Khrushchev’s “Secret Report”


In January 1956 (Juche 45), the Political Bureau of the Party Central Committee discussed the issue of participation in the 20th Congress of the Communist Party of the Soviet Union.


At the meeting, the idea was raised that, given the fact that party leaders from other countries were attending, shouldn’t the great leader also attend the Congress?


The view was also expressed that the great leader, with his high international authority, should attend the Congress to put the “nosy parkers” in their place.


After hearing the opinions of several Political Bureau members, the great leader firmly stated that he would not attend. Why should he? Seeing their behaviour, he saw no need to go.


This decision was made after clearly foreseeing the true nature of the Khrushchev clique and the tragicomedy that would unfold at the Congress.


The 20th Congress of the Communist Party of the Soviet Union proceeded abnormally, just as the Great Leader had predicted.


Khrushchev and his clique even reviewed the speeches of other countries’ delegations, manipulating them in various ways.


They demanded that the phrase “under the leadership of Stalin” be removed from our party delegation’s congratulatory speech.


Our delegation could not comply with such a demand.


Thus, at the 20th Congress of the Communist Party of the Soviet Union, which was abnormal from the outset, the issue of Stalin’s so-called “cult of personality” was raised.


Khrushchev himself delivered the report.


At that time, they held a secret meeting among themselves, without even inviting other countries to participate.


Our delegation was only able to receive the report that night.


Khrushchev’s “secret report” was immediately relayed to the great leader through our officials.


Upon receiving the report, the great leader urgently ordered our party delegation to leave Moscow and return to the fatherland.


After the delegation returned, the Political Bureau of the Party Central Committee discussed Khrushchev’s “secret report”.


At the meeting, the great leader clearly stated his principled position on Stalin.


Later, the leader stated that Stalin has done nothing but revolution throughout his life. Therefore, if he is guilty, his only crime is that of revolution.


He then emphasized that opposing Stalin itself means opposing the revolution and, thus, it is the same as apologizing to the imperialists. Furthermore, it is tantamount to declaring all previous revolutionary activities wrong. He reiterated that we cannot agree with Khrushchev’s sophistry and will never yield our legitimate, principled position on this issue.


The evaluation of Stalin is not simply a question of one person, but a question of revolutionary principles, such as whether to uphold the achievements and traditions of the leader in the revolutionary struggle and whether to inherit the leader’s ideas and leadership.
