Pyongyang Army-People Rally against US Held


Pyongyang, June 25 (KCNA) -- A Pyongyang army-people rally against the United States took place at Kim Il Sung Square on Friday on the occasion of "June 25, the day of struggle against the U.S. imperialists".

Attending the rally were senior party, army and state officials, the chairperson of a friendly party, officials of party, armed forces, power bodies, social organizations, ministries and national institutions, servicepersons, officials in the fields of science, education, culture and arts, public health and media, and working people, youth and students in the city, more than 120,000 people. The chief of the Pyongyang mission of the Anti-Imperialist National Democratic Front and overseas compatriots were on hand.

Present on invitation were diplomatic envoys of different countries and staff members of foreign embassies here and foreign guests.

Kim Ki Nam, secretary of the Central Committee of the Workers' Party of Korea, said in his address at the rally that after launching an armed invasion against the northern half of Korea on June 25, 1950 to destroy the DPRK in its cradle and realize their scenario for world domination the U.S. imperialists carried out the most barbaric war of aggression in the world history of wars by mobilizing more than two million troops of their aggressor forces and armies of fifteen satellite countries and the south Korean puppet army and huge quantities of war materiel. Due to the bestial atrocities of the U.S. imperialist aggressors millions of innocent Korean people were mercilessly killed, and the whole territory of the northern half of Korea alive with the drive for carving out a new life was reduced to debris in the period of the war, he noted.

Under the wise leadership of President Kim Il Sung the army and people of the DPRK beat back the U.S. imperialists who boasted of being the "strongest" in the world and their imperialist allied forces by displaying matchless bravery and popular heroism and the might of single-minded unity and thus honorably protected the sovereignty of the nation and the gains of the revolution and brought about the beginning of decline for the U.S. imperialists, he noted, and went on:

The U.S., far from drawing a due lesson from the ignominious defeat it sustained in the last Korean War, has kept south Korea under its occupation and desperately pursued the hostile policy towards the DPRK, bringing unbearable misfortune and sufferings to the Korean nation.

The Lee Myung Bak group of traitors, too, is working with bloodshot eyes to put international "sanctions" against the DPRK into practice over the case of the sunk warship under the manipulation of the U.S. It attempted to resume the psychological warfare against the DPRK and is busy staging large-scale DPRK-targeted war exercises, blatantly challenging the aspiration and desire of the nation for the country's peace and reunification.

The U.S. should bear in mind that the war launched by it on June 25 ended with the victory of the Korean people on July 27 after three years.

If the U.S. and the puppet group of traitors finally ignite a war of aggression defying the repeated warnings of the DPRK, the army and people of the DPRK will never miss a chance but certainly give vent to their pent-up grudge and resentment to mercilessly wipe out the aggressors and the provocateurs.

Then followed speeches by representatives of the Korean People's Army, workers, agricultural workers and youth and students.

They stressed that the DPRK would react to the "retaliation" and "punishment" of the enemies and even their slightest provocation with Korean-style merciless punishment.

At the end of the rally there was an anti-U.S. demonstration.

The demonstrators marched along main streets, holding slogan-boards and posters. They chanted slogans reflecting hatred and resentment at the U.S. imperialists and the south Korean group of traitors.

On the occasion of the 60th anniversary of the provocation of the Fatherland Liberation War
by the US imperialists and the start of the month of solidarity with the Korean people against US imperialism, the ASSPUK and JISGE issued the following statement:

The US imperialists, the ringleader of the world imperialists and international reactionaries, provoked a war in Korea on the 25th of June 1950 by instigated their south Korean puppets to attack the young Democratic Peoples Republic of Korea.The US imperialists fought an unjust aggressive war against the Korean people.
The Korean people led by the great leader Marshal Kim Il Sung,a true military strategic genius fought a fierce anti imperialist anti US stuggle against US imperialism and the allied forces of international reaction.The Korean people fought a national liberation war against the Yankee imperialist invaders,a war of justice for independence and freedom and also a war to reunify the sacred motherland.

The Fatherland Liberation War of the Korean people was a crucible of the Songun idea. We condemn the appalling barbarity of the US imperialists during the Fatherland Liberation.We denounce their crimes of massacaring civilians(including Sinchon ri,which I visted myself), use of biological and chemical weapons.History will curse forever the US imperialists as sub-human murderers and enemy of humanity and progress.

The US imperialist contine to occupy south Korea and commit crimes such as the murder of the schoolgirls Sim Hyo Sun and Sim Mi Son and other artocities.They are propping up the reactionary fascist puppet Lee Myung Bak clique

Korean Committee For Solidarity with the World People on the Korean War

Dear friends,

We send our warm greetings of Korean Committee for Solidarity with the World People.

As you know well, six decades have passed since the fiercest war after World War II was fought in Korea from June 25, 1950 to July 27, 1953.

Then, how did the Korean War break out?

The American statesmen attached great importance to the Far East and especially to Korea.

The report No. 4849, a highly classified document issued by Information and Investigation Bureau of the US State Department on January 28, 1949, said in the following vein: In view of the strategic position held by Korea in Northeast Asia, establishment of control over Korea and her people is of great value in any other country interested in the Far East. And it is quite beyond any doubt that Korea has a great weight with the US from the political viewpoint.

The Korean peninsula was a strategic point of military importance for the US from which it could deal blows to any part of the Far East, a “bridge leading to the continent” for attaining its world supremacy and a “dagger” for cutting off a “chunk of meat” of Asia. In other words, the US considered the establishment of control over the whole Korea to be the key to realizing its domination over the whole world.

For this reason, the US bent all its efforts to provoking a war in a bid to put the whole of Korea under its control.

MacArthur, the then Commander of Far East Forces, said:

“By occupying all of Korea we could… control the whole area between Vladivostok and Singapore … Nothing would then be beyond the reach of ur power.”

The US revealed its ulterior intention from the outset of its occupation of south Korea.

It was hell-bent on military buildup, stepping up the construction of military roads, airfields and naval ports in many different places of south Korea.

A Japanese publication in those days said that the US arranged 400,000-strong armed forces, including the ground force and the police 150,000 strong, reserve troops 200,000 strong, air and naval forces 3000 and over 10,000 strong each in south Korea. It also disclosed that in 1949 alone the US handed over to south Korea the military equipment worth US$ 190 million to leave nothing desired in the preparations for the Korean war.

The operations plan for carrying out an all-out offensive against the DPRK was perfected and, in accordance with it, a great number of attack positions were build and all forces deployed in attacking formations in the areas along the 38th parallel which divided Korea into the north and the south. The director of the Information Department at the MacArthur’s Headquarters wrote in his book that when the war was impending most of the Syngman Rhee’s troops had already virtually been deployed along the 38th parallel. MacArthur in his statement after his release from office confessed that the US had concentrated all its war supplies and weaponry in the areas along the 38th parallel on the eve of the war to attack the DPRK.

At that time the south Koran side committed armed provocations as a preliminary and trial war almost everyday. Entering the year 1950, the armed intrusion reached to an extreme and its number totaled 1147 between January 1 and June 24.

Meanwhile, US aircraft carrier and large bombers made full preparations to be readily committed to the Korean peninsula. And the American civilians in south Korea were evacuated to Japan on the sly.

With scrupulous arrangements made, Dulles, special envoy of the US president, looked round the areas along the 38th parallel to make a final inspection of the situation. After that an order was issued to start the war and the Korean war broke out at 4 o’clock in the morning on June 25, 1950.

The United States was prudent in its calculation to fix the date of war on June 25.

It was a hackneyed trick preferred by aggressors to adopt a tactic of “surprise attack on Sunday morning.” The Russo-Japanese war, the Sino-Japanese war and the Pacific war had all broken out on Sunday mornings through blitzkriegs.

The US added a new meaning to this stereotyped method.

Roberts, the then chief of the American Military Advisory Group in Korea, had explained why June 25 had been chosen as the date of war as follows: “We have chosen the 25th and this explains our prudence. It is the Sabbath for both the United States and south Korea, Christian states. No one will believe we have started a war on Sunday. In short, it is to make people believe that we are not the first to open a war.”

