ourselves.
When we carry out the reunification of our country under the principle of self-determination of nations and when the nation joins firmly in unity, we will be able to increase the power of the country and build a sovereign, rich and powerful state, without needing any"guarantees" from any outside forces.
Our country will certainly be reunited through the fight of the entire Korean people.
In conclusion, I express the hope that it will make positive efforts to speed up the independent reunification of Korea.
