The 1960s was a period of profound changes, with the the trend of independence being much strengthed. It was the decade of Africa with the majority of countries in that continent achieved freedom from colonialism, apart from the Portuguese colonies,aparthied South Africa and Zimbadwe. By the time of the conference the Vietnamese people were obtaining a decisive conclusion to their liberaton war. Forty years ago the Libyan people started the Jamahiriya Revolution and the people of the north of Ireland began to assert their national and democratic rights aganist the injustices of British imperialism. Only in the previous year did the Korean people confront the US imperialist aggressors over the intrusion of the US spy ship "Pueblo" into DPRK waters. Due to the determined stand of the Heroic Korean Peoples Army led by the Invinicible Commander KIM IL SUNG the United States was forced to sign for the first time in its history a letter of apology to the Democratic Peoples Republic of Korea in exchange for the release of its crew members,this was signed by a senior US five star general.But the aggressors did not learn from this defeat. On April 15th 1969 the Korean Peoples Army shot down the USAF large scale espionage plane EC-121 in DPRK airspace.

KIM IL SUNG in the first parts of His speech makes an analysis of anti-imperialist struggle "THE TIME IS PAST WHEN A HANDFUL OF IMPERIALIST BILLIONARIES COULD SWAGGER ABOUT AND LORD IT OVER THE EARTH, EXPOLITING AND PLUNDERING HUMANITY AT WILL.HUNDERDS OF MILLIONS OF PEOPLE IN THOSE AREAS OPPRESSED AND PLUNDERED BY IMPERIALISM FOR CENTURIES HAVE THROWN OFF THE CURSED YOKE OF COLONIALISM AND EMERGED NOBLY AS HEROS IN THIS NEW EPOCH OF HISTORY.UNDER THE POWERFUL IMPACT OF THE NATIONAL LIBERATION MOVEMENT THE CHAINS OF COLONIAL SLAVERY ARE FALLING APART EVERYWHERE AND THE COLONIAL SYSTEM OF IMPERIALISM WHICH ENTAILED SO MUCH MISERY AND SUFFERING FOR HUMANITY IS CRUMBLING TO DUST.THERE NO LONGER EXISTS ANY SAFE REAR OR QUIET BACKYARD FOR THE IMPERIALISTS. IMPERIALISM IS BREATHING ITS LAST."

Imperialism perpetrates the control of the vast resources of the developing world through its proxies and pupperts in power. Some countries may have formal independence but their affairs are decided in Washington,London, Brussels and Tokyo .Since the holding of the 1969 Pyongyang conference the process of the infiltration of the third world by imperialist capital has only intenisfied under the cover of globalization. Further on KIM IL SUNG States "THE IMPERIALIST PLOICY OF REDUCING THE DEVELOPING COUNTRIES TO ECONOMIC SUBORDINATION IS ONE OF THE MAIN FEATURES OF NEO-COLONIALISM. US IMPERIALISM USES ITS AID POLICY AS A MAJOR TOOL FOR OVEREAS EXPANSION.THUS, IMPERIALIST MONOPOLY CAPITAL RUTHLESSLY CONTINUES TO ROB THESE COUNTRIES OF THEIR RICH NATURAL RESOURCES AND THEIR INDUSTRIOUS PEOPLE OF THE FRUITS OF THEIR LABOUR.THROUGH ECONOMIC AID THE IMPERIALISTS ARE NOT ONLY HOLDING BACK THE DEVELOPMENT OF INDEPENDENT NATIONAL ECONOMIES IN THE THIRD WORLD, BUT ARE FLAGRANTLY INTERFERING IN THEIR INTERNAL AFFAIRS AND REDUCING THEIR POLITICAL INDEPENDENCE TO AN EMPTY NAME"

With the change of the cheif executive of US imperialism, some people on the liberal left speculated that there would be a great change in the external and internal polices of the United States of America.The Presidency of Barrack Obama promised a new era, some elements were mesmerised by the fact that Obama was of a different ethnic background to his predecessors. Fundamentally speaking despite all the fancy rhetoric Obama serves the interests of the US military-industrial complex. Obama's campaign for the US Presidency was the most expensive in political history, with around 20 billion US dollars, mostly donated by such mutli-nationals as the internet gaint Google and arms manufacturer McDonald-Dougas aerospace.