The above-said facts offer no room for argument that the US unleashed the war against the DPRK 60 years ago. The US can by no means throw off its responsibility as the provoker of the Korean war.

Recently the U.S. and the South Korean authorities cooked up the “Choenan” incident and trying to break out another aggressive war in Korean Peninsula, shifting the responsibility to DPRK.

The second war in Korean Peninsula means an all-out nuclear war which would be a great threat to the world peace and stability.

On the occasion of June 25th-July 27th, the month of struggle against the U.S. imperialists, we firmly believe that you and your organizations will strongly denounce the reckless new war maneuvers of the U.S. and the South Korean authorities and will fully support the just cause of the Korean peoples for independent and peaceful reunification of the country.

Succesful UK KFA picket of the US and south Korean puppet embassies

Members of UK KFA,the Association for Study of Songun Politcs UK ,Juche Idea Study Group of England and the For Bolshevism AUCPB group as well the general secretary of the New Communist Party Mr Andy Brooks picketed the south Korean puppet "embassy" from 12-30 to 2-30pm.The UK KFA banner was displayed along with a the flag of the Democratic Peoples Republic of Korea and also the For Bolshevism AUCPB banner and Soviet Red flag.

The picket was spirited and cheerful.

The  Organisation secretary of UK KFA read out statements "US Provoker of the Korean War" and material denouncing the south Korean puppets.He also made a speech denouncing the RIMPAC 2010 exercises.Picketers chanted "US troops out of Korea","Victory to the DPRK","Victory to the Korean Peoples Army " "Down with Lee Myung Bak""South Korea is a fascist puppet regime" and "Yankees go home".
The picket was in progress when officials of the puppet embassy came out with some elderly former British army officers ,mercenaries who had fought against the Korean people.They avoided the picket.

The picket of the US embassy in Grosvenor Square started at 3-40pm.It was attended by members of UK KFA,Juche Idea Study Group of England,For Bolshevism AUCPB,the New Communist and additionally representative from the Revolutionary Workers Party (Posadist -Trotskyist) and Revolutionary Communist Group. The KFA Official Delegate for the UK and chairman of the Juche Idea Study Group of England made a speech saying that it was 60 years since the US imperialists provoked the Korean war.It was an unjust and criminal war against the Korean people,a monstrous war.He said the US imperialists massacred many innocent people,particularly at Sinchon Ri which he himself had visited.The organisation secretary of UK KFA read out the KCNA article "Tremendous Damage Done to DPRK by US " he said
"The U.S. imperialists, chieftain of evils, committed the most barbarous and hideous crimes against the Korean people ever in the world history of wars during the last Korean War.
They committed thrice-cursed genocide, destruction and pillage during the war. They have regarded new People's Korea as a thorn in the flesh ever since their occupation of south Korea. They have persistently pursued an unprecedentedly harsh policy of isolating and stifling the system of the DPRK in wanton violation of the UN Charter and publicly accepted norms of international law, thus doing inestimably tremendous damage to it."

The statement "Provokers of the Korean War" was read out which  pointed out that the Korean war was provoked according to US NSC 68 directive and the ABC plan of McArthur.He also denounced the US for waging germ warfare in violation of international law. The general secretary of the New Communist Party took the microphone and made a speech saying the Korean War is not a forgotten war.A KFA member made a speech saying how his father remembered the Korean war starting as a 17 year old young man.
Speakers also denounced the US and South Korea for fabriacting the Cheonan incident and staging RIMPAC 2010 exercises.
Dermot Hudson made a concluding speech in which he said the DPRK would win against the US because it was guided by the Juche idea.
Slogans were chanted "US troops out of Korea" "Victory to the DPRK" "Victory to the Korean Peoples Army" "Korea is One" and "go home Yankee perverts" Picket concluded with playing of DPRK national anthem.Literature from KFA such as KFA leaflet "Defend the DPR Korea the true peoples welfare state" and also literature from the DPRK was handed out. Some passers by were sympathetic and stopped to talk.Threats to attack the picket and to hold a 'counter demonstration' did not happen.

Pyongyang, June 24 (KCNA) -- The Korean Central News Agency released the following report Thursday to expose all forms of crimes the U.S. imperialists committed against the Korean people up to now since their occupation of south Korea:

Six decades have passed since the U.S. imperialists, the sworn enemy of the Korean people, unleashed a war on this land, where they were leading a peaceful happy life.

The U.S. imperialists, chieftain of evils, committed the most barbarous and hideous crimes against the Korean people ever in the world history of wars during the last Korean War.

They committed thrice-cursed genocide, destruction and pillage during the war. They have regarded new People's Korea as a thorn in the flesh ever since their occupation of south Korea. They have persistently pursued an unprecedentedly harsh policy of isolating and stifling the system of the DPRK in wanton violation of the UN Charter and publicly accepted norms of international law, thus doing inestimably tremendous damage to it.

The Committee for Investigation into Damage Done by the U.S. to the Northern Half of Korea summed up all human and material damage brought by the U.S. imperialists to the northern half of Korea for the past six decades since they landed in south Korea on Sept. 8, 1945.

The total damages amount to 64 959 854 million U.S. dollars.

This calculation is based only on old records and official testimonies made by survivors. So it is presumed that there are much more damage that has not been ascertained.

The total amount will be incalculable if political, moral and cultural damages caused by slandering the sovereignty and dignity of the DPRK, destruction of treasures of lasting value including revolutionary sites, historic sites and relics and other precious cultural assets, infliction of moral pressure on the Koreans through the moves for a new war and threats of preemptive nuclear attack and vicious bourgeois ideological and cultural poisoning are included.

With nothing can the U.S. make full compensation to the DPRK for the damage it caused to the DPRK by impeding Korea's reunification after illegally occupying south Korea and, accordingly, inflicting moral pain and misfortune upon the Korean people for more than half a century-long tragic division and hindering the unified political, economic and cultural development of the north and the south of Korea.

The crimes committed by the U.S. imperialists against the DPRK are something beyond human imagination in view of their scope and protracted, barbarous and shameless nature.

The Korean Central News Agency releases a report on the newly surveyed and ascertained damage done by the U.S. imperialists to the northern half of Korea in order to disclose all forms of crimes committed against the Korean people and force them to pay for all of them.


Massacres aimed to exterminate the Korean nation

The most serious damage done to the northern half of Korea by the U.S. imperialists was the monstrous killing of a great number of peaceable inhabitants.

Since their occupation of south Korea, the U.S. imperialist aggressors had perpetrated ceaseless attacks, gun and rifle firing and terrorism against areas north of the 38th parallel in order to destabilize the new country for the people advancing toward socialism and nip it in the bud, thus killing or abducting more than 13,900 people before the war.

The shuddering massacre of civilians the U.S. imperialists committed in the northern half of Korea after igniting the Korean War was unprecedentedly harsh barbarism in wanton violation of international laws on protection of civilians in time of war and publicly accepted wartime laws and regulations.

At least 1,231,540 peaceful inhabitants were cold-bloodedly killed by the U.S. imperialist brutes in the northern half of Korea during the three-year war.

During their temporary occupation of Sinchon County, the U.S. imperialist ogres killed a quarter of the county population. The number of the people killed by them in the whole period of the war stood at least 401,940 in Hwanghae Province, more than 162,180 in South Phyongan Province, over 129,390 in Kangwon Province, at least 116,220 in North Phyongan Province, over 115,300 in South Hamgyong Province, more than 82,020 in North Hamgyong Province and at least 64,240 in Jagang Province.

The U.S. imperialist brutes indiscriminately killed more than 157,840 inhabitants in Pyongyang alone.

Another thrice-cursed crime committed by the U.S. imperialist aggressors during the war was the large-scale germ warfare strictly banned by international law and the massive use of chemical weapons, weapons of mass destruction.

From late January to late March of 1952 the U.S. imperialists dropped germ bombs full of flies, fleas, bugs, mosquitoes and other harmful insects in over 400 places in the northern half of Korea more than 700 times, thus spreading dreadful malignant and acute epidemic viruses including pest, cholera, smallpox and epidemic hemorrhagic fever.

The poisonous gas bombs dropped as part of ill-famed germ warfare and chemical warfare claimed more than 50,000 people in the northern half of Korea including 1,379 inhabitants in Nampho City.

