DPRK History Society Discloses Truth about 'Yusin' Dictatorship


Pyongyang, August 10 (KCNA) -- The History Society of the DPRK released a memorandum Thursday disclosing the truth about May 16 military coup and the nature of fascist dictator Park Chung Hee who ruled south Korea for 18 years.
Unraveling the truth about the May 16 military coup, the memorandum said:
On May 16, 1961 an artillery battalion of the 6th army corps belonging to the field army command, the first air-borne unit and the marine brigade received an order to occupy Seoul. It was the prelude to the May 16 military coup which traitor Park Chung Hee, then deputy commander of the 2nd corps of the south Korean puppet army, pulled off with his clan.
The rebels occupied the army headquarters and seized "National Assembly" building, "Capital Building", city hall, public security bureau, Central Telegraphic Office and Pando Hotel which was temporary lodging of the "prime minister".
Not only Seoul but Taegu, Pusan, Kwangju and other major cities went under their control.
Park occupied Broadcasting Station, set it as the headquarters and announced that he took over the control of administration, legislation and jurisdiction.
He in the name of Army Chief of Staff Jang To Yong proclaimed "martial law" across south Korea.
The proclamation of the "martial law" led to the arrest of all the ministers of the Jang Myon regime, dissolution of "National Assembly" and local "national assemblies", ban on activities of political parties and social organizations, assemblies, strikes and travel, enforcement of nighttime curfew, pre-check of media, press and broadcasting, freezing of finance and sealing of airports and harbors.
Right after the coup, Park invoked evil laws to suppress political rivals and formed "Democratic Republican Party" in secrecy as part of his preparations to come to power.
On May 27 he became the "presidential candidate" from the "Democratic Republican Party" dominated by the coup forces.
On October 15 he became "president" in a fraud-tainted election amid terror-ridden atmosphere under the "martial law".
After seizing power, Park purged 70 000 dissidents and arrested even Jang To Yong whom he used for his purpose, charging him with hatching a plot against the coup.
The U.S. was behind the May 16 military coup all the time.
The then commander of the U.S. forces in south Korea provided south Korean troops in areas under his control to Park to be used for the coup. But when the clan of the Army Chief of Staff made a report about the coup to him, he issued a secret order not to interfere in it.
Dulles, the then director of the U.S. Central Intelligence Agency, in his BBC appearance later confessed that the most successful overseas CIA operation during his office was the May 16 military coup.
This proves that the coup was not an unavoidable option but a planned one for the extortion of "power" by Park according to the U.S. scenario.
On October 17, 1972 Park proclaimed "martial law" across south Korea, disbanded "National Assembly" and suspended all political activities with the mobilization of tanks and armored vehicles. He then drew up the "Yusin Constitution" which made him "president", chairman of the Cabinet meeting, chairman of the National Security Council and chairman of the National Council for driving force for unification. This granted him unlimited rights including the rights to control all power means, revise "Constitution", take national referendum, effect "emergency measure", proclaim martial law and disband the "National Assembly".
He also set up the "lifelong presidential system".
Disclosing how south Korea turned into barren land devoid of right politics, democracy, civil rights and unbiased media under the "Yusin" dictatorship, the memorandum continued:
For 18 years since Park took power, at least 14 million innocent people were arrested and persecuted, 700 000 to 800 000 on an annual basis.
The whole of south Korea turned into a big prison and theatre of rowdyism.
Park declared "anti-communism" as the No. 1 state policy. He pledged his support for American master, calling for "building capabilities for coping with communism". He said that he would not unify Korea if it endangers the U.S. interests.
In a statement in June 1965, Park said his "supreme task is unification by prevailing over communism."
In the 1970s Park regime reluctantly came out for north-south dialogues and signed the July 4 joint statement the keynote of which is the three principles of national reunification. But ink was barely dry on the statement before he began to violate it.
Park worked hard to make "two Koreas" at the instigation of the U.S. imperialists.
In June 1973 he released a "special statement", openly making public "two Korea" policy aimed at the permanent division of Korea.
Park sent the then minister of Foreign Affairs to the UN, imploring it to recognize "two Koreas". He submitted "resolution on simultaneous entry of the south and north of Korea into the UN" to the 28th UN General Assembly with the help of the U.S. and run the whole gamut of trickery to secure approval votes.
When this came a cropper, the U.S. imperialists and Park regime made desperate efforts to ensure south Korea's separate entry into the UN at the 30th UN General Assembly in 1975.
The Park regime committed spying activities and armed provocation against the DPRK backed by the U.S.
From 1977 it built a concrete wall in the areas south of the Military Demarcation Line with the use of huge fund, labor and materials.
The wall severed 122 villages, 8 counties, 3 railways and more than 220 big or small roads and rivers and streams between the north and the south, to say nothing of mountains and flatland.
Park reduced the south Korean economy into a colonial economy, lame economy totally dependent on foreign capital.
He massively introduced foreign capital under the spurious signboards of "industrial modernization" and "economic development".
This allowed foreign capital to find its way to south Korea and plunder it unhindered with special privileges.
Foreign loans that were introduced to south Korea during Park's tenure of office reached 22.5 billion U.S. dollars while the direct foreign investment more than 1 billion U.S. dollars. They were used for squeezing the people to gain huge profits.
The introduction of foreign capital made south Korea's foreign debts reach 25 billion U.S. dollars in late 1979, 227 times increase from 1960.
Now south Korea faces huge deficits standing at 30 billion U.S. dollars in trade with Japan annually. This is attributable to its economy dependent on Japan which is blamed on Park who brought Japan's equipment and raw materials at random.
South Korea which was known as one of the world's granary is now forced to import 70 percent of cereals from abroad, a result of Park's policy of relying on foreign forces.
Big conglomerates became fat, resulting in deepened relations between the power and big businesses and wide-spread corruption and irregularities.
The gap between the rich and the poor became wider as never before.
Park's pro-conglomerate and low-salary policy helped the big businesses and reactionary government officials, who accounted only for 0.3 percent of the total south Korean population, hold approximately 60 percent of the national income. Toiling masses making up the 70 percent of the population, however, held only 15 percent of the national income.
Park's 18-year long rule sends shivers down to the spines of the people, the memorandum said, stressing that the revival of "Yusin" dictatorship should never be allowed. -0-