Back in the 1970s Presidential candidate Jimmy Carter promised to in his campaign to withdraw all US forces from south Korea and take up the issue of human rights with the south Korean regime.Instead troops levels increased, in 1980 the "Team Spirit" military excrises began and the Kwangju massacre happened. US imperialism has a long record of making false pledges to international public opinion. In Prague President Obama outlined a non-nuclear world in his April 4th 2009 speech, but the USA still continues with its nuclear buildup (US nuclear weapons stocks are estimated at 30,000) and with its various warplans.The only difference with the infamous Bush, is that Barrack Obama is the trendy Public Relations man of the cosmopolitan wing of the US imperialist bourgeoisie. Progressive peoples must apply presurre on this US adminisration to see if its words about "change" are true or false.

KIM IL SUNG exposes the mask of peace and democracy worn by US imperialism with these words:THE IMPERIALISTS HEADED BY THE UNITED STATES OUTWARDLY ADVOCATE INDEPENDENCE AND FREEDOM FOR THE PEOPLE, BUT IN REALITY THEY ARE MAKING FRANTIC EFFORTS TO MAINTAIN THEIR COLONIAL RULE IN A MORE CUNNING AND UNDERHAND WAY,AND ARE FOOLISHLY TRYING TO CATCH THE PEOPLE OF THE NEW-INDEPENDENT COUNTRIES AGAIN IN A NOOSE OF COLONIALISM.

ON THE EARTH TODAY, THERE IS NO PLACE, WHETHER IN ASIA,AFRICA OR LATIN AMERICA, THAT IS FREE FROM THE REACH OF US IMPERIALISM' S TENTACLES OF AGGRESSION,AND THERE IS NO COUNTRY,BIG OR SMALL, FREE FROM THE THREAT OF ITS AGGRESSION.

ALL THIS PROVES THAT US IMPERIALISM IS THE MOST BARBAROUS AND SHAMELESS AGGRESSOR OF MODERN TIMES, THE MAIN FORCE OF AGGRESSION AND WAR,THE RINGLEADER OF WORLD REACTION, THE BULWARK OF MODERN COLONIALISM, THE STRANGLER OF NATIONAL LIBERATION AND INDEPENDENCE AND THE DISTURDER OF WORLD PEACE".

US imperialism has been the mainstay of the capitalist system since the second world war.The United States of America was founded upon the principle of expansion.From the 1820s Latin America was considered a region of US vital interests. Between the 17th century to the mid 19th century twenty million Africans were kidnapped as slave labour to work in North America.In the United States there are still instances of prejudice with the ongoing imprisonment of native Indian activist Leonard Peltier and of Afro-American journalist Mumia Abu-Jamal.It was the United States which boycotted the recent UN conference aganist racism because it is afaird of exposure of its record and of the support given by the US to the Isreali Zionists in their dirty war aganist the Palestinans.

Around the period just after the US civil war the American captialists started to take an active in Korea. The USS Sherman sailed up the river Taedong in july 1866. This US battleship was sent to the river bed by Korean patriots led by Kim Ung U (the great grandfather of KIM IL SUNG). Since then US imperialism has displayed a greedy stake in Korea.During the 20th century the United States occupied south Korea and has attempted it keep divided from the north.On june 25th 1950 the US military began a war with the newly born Democratic Korea and the US imperialists and their pupperts were roundly defeated by the KPA on July 23th 1953.Lately the US adminstration has staged the "Ulsi-Foal Eagle" invasion game and made an unnecessary fuss about the successful launch of the DPRK's peaceful satellite.

In the four decades following the second world war the US masterminded 100 coups ranging from Chile to Ghana to Cambodia to Brazil.From 1945 to 1991 the United States has intervened in 185 nations ranging from Korea, Vietnam, Grenada and Iraq.The CIA and other imperialist agencies helped to undermine the Sociaist countries of eastern Europe with the assistance of their revisionist and counter-revolutiona ry allies.If was not for the existence of the US imperialist superpower and its military,economic, political and cultural dominance,humanity' s progress towards global independence, in the direction of communism would have been much more faster.