The U.S. imperialists, in utter disregard of the international convention on the treatment of POWs, killed at random POWs of the DPRK side and even used them as guinea pigs, not content with maltreating them.

The American barbarians launched a wholesale man-slaughter operation, wounding more than 2,463,090 and crippling at least 294,020 out of them. They are now under the state protection with no working ability, their hearts burning with towering hatred for the U.S. imperialist murderers and the strong determination to take revenge upon them.

A lot of people were abducted or went missing after being taken in by the U.S. imperialist aggressors' propaganda amidst the war holocaust. This left an indelible scar in the nation's history.

Even after it signed the Armistice Agreement, yielding to the heroic Korean people, the U.S. committed non-stop military attacks, assaults, terror and sabotage operations against the DPRK on the eastern and western coasts and on the land and in the air, leaving more than 24,910 people killed, abducted or wounded.

The U.S. imperialists carried out a terrorist operation against an airliner flying in the air above the Caribbean Sea in Oct. 1976, killing DPRK officials working in the field of the external affairs. This stripped naked their true colors as murderers before the world.

The U.S. imperialists killed or wounded a total of at least 5,060,770 civilians of the DPRK: 1,247,870 killed, 911,790 abductees and more than 391,740 reported missing.

According to damages calculated by international practices, they total 26,168,823 million U.S. dollars: 16,533,396 million for the dead, abductees and missing people and 9,635,427 million for the wounded and disabled when taking their possible working years and expected earnings, interest for the compensation unpaid and change in the U.S. currency value into due consideration.

These damages, however, do not include damages for organized and group human rights abuses such as assault and rape of women which the U.S. imperialists committed regardless of whether they were aged or juvenile or pregnant during their temporary occupation of the northern half of Korea.

It is elementary conscience and obligation of human being for an assailant to apologize and compensate to his victim. This also serves as a moral basis for peace of humankind and sound development of the international community even in light of relations among countries.

The U.S., however, requested Cuba to pay an indemnity to the tune of 62,333,333 U.S. dollars for its each pilot who met a death after intruding into the territorial air of Cuba in the mid-1990s. But it has persistently sidestepped the compensation to the Korean people for indiscriminately killing Koreans, doing harm to their lives and health and destabilizing their life, far from uttering even a word of apology.

In fact, damage done by the U.S. imperialists to the lives of the people in the northern half of Korea is hideous crimes unprecedented in human history in the light of the territory and population of the country and unpardonable from international legal and ethical points of view. The Korean people, therefore, have legitimate right to force them to pay for these crimes to the last.

Indiscriminate Destruction and Plunder

The destruction and plunder committed by the U.S. imperialists in the northern half of Korea surpassed by far those committed during the world war in the light of their scope and savage nature.

Property damages done to the Korean people by the U.S. for the past six decades total 16,703,169 million U.S. dollars.

The material and economic damages were summed up on the basis of internationally recognized calculation method.

The U.S. imperialists massively infiltrated terrorists and saboteurs into the northern half of Korea which was alive with the construction of a new country after the liberation. Those gangsters destroyed 3,029 blocks of peaceful structures including industrial establishments and dwelling houses, devastated and burned 1,073 hectares of cultivated land and 1,630 hectares of forests and looted properties and household articles of citizens including more than 1,069 cattle and pigs and thousands of heads of other domestic animals, to say nothing of state and public properties.

Property damages caused by the U.S. imperialists in the northern half of Korea up to the period before the start of the war amounted to 20,281 million U.S. dollars.

During the Korean War the U.S. imperialist aggressors reduced the cities and villages in the northern half of Korea to debris, in breach of war laws and regulations banning attack or bombardment on peaceful cities, villages, dwelling houses and buildings by any means. This war represented a history laying bare the brutality of the U.S. imperialist aggressors and their crimes.

Blustering that they would wipe 78 cities of north Korea off the surface of the earth, the U.S. imperialist aggressors massively bombed and shelled the whole territory of the northern half of Korea and even used internationally banned napalm bombs and bio-chemical bombs, thus turning its whole territory into wilderness of cinders and ashes.

The atrocities committed by the U.S. imperialists on the ground and in the sea and air resulted in severely destroying 50,941 buildings of industrial establishments, 28,632 school buildings at all levels, 4,534 public health buildings including hospitals and clinics, 579 scientific research institutions, 8,163 printing and cultural institutions and 2,077,226 dwelling houses. 7,491 churches, chapels, cathedrals and other buildings for religious services disappeared. This brought the total number of severely damaged buildings to 2,416,407.

Railways extending 4,879 km, roads extending 4,009 km and bridges totaling 1,109 km and 1,489 locomotives, 4,803 trucks and 6,281 fishing boats and ships were destroyed, and 1,715 reservoirs and relevant facilities were blown up or destroyed, causing tremendous human, material and environmental damage.

563,755 hectares of cultivated land were devastated and more than 155,500 hectares of paddy and non-paddy fields lost and millions of domestic animals were slaughtered or looted including 369,101 heads of cattle and 764,604 pigs.

Valuable national cultural heritages were ruthlessly vandalized or looted: 40,755,640 volumes of ancient and old books, documents and data including ancient books listed as national treasures more valuable than billions of dollars were burnt or plundered.

The inhabitants in the northern half of Korea lost most of all their personal properties during the devastating war.

Everything in the northern half of Korea was so severely destroyed that the U.S. imperialists predicted that Korea would not rise again even in 100 years.

Property damages caused by the U.S. imperialists to the northern half of Korea during the war reached 16,661,622 million U.S. dollars.

This proves that the Korean war of aggression launched by the U.S. imperialists was the most barbarous and destructive war ever fought in the world history of wars.

In the postwar period, too, the U.S. committed ceaseless provocations on the land and in the air and sea. It systematically infiltrated terrorists and saboteurs into the DPRK to destroy or burn peaceful facilities. In this course it inflicted 21,266 million U.S. dollar worth of damage upon it.

After defeating the aggressors the Korean people built with dignity a socialist power from scratch in a short span of time by their own efforts. But unspeakable was the aftermath of the indiscriminate destruction of the DPRK's economic foundation by the U.S. imperialists before and after the war.

The U.S. imperialists' sabotage deterred the normal development of the economy. This caused a productivity loss of 10,896 million U.S. dollars before the war and 5,461,460 million during the war.

Availing itself of this opportunity, the DPRK has to state that the U.S. is obliged to pay for many crimes.

Even in the early period of building a new country after its liberation, the Korean people used a lot of raw materials, funds and manpower for rehabilitating reservoirs to supply a large amount of electricity to the south Korean people and full irrigation water to the area of South Yonbaek from the compatriotic step.

The U.S. military authorities, however, collected a fabulous amount of water and electricity charges from the peasants of the said area and other south Korean inhabitants but have not properly paid to the DPRK for them.

They also issued at random currencies amounting to nearly 28.7 billion won by taking advantage of the situation in which the north and the south used common "Korean bank notes" after the liberation of the country and made them circulate in the areas of the northern half of Korea. In this way they plundered it of lots of foods, aquatic products and large quantities of natural resources including fuel and raw materials, thus throwing a big hurdle in the way of the Korean people's building of a new society.

The U.S. imperialists also brought enormous damage to the northern half of Korea by conducting the bio-chemical warfare on a large scale to seriously polluting the ecological environment.

The poisonous substance and germ sprayed by the U.S. imperialists over the areas of the northern half of Korea inflicted big damage on the lives and properties of the Korean people and living environment.

In the postwar period, too, they massively sprayed defoliant in the areas along the Military Demarcation Line to contaminate the air and inflict big damage on the growth of crops and animals and plants of the DPRK side. The amount of damages done by them reaches 4 448 million U.S. dollars.

A long period was required and a fabulous amount of funds were spent to restore to its original state the environment destroyed and polluted by the U.S. imperialists.

For example, the DPRK government was compelled to disburse enormous fund for decades only to combat epidemic hemorrhagic fever pathogens spread by the U.S. imperialists during the Korean War.

The amount of economic damages caused by the U.S. imperialists' environmental degradation and contamination in the areas of the northern half of Korea reaches nearly 505,356 million U.S. dollars.

The U.S. can never evade the responsibility for having inflicted big material and economic damage and losses on the Korean people much bigger than those in the world war and laid serious obstacles to the social development and economic construction in the northern half of Korea.


Product of the U.S. Policy of Isolating and Stifling the DPRK


The U.S. hostile policy toward the DPRK is a policy of state-sponsored terrorism aimed at bringing down the dignified Korean-style socialist system chosen by the Korean people.

Since it divided Korea into two, the U.S. has ceaselessly committed all forms of war provocations, focusing on the moves to stifle the DPRK by force of arms.

The U.S. imperialists committed hundreds of thousands of cases in wanton violation of the Military Armistice Agreement as evidenced by the infiltration of their armed spy ship "Pueblo" into the territorial waters of the DPRK. They have escalated military confrontation and screwed up tension on the Korean Peninsula while getting frantic with exercises for a war of aggression against the DPRK under various codenames every year including Team Spirit, Foal Eagle and Ulji Focus Lens aimed at mounting a preemptive nuclear attack on the DPRK.

Their increased war threat laid big hurdles in establishing a new society and building socialism in the northern half of Korea and hindered the planned and balanced development of the national economy, compelling it to allocate huge additional funds.

The Workers' Party of Korea and the DPRK government were compelled to put forward the line of putting all the people under arms and turning the whole country into a fortress to cope with the U.S. moves for igniting a new war. They had no choice but to carry on economic construction and defence upbuilding simultaneously while directing big efforts to civilian defence training at all times. This did damage worth 2,380,186 million U.S. dollars to the economic development and the improvement of the standard of people's living.

The U.S. imperialists' economic sanctions and blockade have been the keynote of their policy to isolate and stifle the DPRK.

It has been subject to their most protracted and harshest sanctions and blockade in the world.

The successive U.S. rulers have persistently applied systematic and overall economic sanctions and blockade against all sectors including trade, finance, investment, real estate, insurance, transport, post and telecommunications and visits of people for more than a half century to isolate and suffocate the DPRK firmly adhering to independence under the uplifted banner of socialism.

The U.S. started slapping economic sanctions and blockade against the DPRK and other socialist countries after faking up the "the Coordinating Committee for Export to Communist Area" (COCOM) in November 1949. It has intensified economic sanctions and blockade against the DPRK year by year by invoking more than 20 laws including "the Trading with the Enemy Act" and "Export and Import Bank Act," all unilaterally fabricated in wanton violation of international law.

From the 1990s, difficult years when the socialist movement suffered a temporary setback, in particular, the U.S. formed the imperialist allied forces to totally isolate and stifle the DPRK, a socialist fortress, and left no means untried to achieve their purpose. All these moves were unimaginably vicious.

In July 1996 the U.S. cooked up such conspiratorial mechanism as the so-called "Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-use Goods and Technologies" to replace the COCOM which collapsed after the end of the Cold War. It worked hard to totally suffocate the economy of the DPRK through the international sanctions by applying the above-said arrangement to every case.

The U.S. has become evermore reckless in its offensive for international pressure on the DPRK in the new century.

It kicked off a frantic nuclear racket after listing the DPRK as part of an "axis of evil". It listed the DPRK as a "sponsor of terrorism" after faking up fictitious cases. After running the whole gamut of sheer intrigues such as "counterfeit notes", "human rights abuses" and "drug trafficking" the U.S. prodded its satellite countries into knocking into shape and effectuating PSI and the "Regional Maritime Security Initiative" aimed at maritime blockade. Through this campaign for collective sanctions and blockade the U.S. escalated the pressure and blackmailing against the DPRK.

The U.S. persistent sanctions and blockade badly affected every sector of the peaceful economic construction in the DPRK. Damages are on the steady increase.

The U.S. behavior is indescribably base. It froze properties of not only state and public institutions of the DPRK but its citizens. It even prevented individual persons from inheriting properties and froze insurance money. Not content with this, it blocked remittance and prohibited the sending of parcels.

The U.S. most vicious moves to stifle the economy of the DPRK found their manifestation in the sanctions against trade and financial transaction.

It banned not only its businesses but its civilians from having any dealing with businesses and citizens of the DPRK. It put pressure on those countries, businesses and individuals having economic relations with the DPRK, disturbing trade. DPRK traders were subject to U.S. watch and control wherever they went.

These obstructions to free trading activities caused the DPRK to suffer enormous losses in export and import aimed at developing the nation's economy and improving the standard of people's living.

In case the DPRK banks settle accounts with those of other countries in U.S. dollars, the U.S. enforced vicious financial sanctions, unconditionally freezing the relevant funds at U.S. banks. This rendered it impossible for the DPRK to make any settlement in international markets, causing big financial losses in its business.

The U.S. is putting pressure on other countries not to extend any credit or give economic assistance to the DPRK and barring even individuals from making any investment in it. It is also pressurizing its satellite countries not to sell any new equipment or transfer technology to the DPRK.

Worse still, the U.S. did not hesitate to commit such piracy as seizing by force of arms DPRK trading ships when they were sailing in the open seas the free sailing in which is allowed by international law and confiscating their cargo as evidenced by the forcible search of its trade cargo ship "Sosan" carried out by the U.S. in the open seas near Yemen in broad daylight by prodding Spain.

The U.S. moves to economically stifle the DPRK and bring down its system found their vivid manifestation in the fact that it deliberately delayed and scuttled the provision of light war reactors and delivery of heavy oil, the hardcore commitments under the DPRK-U.S. Agreed Framework adopted in October of 1994.

The U.S. dragged on the construction of light water reactors and the provision of heavy oil, deliberately laying hurdles from their outset, and finally suspended both of the jobs which it had conducted for form's sake. This shameless action of the U.S. caused the power industry of the DPRK to suffer electricity losses amounting to astronomical figures and brought awful consequences to the national economy and the people's living after the adoption of the said agreed framework. Due to the U.S. delay in the construction of light water reactors and suspension of the provision of heavy oil the DPRK suffered the loss amounting to 1,165,008 million US dollars.

Immeasurable is the damage the Korean people suffered owing to the economic sanctions and blockade, the products of the U.S. hostile policy toward the DPRK. But the damages brought to light bring the total amount of the accurately estimated damages incurred by the U.S. to the DPRK for six decades up to 2005 to 13,729,964 million U.S. dollars.

The DPRK's building of a thriving nation was impeded due to the "resolutions on sanctions" the U.S. cooked up by instigating the UNSC, calling into question the launch of satellites for peaceful purposes in recent years and labeling the nuclear test conducted by it in a legitimate manner to defend the supreme interests and sovereignty of the country a "threat to peace." These damages are yet to be calculated.

The despicable economic sanctions and blockade perpetrated by the U.S. for more than a half century are the illegal and brigandish crimes and a wanton encroachment on the sovereignty of the state with no ground in the light of international law.

Nevertheless, the U.S. has neither compensated for such base crimes nor repented of them. It is defiling the inviolable dignity and sovereignty of the DPRK by faking up the case of warship "Cheonan" just like a thief crying "Stop the thief!" and working with blood-shot eyes to impose disasters of a nuclear war on this land.

The U.S. has used the nuclear issue on the Korean Peninsula for systematically isolating and stifling the DPRK, not for ensuring peace there. It deliberately derailed the six-party talks. Persistently sidestepping the peaceful co-existence with the DPRK, the U.S. is fostering division and confrontation between the north and the south and hindering the uniform development of the Korean nation, ceaselessly doing unspeakable damage to the former.

All these facts once again clearly prove that the U.S. imperialists are the vicious and barbarous aggressors, murderers, shameless wreckers of peace and the sworn enemy of the Korean nation.

The more reckless the U.S. becomes in its moves to hurt the dignified DPRK, far from apologizing and compensating for its crimes committed against the Korean nation, the higher the hatred of the army and people of the DPRK for it will mount and the stronger they will grow in their resolution to take revenge upon it. The provokers will get nothing but merciless destruction and death for their political and military confrontation.

The army and people of the DPRK who have grown to be matchless revolutionary ranks under the leadership of the Party and the leader will never pardon the crimes of the U.S. imperialists but force them to pay a thousand-fold price for them. They will bolster up the deterrent for self-defence in every way under the banner of Songun, firmly defend the peace in the Korean Peninsula and the rest of the world and build a great prosperous and powerful socialist nation on this land without fail.