KIM IL SUNG makes the observation about the role of ideological consciousness in revolutionary struggle and the part played by journalists in forming an advanced awarness among the board masses"AS EVERONE KNOWS IT IS THE PEOPLE WHO CREATE HISTORY AND CARRY IT FORWARD. BUT THIS DOES NOT IN ANY WAY MEAN THAT THEY JOIN IN THE REVOLUTIONAY STRUGGLE SPONTANEOUSLY. IT IS ONLY WHEN THEY ARE ARMED WITH REVOLUTIONARY CONSCIOUSNESS AND DEVOTE THEMSELVES TO THE BLOODY FIGHT TO DESTROY THE RULING CIRCLES OF THE OLD SOCIETY THAT THEY CAN TRULY BECOME THE MAIN FORCE OF THE REVOLUTION,THE POWERFUL MOTIVE FORCE OF SOCIAL DEVELOPMENT AND WORTHY CREATOR OF A NEW HISTORICAL ERA. IN ANY REVOLUTIONARY MOVEMENT, THE HIGHER THE LEVEL OF THE CONSCIOUSNESS OF THE MASSES WHO TAKE PART IN IT, THE GREATER THEIR FORCE AND MORE DECISIVE THEIR ROLE IN THE REVOLUTIONARY STRUGGLE.THE PROGRESSIVE INDIVIUALS WHO ARE FIGHTING FOR THE MASSES OF THE PEOPLE ARM THEM WITH THE REVOLUTIONARY IDEA OF OVERTHROWING THE OLD SYSTEM AND BUILDING A NEW SOCIETY, CREATE CORRECT FIGHTING SLOGANS, ENCOURAGE AND RALLY THEM, ROUSE THEM TO ACTIVE REVOLUTIONARY STRUGGLE.

In the above quoted segments of the speech KIM IL SUNG stressed the need for journalists and writers to promote progressive, anti-imperialist and revolutionary consicousness within the boardest mass of working and oppressed people.Over the course of the 20th century the position of the mass media in forming a world outlook has become more prevalent than ever before.The media's postion in society, along with more traditional forms such newspapers,has exploded with the advent of the internet and with the arrival of satellite and cable muti-channel television.An ideological stand promoted by newspapers,radio, television, websities and internet providers can be either of a reactionary nature serving imperialism or of a progressive nature upholding independence. Regrettably the imperialists have monopolised a large part of the print and electronic media,spreading reactionary, fascist ideas, promoting an decadent and consumerist lifestyle across the planet through their networks.

Throughout the history of journalism there have been many advocates of a progressive stand such as Wilfred Burchett and Alan Winnington.The Korean people produced many heroic Peoples journalists. In the year of the conference Kim Jong Tae (1926-1969) a patriotic south Korean journalist and reunification fighter was executed by the Pak Chung Hee military fascist regime due to his activities for democracy in south Korea and for the independent reunification of Korea. Kim Jong Tae was awarded the International Journalists Prize and the title of "Hero of the Democratic Peoples Republic of Korea." Many places in the DPRK are named after this courageous journalist and activist,including a large locomative factory.Attending the Pyongyang conference were many revolutionary journalists and reporters from various parties and organisations such as the Black Panther Party USA.The fact that you had representatvies from the oppressed sections in the USA and other imperialist countries shows the necessity for spreading an independent ideological consciousness among the working and oppressed people within the basitions of imperialism.

KIM IL SUNG's speech to the 1969 world journalists conference stills remains a handbook for combating the aggression and tyranny of US imperialism, for those aspiring for independence. KIM JONG IL's Songun Politics is a continuation of Korea's glorious anti-imperialist traditions.Songun is very much a powerful weapon for realising the goal of freedom from imperialist control.I would recommend all progressive and peace-loving people,particularly those who are active in the anti-globalization, anti-capitalist movements to reserach the rich lessons contained in this work of KIM IL SUNG and apply its militant message creatively to the battles for a world of Peace,Social Justice and INDEPENDENCE.

UK KFA slam UFG exercises

The UK Korean Friendship Association along with other organizations strongly
denounce the US imperialists and the Lee Myong Bak fascist puppet regime
going head with  the hated Ulji Freedom Guardian  war exercise from the
17th of August to the 27th of August.

It is the consistent stand of UK Korean Friendship Association to
oppose such war exercises of US imperialism which are a direct challenge
to the historic north-south June 15th 2000 declaration as well as peace in
the Asia Pacific region and the world.Such exercises by the US
imperialists
make a mockery of their talk of "peace" and " dialogue" and shows that
in reality the US has no will to resolve peacefully on the basis on
justice the nuclear issue.