KCNA Memorandum Discloses US True Nature as Provocateur of Korean War


Pyongyang, June 24 (KCNA) -- The Korean Central News Agency released a memorandum Thursday laying bare the truth about how the U.S. imperialists launched the Korean War of aggression, 60 years since they provoked the war to achieve their ambition to dominate the world.

The memorandum disclosed the fact that the U.S. imperialists have worked hard to cover up their true colors as war provocateurs and aggressors and shift the blame onto the DPRK while falsifying the truth of history.

Laying bare the truth about how they started the war, the memorandum said: The U.S. imperialists crafted a plan to use the 38th parallel for dividing Korea and put south Korea under their occupation.

In August 1945 the U.S. was informed by Japan of its decision to accept the Potsdam Declaration and surrender to the allied forces side. Then it hatched a plot to find a "substantial solution" aimed at realizing its wild ambition to put even half of Korea under their control.

A draft document on sharing the areas formerly occupied by the Imperial Japanese Army between the USSR and the U.S. with the 38th parallel as a demarcation line was worked out according to a scenario proposed by the then U.S. President Truman. The U.S. imperialists then went into action to occupy south Korea.

At a meeting of the chairmen of the Joint Chiefs of Staff on August 13, 1945 the U.S. imperialists ordered its Far East Forces Commander MacArthur to wrest surrender from the Imperial Japanese Army in the areas under the U.S. charge including south Korea. MacArthur instructed Commander of the 24th army corps Hodge to wrest a surrender document from the Japanese army and occupy and control south Korea on behalf of the U.S.

An advance party of the 24th army corps of the U.S. imperialist aggression forces arrived at Kimpho Airport on Sept. 4, 1945 and the army corps landed in Inchon, Pusan and Mokpho from Sept. 8 to mid-October, unhindered.

The memorandum cited facts to prove that the U.S. imperialists made thorough military preparations for the Korean War.

After openly pursuing the strategy to dominate the world since the end of World War II the U.S. imperialists studied and rounded off a new world war scenario including the Korean War in real earnest to put it into practice.

The U.S. imperialists organized G-2 and G-3 at the MacArthur Command which worked out and completed "Plan A, B and C" envisaging the occupation of Korea, Manchuria and Siberia for years.

The U.S. imperialists and the south Korean puppet forces drafted a military action program for "northward expedition" as part of "Plan A."

By about July 1949 the south Korean "government" rounded off the preparations to invade the DPRK at the instruction of MacArthur.

The Syngman Rhee puppet clique completely rounded off the preparations for attack by May 1950 and military operational plans were also completed by that time.

The U.S. imperialists also worked out top secret document "NSC-68" reflecting their strategy for world domination.

This was agreed upon at the U.S. Department of Defense and the U.S. Joint Chiefs of Staff in January 1950 at the instruction of Truman and ratified at the U.S. National Security Council on April 2 to provoke the Korean War.

The U.S. imperialists started organizing the south Korean puppet army as part of the preparations for the war of aggression.

To this end, the U.S. imperialists increased the strength of the south Korean puppet army in a phased way to make it ten times as much as that of troops in the north. The puppet army was educated and trained the American way and in this course the U.S. established its prerogative of the supreme command over it.

According to the "war theory at the second phase" the U.S. imperialists ordered the south Korean puppet army to start a war, and organized the aggression troops in the offensive formation in order to allow the future involvement of the U.S. forces.

The U.S. forces in the Far East had three services just before the start of the Korean War. The Far East Forces commander took command of them.

The memorandum also recalled that the U.S. imperialists carried out unheard-of deception and camouflage offensives to commit ceaseless armed provocations against the northern half of Korea, ensure surprise attacks in the Korean War and shift the responsibility for the provocation of the war on to the DPRK.

The number of armed provocations perpetuated by the south Korean puppet army totaled more than 5 150 in three and half years from 1947 to right before the outbreak of the war.

The U.S. directly organized and commanded armed provocations in areas along the 38th parallel.

The Korean War was by no means the result of a sudden conflict at dawn on June 25, 1950. For several years before the outbreak of the war, conflicts persisted between the two sides on the peninsula and they grew fiercer under the pressure of Seoul in 1949. It was the view of some experts on the Korean issue that the Korean War actually started that year.

The U.S. imperialists created impression that all officers and men left their posts on "weekend" or did something completely irrelevant to combat power at that time.

According to the scenario of the U.S. imperialists, Syngman Rhee lifted an emergency martial law, allowed outing and outdoor lodging of the puppet troops and organized dinner parties as part of deception and camouflage offensives in a bid to cover up the true colors as provocateurs of a war just before the outbreak of the war.

On the basis of these final preparations for the Korean war the U.S. imperialists started to put their war scenario into practice.

In order to inspect and confirm on the spot the preparations for the war and issue a Zero hour, Truman dispatched the then U.S. Secretary of Defense Johnson and the then Chairman of the U.S. Joint Chiefs of Staff Bradley to the MacArthur Command in Tokyo and Adviser to the U.S. Department of State Dulles to south Korea as his special envoy. Dulles's visit to Seoul was to give the green light to the attack and assure Syngman Rhee at the highest level of the U.S. navy and air force support.

The secret war order confirmed by Dulles on the spot and finally approved by Truman was given to the Syngman Rhee puppet army.

Chae Pyong Dok, chief of the General Staff of the south Korean puppet army, issued on June 21, 1950 an order to the 1st and 2nd combat commands to commence attack on the northern half of Korea at dawn on June 25.

According to this operational plan, the south Korean puppet army launched a surprise armed invasion against the northern half of Korea in all areas along the 38th parallel at 4 a.m. on June 25 under the command of the U.S. military advisers.

The U.S. imperialists abused UN in order to cover up their true colors as war provocateurs and aggressors and shift the responsibility for the outbreak of the war on to the DPRK and launch all-out armed invasion against the DPRK.

A meeting of the UNSC was held on June 25, 1950 due to the gimmick of the U.S. imperialists and their brigandish demand and it adopted a "resolution" terming the invasion against the north "the invasion against the south."

The U.S. imperialists tried to "legalize" their aggression through UNSC "resolutions".

The UN, 2-3 hours after Truman declared that the U.S. forces are going into actions, adopted a "resolution" calling upon all the member states to give assistance to south Korea.

The history has already rightly proved the injustice of the UNSC "resolutions."

The memorandum clarified how the U.S. imperialists falsified the truth about the Korean War started by them and fabricated stories.

Whenever an opportunity presented itself they underscored the "necessity for the Syngman Rhee puppet clique to make the world recognize that south Korea was the first to be attacked," thus kicking off a false propaganda offensive about the "conquest of the south" and "southward expedition".

The U.S. imperialists craftily fabricated stories that the launch of the Korean War was "a surprise attack from the north" and an "entirely sudden event."

U.S. Ambassador in south Korea Muccio tried to realize this through his "first report" sent to the U.S. State Department on June 25, 1950.

The U.S. imperialists and their stooges, however, admitted that the Korean War broke out not because of "southward invasion" but because of northward invasion from A to Z.

The war was actually kicked off due to provocations from the south.

MacArthur who was the main player in starting the Korean War admitted that this war was his plan.

The U.S. imperialists could not utter even a single word for the time being when the truth behind the provocation of the Korean War was disclosed by the secret documents confiscated by the Korean People's Army when liberating Seoul during the war. But they came out with false documents in May 1951 to "prove" the "June 25 invasion of the south" and worked hard to falsify the truth behind the start of the war.

Even in the post-war period, too, they employed old methods to evade the responsibility for the provocation of the Korean War. In the meantime they came out with "the proposal for joint assessment between the belligerent parties" in which re-lighting through the declassification according to the "free information act" and the open-door policy of the Eastern Europe were craftily used in a bid to persistently distort the history of the provocation of the war. When the Cold War was over, they tried to play down and write off the truth behind the provocation of the war from the stand of strength guided by the American "philosophy".