We note that these exercises come at a time when when the US imperialists
and their followers are running wild to force the DPRK into unilateral
disarmament and stifle it system and are daily instensifying their anti
DPRK moves including sanctions.

Ulji Freedom Guardian is aimed at invading the DPRK and extending the
fascist colonial rule of the US imperialists in the south of Korea to
the north.

The Uji Freedom Guardian war exercises is an unwarranted and intolerable
challenge to the independence of the DPRK a nation which values its
independence and dignity Such exercises expose the sinister and insidious
aim of the US imperialists to stifle the socialist system of Korean
style centred upon the popular masses and make the north of Korea a
colony of the US.

We call upon the US imperialists and south Korean puppet regime
immediately stop the Ulji Freedom Guardian war exercise,desist from their
war provocations,cancel the UNSC sanctions and withdraw their troops from
the south of Korea

All friends of Korea and peaceloving forces must demand these exercises
are stopped forthwith

The Juche Idea Study Group of England ,Association For the Study of Songun Politics UK
issued the following joint statement today in connection the proposed Ulji Freedom Guardian exercises announced by the US imperialists and the south Korean puppet regime.

We resolutely denounce such exercises which are a grave provocation and also ludricously
misnamed as they do not "guard" "freedom" but uphold US imperialist fascist colonial
rule in the south of Korea and aim to extend US colonial rule to the north of Korea,the
DPRK.South Korea does not have freedom but fascism and US imperialist domination
and control.
These exercises come at a time when the US imperialists and their lackeys have worked
overtime to stifle the DPRK by using the UNSC to pile on sanctions on the DPRK.The
US imperialists and international reactionary forces including the Japanese militarists and
south Korean fascist puppets are attempting to a 2 pronged or 2 headed offensive against
the socialist Juche DPRK to in order to disarm it ;on the one hand they are using miltary threat and pressure and on the other hand increased sanctions and blockade.The US imperialists have not learnt the lesson from the past that neither sanctions nor miltary
threat work on the DPRK.The DPRK is an independent socialist power of Juche it is
not one of the former revisionist socialist countries that existed in the past which were
frustated by imperialist pressure.Such a course of action including Ulji Freedom Guardian
will bring the threat of war closer and closer.
Ulji Freedom Guardian is reported to be staged under a new joint operational scenario instead of the existing OPLAN 5027.

These joint military exercises are aimed at invading the DPRK in view of their programmes and scale. This lays bare the black-hearted aim lurking behind "peace keeping" and "dialogue" much publicized by the U.S. imperialists and the puppet Lee Myong Bak clique.

The exercises are clearly aimed at stifling by force the Korean style socialist system

based on the popular masses of the DPRK and seizing by force the northern part of Korea.

The exercises are an intolerable challenge to the independence,

sovereignity and dignity of the DPRK.They are a threat to peace in Asia and the world.In

fact these exercises are an affront to the sovereignity and independence of all Asian and

third world countries and go against the trend of independence.

The ASSPUK and JISGE call on the US imperialists and south Korean puppets to look reality in the face and to immediately cancel the Ulji Freedom Guardian.We call
for all US troops to withdraw from south Korea.

We call on Juche Idea and Songun idea followers and progressive people of the world

to stand squarely behind the DPRK the land of Juche.

The Association for the Study of Songun Politics UK and the Juche Idea Study Group of
England as well the UK Korean Friendship Association salute the Anti Imperialist National
Democratic Front of south,the vanguard of the south Korean popular masses,on the
occasion of the 40th anniversary of its foundation on the 25th of August.

The AINDF formed as the Revolutionary Party for Reunification on the 25th of August
1969 has fought bravely and tenanciously against the repression of successive south
Korean puppet fascist dictators.It has produced many heroic and great revolutionary
martyrs such as comrades Kim Jong Tae and Choi Yong Do.