The above-said moves of the U.S. imperialists and their stooges to falsify the truth about the provocation of the Korean War and fake up stories about it are aimed at perpetuating their presence in south Korea and starting another Korean war for world domination.

No matter what gimmick the U.S. imperialists may employ, they can never hide their true colors as provokers of the Korean War and aggressors, concluded the memorandum.

Pyongyang, June 24 (KCNA) -- The Central Committee of the Democratic Front for the Reunification of Korea, the National Peace Committee of Korea and the North Headquarters of the Nationwide Special Committee for Probing the Truth behind the GIs' Crimes made public a joint statement on June 24 as regards the lapse of six decades since the U.S. imperialists provoked the Korean War.

The statement said that the last Korean War was an aggression war ignited by the U.S. with its satellite countries and south Korea to stifle the young DPRK in its cradle and realize its wild ambition for world domination. It was also a war of massacre against the Korean nation unprecedented in the world history of wars, it noted, and went on:

During the war the U.S. imperialist ogres used even germ and chemical weapons against the Korean people in wanton violation of international law and even hatched a plot to drop an atomic bomb.

Due to the shuddering brutalities of the U.S. imperialists and the south Korean puppet forces, millions of innocent people met death and the whole territory of the northern half of Korea turned into such debris during the war that not a single house and a full brick could be found.

Branding the U.S. imperialists as blood-thirsty murderers, heinous war fanatics and aggressors without parallel, the statement further said:

More than half a century has passed since the U.S. imperialists signed the Korean Armistice Agreement, with their knees bent before the army and people of the DPRK. But the U.S. has not only committed vicious moves to provoke a new war but desperately stood in the way of improving the inter-Korean relations and achieving reunification while interfering in the internal affairs of the Korean nation and disturbing the process for improving relations even after the war.

The Lee Myung Bak group of south Korea, driven to the tight corner after being censured inside and outside, is working with bloodshot eyes to escalate confrontation and provoke a war, pursuant to the U.S. hostile policy toward the DPRK. It is, indeed, the top class war servant and nuclear war accomplice of the U.S.

The only way out for the Korean nation is to turn out in the nationwide patriotic struggle to foil the U.S. and the pro-American conservative group's scheme to escalate confrontation and launch a war against the DPRK.

All Koreans who have the blood and spirit of the nation should courageously turn out with dignity and honor of the nation in the struggle to make the enemies pay dearly for the blood shed by their fellow countrymen.

The entire Korean nation should resolutely foil the U.S. reckless hostile policy toward the DPRK and its war moves, holding high the banner of peace against the U.S. and war.

The people from all walks of life in south Korea should all rise up in the struggle to decisively break the shackling "alliance" with the U.S., an "alliance" for war leading the nation to ruin, and put an end to the U.S. military occupation.

They should wage a resolute and merciless struggle to force the puppet conservative group to pay dearly for its treachery and bury the group of traitors in the graveyard of history once and for all.

Whoever stands for peace against war should opt for defending and implementing the June 15 North-South Joint Declaration.

All Koreans in the north and the south and abroad should cherish deep the mission they have assumed before the times and history and give rise to the anti-U.S. and anti-Lee Myung Bak wind and thus force them to pay dearly for the sufferings and disasters inflicted upon the Korean nation and make a turning-point in accomplishing the patriotic cause of justice for peace and reunification of the country.

Talk to a Delegation from the Communist Party of the United States of America

June 24, 1988

On behalf of the Central Committee of the Workers’ Party of Korea I should like to warmly welcome the delegation from the Communist Party of the United States of America , headed by Comrade General Secretary, to our country.

I am grateful to you. Comrade General Secretary, for your detailed introduction of the political situation in the United States and of the activities of the US Communist Party as well as for your admirable speech in strong support of the struggle of our Party and our people for socialist construction and national reunification.

Our Party and people are now implementing two tasks: firstly, the complete victory of socialism through accelerating the building of socialism in the northern half of Korea and, secondly, the inde­pendent, peaceful reunification of our country as soon as possible through joint efforts with the south Korean people, who are fighting for independence, democracy and national reunification.

In accordance with the policy advanced by the Sixth Party Congress, we are now waging an energetic struggle to achieve the complete victory of socialism.

The Sixth Congress of our Party defined imbuing the whole of society with the Juche idea to be the general task of our revolution and set the attainment of the complete victory of socialism as the immediate fighting task in modelling the whole society on the Juche idea.

In order to build a communist society by transforming the whole of society in accordance with the Juche idea, we must capture two fortresses, in other words, the ideological fortress and the material fortress. We cannot build a communist society if we take only the material fortress. We must conquer the ideological fortress as well as the material fortress, and we must give priority to efforts to occupy the ideological fortress. Unless we remould all people along commu­nist lines, we cannot seize the material fortress of communism either. However, this does not justify neglecting the work to take the material fortress. If people experience inconvenience in their daily life because of a shortage of goods owing to unsatisfactory work to scale the material fortress, they may not support socialist and com­munist society with all their heart, no matter how fully they are pre­pared ideologically.

The basic means of achieving the complete victory of socialism and building a communist society is to vigorously promote the three revolutions—ideological, technical and cultural. This is essential for succeeding in capturing both the ideological and material fortresses of communism. Our Party has defined the three revolutions as the basic content of the revolution that must be carried out in a socialist society, as the task of the uninterrupted revolution that must be car­ried out until communism is built, and is directing great efforts into effecting these revolutions.

Above all else, our Party is giving strong impetus to the ideologi­cal revolution.

The ideological revolution aims to turn all members of the soci­ety into communist-type people through reeducation. In other words, it works to revolutionize them and assimilate them into the working class.

To achieve the complete victory of socialism, it is extremely important to intensify educational work to remould people into revo­lutionary and working-class patterns. Only when ideological educa­tion is increased among people, will it be possible to establish in the whole of society the communist tone of working and living—one for all and all for one. If a working-class party neglects ideological edu­cation after it has carried out socialist revolution and established a socialist system, obsolete ideas lingering in the minds of people will grow. In the end, people will become degenerate ideologically and inclined to lead an easy life, disliking work. If this happens, opium addicts and drunken brawlers may appear, and, in consequence, it will be impossible to build a socialist and communist society suc­cessfully.

The revolutionary education of people must be further intensified as the revolution advances and life becomes prosperous. When peo­ple are in need, their enthusiasm to make revolution is high and they work in good faith. However, when they have no worries about food, clothing or housing, they will become contented, their revolu­tionary zeal may gradually cool and they may show no enthusiasm for their work.

Under the Japanese imperialist colonial rule in the past our peo­ple lived in extreme poverty. At that time they were slaves, exploited and oppressed not only by the Japanese imperialists, but also by the landlords and capitalists. However, at present our people all lead a good life. It cannot be said as yet that they enjoy a rich material life, but they are leading a happy life, with no worries about food, cloth­ing and housing. In our country everyone is entitled to be supplied with provisions by the state from the moment he or she is . Our industrial and office workers are supplied with provisions by the state at nominal prices. The state buys rice from the peasants for 60 jon per kilogramme and supplies it to industrial and office workers for 8 jon. In fact, the money the state charges industrial and office workers for provisions hardly covers transport costs. In our country the people are provided with housing free of charge. The state builds housing not only for industrial and office workers, but also for cooperative farmers. All our people enjoy the benefits of free medical care. If anyone falls ill, he or she can undergo medical examination and get medicine gratis at a hospital. If necessary, one may receive hospital treatment. Universal eleven-year free and compulsory edu­cation is in effect in our country. In order to ensure that pupils and students have no difficulties in their studies, the state supplies school uniforms free of charge and sells school requisites at considerably cheaper prices than other goods. The state even provides scholar­ships to university and college students. Therefore, if we are to ensure that our people enjoy more prosperous and cultured lives, we must step up ideological education, so that they will work with great enthusiasm, displaying creativity and highly conscious of being mas­ters of the revolution.

The most important thing in carrying out ideological revolution is to induce the members of society to strengthen their life in a revolu­tionary organization. In our country all members of society belong to a political organization and receive ideological training through their life in the organization. Schoolchildren lead their life in the Children’s Union , young people in the League of Socialist Working Youth, and Party members in the Party organization. Furthermore, workers lead their life in the trade unions, cooperative farmers in the Union of Agri­cultural Working People, and women in the Women’s Union .