The AINDF based firmly on the Juche idea has fought for independence, for the
complete and total withdrawal of US forces from south Korea and for reunification
based on independence. It strove to carry the popular democratic revolution in south
Korea and embodied the noble aspiration to build socialism and communism in a
reunified Korea.The AINDF is a model for the revolutionary peoples of the third world
who fight for anti imperialist independence against imperialism and neo colonialism and

The ASSPK and JISGE today issued the following joint statement.August 25th 1960 was a great day for the Korean people and world revolutionary people because it was on this day that the Songun revolutionary leadership of the great leader comrade Kim Jong Il began with his guidance to the historic Guard Seoul Ryu Kyong Su Tank Division no 105 of the glorious Korean Peoples Army.

The great leader comrade Kim Jong Il upheld the philosophy of the great leader comrade Kim Il Sung that arms are the life and soul of the revolution.He welded the army,people and party into an unbreakable organic whole the like of which has never been seen before in world history.He firmly enshrined in army building the concept that the Peoples Army is the army of the party,revolution, working class and the leader.

The KPA was built up as the peoples revolutionary armed forces of Juche and the army of the leader based on the Juche idea.

The KPA has firmly safeguarded the indpendence of the DPRK and its inviolable socialist system.It has dealt telling blows to the US imperialists in the 'Pueblo incident,'EC121' incident,Panmumjom incident as well smashing the attempts of the US imperialists and their satellite states to stifle and crush the DPRK under the pretext of the nuclear issue.

Our people will soon greet the 52^nd anniversary of the liberation of our country, the historic event of the beginning of a new life the great leader Comrade Kim Il Sung brought to our nation.

On this occasion our people look back with warm hearts upon the tireless efforts and the great achievements the respected leader made for the reunification of our country for half a century ever since the day of national liberation.

The great leader Comrade Kim Il Sung strongly desired and worked hard all his life for the reunification of our country. He was unhappy more about the national sufferings caused by national division than about anything else, and took all the pains and put his heart and soul into the cause for national reunification till the last moment of his life in order to hand down a reunified country to posterity.

To reunify the country in accordance with the noble idea of respected Comrade Kim Il Sung is the revolutionary duty and moral obligation of our party and our people. It is a sacred national task devolving upon our generation. No matter what kind of difficulties and obstacles may stand in the way of national reunification, we must carry out the great leader Comrade Kim Il Sung's instructions for national reunification and fulfill the responsibility and duty our generation has assumed before the country and nation.

The great leader Comrade Kim Il Sung is the sun of our nation and the lodestar of national reunification.

He devoted all his life to the country and nation and made imperishable achievements in the cause of national reunification. By his preeminent ideas and leadership he pioneered the cause of national reunification, guided it victoriously, laid solid foundations to realize it, and opened the bright prospects for the reunification of the country.

The question of national reunification arose as a result of the division of the country by foreign forces at the end of the Second World War. The history of half a century since the division of the country into north and south is a history of an acute struggle between the two conflicting lines of reunification and division, patriotism and treachery, and a history of the victory of patriotic forces that aspire after national reunification.

Ever since the division of the country, the great leader Comrade Kim Il Sung regarded national reunification as the supreme task of our nation, consistently maintained the line of one Korea , the line of reunification, wisely led the struggle to reunify the country and strengthened and developed the reunification movement into a nationwide movement.

The line of national reunification proposed and invariably maintained by the great leader is a line of thorough national independence for the complete sovereignty and independence of the country and nation and a truly patriotic line for the development of the country to be reunified and for national prosperity.

The question of the reunification of our country is a question of putting an end to the foreign domination and intervention of south Korea , establishing national sovereignty throughout the country, linking again the blood ties of the divided nation, and realizing unity as one nation. If our nation, which has lived as a homogeneous nation in the same land for thousands of years, remains divided by foreign forces, it will be impossible to avoid national misfortune and calamities and free itself from foreign domination and subjugation.

Reunification is the only correct way to establish the complete sovereignty of the country and nation, brighten the nation's dignity and honor, and achieve the prosperity of the country and nation. The line of reunification enjoys unreserved support from all the Korean people because it reflects the fundamental interests and demand and unanimous wish and aspiration of our nation.

In the complex and difficult situation in which the U.S. imperialists' occupation of south Korea and the maneuvers of divisive forces at home and abroad against reunification were continuing, respected Comrade Kim Il Sung maintained the line of reunification firmly and consistently and led the reunification movement on his initiative.