In our country the entire Party, the whole nation and all the army study. Everyone raises his or her political and ideological level by belonging to a study and lecture network, according to his or her intellectual level and to the characteristics of his or her profession. In our country people study regularly, cadres in the study group for cadres and Party members and other working people in the study group for Party members and other working people. All people attend public lectures twice a month. In our country even the mem­bers of the Children’s Union , to say nothing of the cadres, Party members and other working people, arm themselves with the ideas and policies of our Party and receive communist education regularly.

We have achieved great success in revolutionizing people and assimilating them into the working class by pressing ahead with the ideological revolution, giving definite priority to it over all other work. Today the ideological and mental state of our people is very good.

We are also vigorously promoting the technical and cultural revo­lutions.

Our technical revolution aims at freeing the working people from difficult and arduous labour. We intend to free our working people, who have been emancipated from the exploitation and oppression of the imperialists, landlords and capitalists, even from difficult and backbreaking work.

In order to free the working people from difficult and arduous labour, in all sectors of the national economy outdated techniques must be replaced by new techniques, and mechanization, semiautomation, automation and robots must be introduced into work. In this sense the technical revolution is essentially a mechanical revolu­tion. In the United States , a developed capitalist country, it will not be so difficult to lay the material foundation commensurate with a socialist society once the capitalists are overthrown and the people seize power. However, it is not at all easy for our country, which has taken over a backward colonial economy, to introduce mechaniza­tion, semiautomation, automation and robots into all production pro­cesses. To attain this in our country, we still have to do a lot of work, and this will require considerable time.

We are channelling great efforts into stepping up the rural techni­cal revolution.

The basic task we have set forth for the rural technical revolution is to attain irrigation, electrification, mechanization and the use of chemicals in agriculture. Only when this is achieved, can agricultur­al production be increased and peasants freed from difficult work, working eight hours a day like workers. We have already accom­plished the tasks of irrigation and electrification of agriculture. We are now working to complete comprehensive mechanization and the use of chemicals.

We are developing the socialist rural economy strictly in our own way. It is said that some socialist countries are effecting a system of individual responsibility for production or a household piecework system in rural areas. However, we are not doing so. We are steadily consolidating and developing a socialist cooperative economy in accordance with the policy set forth in Theses on the Socialist Rural Question in Our Country. I published these theses a long time ago. They clearly expound the principles and ways to develop agriculture in a socialist society. Our country, which is thoroughly implement­ing the socialist rural theses, raises good crops every year. We are not yet able to sell grain to other countries, but we have attained self-sufficiency in food. It is not easy to attain self-sufficiency in food for our country that has a small crop area in comparison with its population. Our real life clearly shows the validity and vitality of the Theses on the Socialist Rural Question in Our Country. Some socialist countries are said to be introducing reform and restructur­ing, but our country is not doing so. In the course of building social­ism we have already reformed and restructured what was wrong. Therefore there is nothing more to be reformed and restructured.

We intend to turn cooperative ownership into all-people owner­ship and develop the cooperative farms into large socialist farms in future. Our country has been managing large socialist farms on a trial basis for a long time. We have provided sufficient modern farm machines to a state farm that has 8,000 hectares of arable land, enabling it to do all farm work with the help of machines. On that farm each worker is now cultivating 30 hectares of crops. This shows that in socialist countries turning farms into large state farms is an absolutely correct way of developing the agricultural produc­tive forces and freeing the peasants from difficult and arduous labour.

Agriculture is developed in the United States and the level of mechanization is high. At present the United States produces a large amount of grain and exports some of it. According to publications, the developed state of agriculture in the US is attributable to large farms having been organized and crops raised on a scientific and technical basis. In the US the owners of large farms are agricultural capitalists, and the products of the farms are mostly owned by them. Therefore the agricultural labourers hired by the farms cannot dis­play creativity. However, because the level of mechanization is high on these farms, they achieve a success in agricultural production that cannot be attained by a small-scale farm economy.

The large farms we intend to form in our country in future are fundamentally different in character from those of the United States . The owners of our large farms will be agricultural workers and the products of the farms will be entirely owned by them. For this rea­son the agricultural workers will display all their creative initiative for society and themselves. In future, when we develop our coopera­tive farms into large state farms, they will display incomparably great superiority and vitality than large capitalist farms.

We are now working to carry out the Third Seven-Year Plan for Development of the National Economy. This plan ends in 1993. By that time we shall annually produce 10 million tons of steel, 100,000 million kwh of electricity, 120 million tons of coal, 22 million tons of cement, 7.2 million tons of chemical fertilizers, 1,500 million metres of fabric, 1.7 million tons of nonferrous metals, 15 million tons of grain and 11 million tons of seafood. We shall also have reclaimed 300,000 hectares of tidal flats by that time. When all this is achieved, our country will rank among the developed countries.

Along with the ideological revolution, the cultural revolution aims at turning people into communist types. The cultural revolution is closely related to the ideological revolution. People can become genuine communist types when they have not only revolutionized themselves and assimilated themselves into the working class, but also attained a high cultural and intellectual level. Only when people have attained a high cultural and intellectual level, will they not commit misdemeanours and work more conscientiously. Only then will it be possible to successfully take the material fortress of com­munism.

Promoting the cultural revolution vigorously was particularly important for our country, which was a colony of Japanese imperial­ism for 36 years in the past. When we regained our fatherland by fighting the Japanese imperialists, there were a large number of illit­erates in our country. However, as a result of our vigorous promo­tion of the cultural revolution, all the working people in our country have now received general secondary schooling and attained a high level of cultural and technical knowledge.

An important policy put forward by our Party in carrying out the cultural revolution is to raise the cultural and intellectual level of all the people to that of a college graduate. In other words, it is to assimilate the whole society into the intelligentsia.

There were not many intellectuals in our country in the past. Occupying our country and enforcing their colonial rule here for a long time, the Japanese imperialists prevented Koreans from receiv­ing higher education. In the days of the Japanese imperialist colonial rule Koreans had to change their names to Japanese names if they wanted to receive higher education. Even those who received higher education before liberation studied mainly law and literature instead of natural sciences, including engineering. In those days Koreans could not hold important posts even after graduating from university, but merely worked as scriveners or novelists. Neverthe­less, at that time they could not write novels in praise of their coun­try.

The greatest problem in building a new society after we liberated the country was the shortage of Korean technicians. The men of the Korean People’s Revolutionary Army, who had fought the Japanese imperialists shoulder to shoulder with us, were good at making speeches and shooting, but they lacked technology. In those days the correct solution of the problem of the intellectuals was a very serious problem, affecting the success in building a new society. Although the main motive force of the revolution is the working class and the peasantry, we cannot succeed in the revolution and construction with the working class and peasants alone. In the revolutionary struggle and construction work the intellectuals play no less important a role than the workers and peasants. Therefore, when we were founding our Party, we defined the intellectuals as an important component along with the workers and peasants. The emblem of our Party has a hammer, a sickle and a writing brush, symbolizing the workers. peasants and working intellectuals that comprise the Party.

After we liberated the country, we sent letters to the intellectuals scattered in various parts of the country and ensured that they were brought to us. In those days intellectuals came to us from south Korea , too. Nevertheless, very few had scientific and technological knowledge. We regarded the small number of intellectuals as price­less assets. We did not take issue with the intellectuals, although they had been into rich families and received education at Japanese universities and colleges. We regarded them as “brood hens” for training our own cadres. The intellectuals who played the role of “brood hens” in those days have become doctors and aca­demicians and are now working at universities, colleges and scientif­ic research institutes. Their hair has turned grey. They have hatched a large number of “chicks”. We are now rich in intellectuals. We have a huge army of 1.3 million intellectuals. Our new intellectuals do not find it hard even if they sit up all night working.

When the three-year-long Fatherland Liberation War was over in our country, we had to build many houses. However, at that time there were very few people who were able to lay bricks properly, so we sent over 600 workers abroad to learn brick-laying skills. Now our officials are good at building houses. Because our technicians and workers are efficient at construction, other countries request us to build deluxe buildings such as theatres and hotels.