While strengthening the northern half of Korea into a bulwark for national reunification, the great leader ensured that the people in the northern half gave active support and encouragement to the south Korean people in their patriotic struggle for independence, democracy and national reunification without forgetting them even for a moment.

He thwarted the challenge and the maneuvers of the divisive forces at home and abroad against reunification at every step and developed the reunification movement steadily.

It was our leader who developed the nationwide struggle to frustrate the maneuvers of the flunkeyist and treacherous forces to keep the country divided by convening the historic joint conference of the representatives of political parties and public organizations from north and south Korea in the grim days when "separate elections and a separate government" were being cooked up in the name of the UN in south Korea immediately after liberation; it was our leader who roused all the Korean people to the struggle to check and thwart the maneuvers of the divisive elements for "two Koreas" at a time when a sharp antagonism and struggle were going on between two lines, one for one Korea and the other for "two Koreas", in our country; it was also our leader who opened the way to dialogue and negotiations between the north and south which were in a frozen state, ensured success in adopting the north-south joint statement and agreements and opened a new phase in the movement to reunify the country.

The great leader, who had immeasurably noble love for the country and nation, passed not a day without being concerned over the question of national reunification, nor did he take a single day's rest in peace. Comrade Kim Il Sung worked energetically to strengthen international support for and solidarity with the movement for national reunification.

Thanks to his strenuous external activities, the validity of our party's line of national reunification was widely known to political, public and press circles in various countries, international concern for the question of Korea 's reunification increased, and the world progressive people's support for and solidarity with the movement for our country's reunification grew stronger. Thanks to the great meritorious service rendered by the respected leader Comrade Kim Il Sung who adhered to the line of national reunification and devoted all his efforts to the reunification of the country, the reunification movement continued to develop, sweeping away the obstructive moves of the divisive forces, and became an indestructible force.

The ardent desire of the nation for the reunification of the country is growing higher with each passing day, and all the Koreans in the north, south and abroad have turned out for the movement to reunify the country.

The development of the reunification movement into a powerful nationwide movement as we see today and its advance in the midst of worldwide interest and support and encouragement from the progressive people prove a brilliant victory of the line of reunification over the line of division.

The great leader Comrade Kim Il Sung set forth the three charters for national reunification which clarified the fundamental principles and methods of national reunification, and provided the guideline that must be maintained in accomplishing the cause of national reunification.

The three principles of independence, peaceful reunification and great national unity are the cornerstones for national reunification which manifested the fundamental standpoint and fundamental way of solving the problem of national reunification by the efforts of the nation and in keeping with its will and interests.

The three principles of national reunification are the great common program of the nation which the north and south confirmed in their July 4 Joint Statement and proclaimed solemnly to the public at home and abroad.

The ten-point program of the great unity of the whole nation for the reunification of the country is a political program to strengthen the motive force of national reunification by achieving the unity of the entire nation. This program clearly shows the objective and the ideological basis of great national unity and its principles and methods in an all-round way.

The plan of establishing the Democratic Federal Republic of Koryo is a blueprint that shows the full picture of the state to be reunified and the method of its realization. It indicates the basic method of reunifying the country most reasonably and smoothly on the basis of tolerating the ideas and systems of the north and the south. The three principles of national reunification, the ten-point program of the great unity of the whole nation and the plan of establishing the DFRK constitute the three charters for national reunification by which Comrade Kim Il Sung elaborated the basic principles and methods of national reunification into an integral system on the basis of his great Juche idea and his valuable experience of the struggle to reunify the country.

The three charters of national reunification are permeated with the spirit of national independence regarding national sovereignty and dignity as lifeblood and embody his noble love for the country and nation and for reunifying the country peacefully by achieving north-south reconciliation and the great unity of the entire nation. The three charters clarify the fairest and most reasonable and rational way of reunifying the country at the earliest date in keeping with the real conditions in our country where different ideas and systems exist in its north and south for a long time and in accordance with the entire nation's aspirations to reunification.

Because the great leader provided the three charters of national reunification, our nation is in a position to develop the struggle for national reunification with the clear objective, direction, confidence and courage and to realize its cherished desire for its reunification successfully by its united effort. The three charters of national reunification are, indeed, the banner of national reunification as well as the justest and most realistic fighting program for reunifying the country independently and peacefully.