Today our people are firmly armed with the Juche idea of our Party and are stepping up the great project of socialist construction, fully confident of victory. Judging by their present fighting spirit, I believe that the task of achieving the complete victory of socialism will be accomplished before long in our country.

If you personally witness our people working for grand socialist construction during your visit to our country, you will have a better understanding of our country’s socialist construction.

At the same time as stepping up socialist construction in the northern half of Korea , we are working to reunify the country.

At the Sixth Congress of our Party we put forward a proposal for reunifying the country by founding the Democratic Federal Republic of Koryo and a ten-point policy to be carried out by this republic.

The proposal for founding the Democratic Federal Republic of Koryo is to reunify the country by forming a federal state, leaving the ideas and social systems existing in the north and south of Korea as they are. For a long time different ideas and social sys­tems have existed in the north and south of our country. Therefore, if we are to reunify the country, no side should try to force its ideas and social system on the other side. The north should not try to force the socialist system on the south or to swallow it up, and the south should not try to force the capitalist system on the north or to invade it. If each side tries to force its ideas and social system on the other side, it will be impossible to reunify the country peacefully.

In the ten-point policy to be carried out by the Democratic Federal Republic of Koryo we clarified that this republic should be a fully independent and sovereign state and a non-aligned nation that is not a satellite of any other nation and does not depend on any for­eign forces. In the ten-point policy we also made it clear that we would leave the capital invested by other nations in south Korea prior to reunification of the country intact and continue to guarantee the concessions of these countries. Capital from not only the United States but also from many other countries, including Japan , France and West Germany , has made inroads into south Korea . Those who have invested capital in south Korea fear they will be deprived of it when our country is reunified.

It would be a good idea for you. Comrade General Secretary, to read the report to the Sixth Congress of our Party if you can find the time. If you read this report, you will clearly understand the stand of our Party with regard to national reunification, including the propos­al to found the Democratic Federal Republic of Koryo.

At present the general internal and external situation is changing in favour of our people’s struggle for national reunification.

The south Korean people are gradually gaining a correct under­standing of our Republic and are getting rid of their idea of worship­ping and kowtowing to the United States . With a view to concealing their crimes as stooges of the US imperialists, the south Korean reac­tionaries have conducted a lot of false propaganda against the northern half of Korea among the south Korean people, labelling us communists someone’s lackeys. However, now the south Korean people know well that we set store by independence more than anyone else and consis­tently follow an independent policy in our state activities. In the past they regarded the US imperialists as their “benefactors”, believing them to be their “liberators” and “helpers”. Nevertheless, seeing with their own eyes how the US imperialists have turned south Korea into an advance nuclear base for their aggression, occupying south Korea and pursuing a colonial enslavement policy there for a long time, they have gradually come to see the true colours of the United States. The south Korean people have come to realize that the US imperialists are not “liberators” but aggressors, not “helpers” but predators. They have also come to realize that it is none other than the US imperialists who obstruct the reunification of our country. They have come to realize all this not by hearing anyone else’s propaganda, but through their own protracted experience.

The south Korean youth and students have now turned out for national independence, social democracy and the reunification of the country. Their spirit is soaring. On June 10 this year they called for holding talks with their counterparts from the northern half of Korea in Panmunjom and rose up in the struggle to put this into effect. The south Korean reactionaries mobilized over 60,000 policemen to repress their struggle. We recorded on videotape the struggle of the south Korean youth and students. If you have some spare time, you will be able to see it.

The situation in south Korea is now developing favourably. How­ever, we still must solve many problems if we are to drive the US imperialists out of south Korea and reunify our country.

There are also many international problems that must be resolved in order to settle the Korean question. Needless to say, the masters of Korea are the Korean people, and the Korean question must be solved by the efforts of the Korean people themselves in all circum­stances. However, it is difficult to solve the Korean question in iso­lation from international relations, because it is closely connected with these relations. The US imperialists are holding on to south Korea as a military base in order to check and invade the Soviet Union and other socialist countries. They have deployed over 1,000 nuclear weapons in south Korea . If they intended to invade only the DPRK, three small nuclear bornbs would be sufficient. In deploying more than 1,000 nuclear weapons in south Korea , the US imperial­ists aim at checking and invading not only the DPRK, but also the Soviet Union, China and other socialist countries. For a speedy solu­tion of the Korean question problems related to it must be resolved, and we must also get help from progressive people throughout the world.

At the Sixth Congress of our Party we made it clear that indepen­dence, friendship and peace represent the underlying theme of our Party’s foreign policy. In accordance with this theme, we are devel­oping friendly and cooperative relations with the political parties, organizations and progressive people of various countries that advo­cate independence and love peace.

Our Party has been hoping for a long time to further develop its relations with the Communist Party of the United States of America . I think that developing these relations is important for both the Workers’ Party of Korea and the Communist Party of the United States of America , because US imperialism is the target of struggle not only of the US Communist Party but also of our Party. US impe­rialism is guilty of the division of our country; it is the sworn enemy of the Korean people, obstructing the reunification of our country. The Workers’ Party of Korea and the Communist Party of the Unit­ed States of America must wage a dynamic joint struggle against US imperialism.

The Workers’ Party of Korea and the Communist Party of the United States of America can wage a joint struggle against the US imperialists’ armaments race and their manoeuvres for arms build­up. At present the Soviet Union is holding talks with the United States on the problem of reducing nuclear weapons and discontinu­ing their production. We support the discussion of the problem of nuclear disarmament at the USSR-US summit talks, for these talks benefit the peace and security of the world and the solution of the reunification question of our country. The arms drive must be stopped. The US government must agree to the proposal of the Sovi­et Union to reduce strategic offensive weapons by 50 per cent and must discontinue the production of nuclear weapons.

Now that the Soviet Union and the United States are holding talks on nuclear disarmament, we intend to fight more dynamically to have the nuclear weapons and the US troops withdrawn from south Korea and to reunify our country in a peaceful way.

I think that you and the Communist Party of the United States of America can do many things conducive to the struggle of our people for national reunification. If you give the American peo­ple, including the progressives, as well as our compatriots living in your country, full information of our Party’s policy for national reunification and of the south Korean people’s struggle for national independence, social democracy and national reuni­fication, this will greatly contribute to the reunification of our country. It is said that more than 800,000 Koreans are residing in the United States . If they are given full information of our Party’s policy for national reunification, they will extend active support for our country’s reunification. We are not now working with our compatriots in the United States as efficiently as with those in Japan . We hope that the Communist Party of the United States of America will help us by exerting a positive influence on the Koreans residing in America , so that they will support our cause and commit themselves to the struggle for national reunifi­cation.

We also believe that you can help us in promoting talks between the DPRK and the United States .

We hope to hold talks between the DPRK and the United States or tripartite talks with the participation of the DPRK, the US and south Korea to replace the Korean Armistice Agreement with a peace agreement and adopt a nonaggression declaration between the DPRK and south Korea . However, the US government opposes tri­partite talks because of its misunderstanding of us. The US govern­ment misunderstands us because it has heard only the south Korean reactionaries or the misguided words of some foreigners who have nothing to do with the Korean question. The south Korean reac­tionaries cannot convey the earnest desire of the Korean people to the US government. To improve relations between the DPRK and the United States , the US government’s misunderstanding of our country must be dispelled. To this end, we and the US government must have face-to-face talks. Unless both sides sit down together, the misunderstanding cannot be removed.

I hope you will strive to hew a channel for talks between the DPRK and the United States . We can have both open and closed talks with the US government. In any case we want to create an opportunity to tell the US government directly of our Party’s just stand for national reunification. We want to remove the distrust between the DPRK and the United States and ease tension in the Korean peninsula by all possible means.

I am extremely pleased to have the opportunity to talk with you today. I should like to meet you again and have more talks with you, but I cannot afford to do so, because I have to leave soon for a visit to Mongolia . I regret this. My visit to Mongolia will take about ten days. You plan to stay in our country for about one week, but it would seem advisable for you to stay here a week longer than sched­uled and rest. If you do so, I shall be able to meet you again, have more talks with you and accompany you to inspect some places upon my return from Mongolia .

I hope you will spend joyful days during your stay in our country, relaxing and visiting various places.