The great leader Comrade Kim Il Sung rallied the entire nation under the banner of great national unity, prepared the driving force of national reunification and strengthened it further. Our nation is the motive force of reunifying the country, and its strength lies in great national unity. When our own force of reunification is prepared, the victory of the cause of national reunification is assured.

Regarding patriotism and the spirit of national independence as the basis of national unity, Comrade Kim Il Sung made it the principle of great national unity to subordinate everything to the cause of national reunification, transcending the differences in thoughts, ideas, political views and religion, and led all the people aspiring after reunification, regardless of their past records, to the way for reunification and patriotism with great generosity and magnanimity.

He put forward the slogan for national unity, "Those with strength, devote their strength; those with knowledge, offer their knowledge; and those with money, contribute their money!" and encouraged the Korean people from all walks of life to help towards the cause of national reunification, with the mind of loving the country and the nation. His thoughts and ideas of great national unity and his noble love for humanity and the nation were the source of strength that encouraged the Korean compatriots from all sections to set out courageously on the road of national unity and national reunification. Comrade Kim Il Sung attached great importance to forming the all-nation united front and energetically led the work of uniting the reunification forces in the north, south and abroad.

Basing himself on the experience of the anti-Japanese national united front during the anti-Japanese revolutionary struggle, he put forward the policy of forming the great national united front for the country's reunification and wisely guided the struggle to implement it. As a result, a great advance was made in the work for organizing the compatriots in the north, south and abroad under the banner of national reunification.

When the movement for the reunification of the country developed into a movement involving all the nation and their ardent desire for national reunification soared as never before, a Pan-National Rally representing the Koreans in the north, south and abroad was held and the National Alliance for the Country's Reunification representing the reunification will of the entire nation was born.

The formation of the National Alliance for the Country's Reunification is an important success achieved in strengthening the motive force of the country's reunification and developing the reunification movement onto a higher stage.

Today the motive force of reunification and patriotism is expanded and strengthened on a national scale involving the north, south and abroad and cemented more firmly; it is advancing vigorously towards the independent and peaceful reunification of the country, overwhelming the flunkeyist, treacherous, divisive forces.

The exploits which the great leader Comrade Kim Il Sung accomplished on the road of the country's reunification is the priceless heritage for our people and nation and a solid foundation on which to reunify the country. His life-long efforts dedicated to the country and nation and his great services to the noble cause of national reunification and independence will shine for ever in the history of our country.

US-SK military exercises-appeal from KCSWP

The south Korea-U.S. “Combined Forces Command” announced on July 24 that joint military exercises “Ulji Freedom Guardian” would be staged from August 17 to 27.

These joint military maneuvers will be participated in by commands of army corps and fleet and flying corps of the south Korean armed forces and above and at least 56,000 troops and more than 10,000 U.S. troops present in south Korea and overseas.

Especially, they were reported to be staged under a new joint operational scenario instead of the existing OPLAN 5027.

The “OPLAN 5027” based on simulated the 2^nd Korean war, which was firstly mentioned by Li Byong Tae, the then minister of national defense of south Korea, was mapped out a long time ago and periodically upgraded.

According to the south Korean news, the “OPLAN 5027” consists of 6 steps plan and the main contents are as follows;

- 1^st Step (Restraint step)

Deploy the U.S. troops on the Korean Peninsula according to the front rapid deployment war plan

- 2^nd Step (Neutralization step)

Attack the main part of the north Korea with the air forces and missile and check the north Korean Army at the northern part of the military demarcation line

- 3^rd Step (Ground attack step)

Break through the military demarcation line and destroy the main forces of the north Korean Army and conduct the landing operation at the East Sea at the same time

- 4^th Step (Step to increasing the war success)

Isolate Pyongyang and establish the military administration by occupying up to the northern part of Chong Chon River

- 5^th Step (End of the war)

Achieve the armed reunification by overthrowing the north Korean government

- 6^th Step

Occupation Rule

The U.S. is clamoring this war plan as the “defensive” but in reality, this war plan is the extreme dangerous war plan to invade the north.

That’s why, the high-ranking officials in the U.S. army are making no disguises to say that this war plan is to lead the north Korea to the provocation by stimulating the north and invade the north with the excuse.

This war plan can be easily understood of its offensive character through the pre-emptive theory of U.S.

In June 2001, Bush, the then president of U.S. , propagandized at the graduation ceremony of the military academy of army that “We have to challenge against the enemies to destroy their plan and have to fight against them before the worst threats”.

In September 2002, he made the congress to adopt the pre-emptive attack theory through his first report on the strategy of the national defense to the congress.

The U.S. made the “OPLAN 5030” as the additional to the “OPLAN 5027” in 2003 in accordance with the experiences and lessons from the Afghanistan and Iraq war.

It has the purposes to decrease the operating capacity of the army, air forces and the navy of the north Korean army with the continuous provocation and military exercises against the north and then easily achieve its attempt of aggression to the north.

This plan gives the rights to the U.S. headquarters of the Pacific region to sally the reconnaissance planes and fighters near the Korean Peninsula before the war to tempt the north Korean air forces to the sallies for the obstruction.

The U.S. military authorities are taking into account that the continuous tactics of allurements will finish the limited aviation fuel of the north and the north Korean air forces will be neutralized.

The U.S. is also, through the continuous military exercises in big scales, planning to make DPRK to waste the war reserve materials by let our people and army to be stay at the constant combat preparations.

Through these facts, it could be found that the operation plans by the U.S. are the aggressive plan to invade the DPRK and the 2^nd Korean War plan, which is giving semblance of “Defense” to deceive and mislead the world publications and to justify its warmongering maneuvers.

All the facts such as several U.S-south Korean joint military exercises like “Key Resolve”, “Eagle”, “Ulji Freedom Guardian” and etc; the importing of the latest military equipments; the relocation of the U.S. troops in south Korea and the rapid increase of the air and navy attack forces; are clearly showing that the preparation for the practice of the operation plan to invading the DPRK is in proceeding systemically and stepwise and nobody knows when the operation plan will be turn into the practice.

These also show well the U.S. ’ sinister intention which mislead the world publication that the DPRK is tensing the situation of the Northeast Asia and Korean Peninsula .

If there will be an outbreak of the new war on the Korean Peninsula , it will be the nuclear war and the neighbor countries will be implicated in the war.

We express our firm believes that you and your organizations whom have the deep concerns with the situation of the Korean Peninsula, will wage several kinds of solidarity activities to denounce the war provocative maneuvers of the U.S. and south Korean authorities.

We are sending this letter in connection with the fact that the U.S. is now spreading in countries around the DPRK the rumour that “chain reaction” may occur in Japan and south Korea unless the DPRK’s access to nukes is checked.

This, namely, means that if the DPRK possesses nuclear, Japan and south Korea will be able to equip themselves with nuclear arms because they apprehend “threat”.

It is none other than sophistry with intention to put collective pressure upon the DPRK.

Japan and south Korea have long been under the U.S. “nuclear umbrella”.

The U.S. “nuclear umbrella” is the firm pledge that if the U.S. ally is attacked with nuclear weapon by other country, the U.S. will retaliate with its nuclear weapon and the institutional device to implement the pledge.

Japan has been provided with the U.S. “nuclear umbrella” more firmly since 1964 when China conducted its first nuclear test.

Then Japan made a noise that China ’s access to nuke was the “threat” to it like it is fastening upon the DPRK now, and as a result, the U.S. “nuclear umbrella” for Japan was further strengthened.

South Korea was pursuing to develop nukes keeping it secret from the U.S. but detected and checked in 1970s, and instead of abandonment of the development of nukes, it was provided with the U.S. “nuclear umbrella” further firmly.

Recently, the U.S. has declared that it supply Japan and south Korea with the “expanded deterrent”.

“Expanded deterrent”, as a further detailed and formalized concept of “nuclear umbrella”, means that in case that Japan and south Korea are attacked with nukes the U.S. will strike retaliation blow with its all strategic nuke on a level with nuclear attack against its mainland.

Nobody believes that Japan and south Korea who are under the “nuclear umbrella” of the U.S. who has the largest number of nukes in the world are suffered from “nuclear threat”. Furthermore, the U.S. troops are stationing constantly, the U.S. nuclear armed warships and aircrafts are visiting regularly and waging nuclear war exercises continuously in and around Japan and south Korea .

All these facts are proving that Japan and south Korea themselves are practically armed with nuclear weapons.

But quite different is the case with the DPRK.

The DPRK has never been provided with any nuclear umbrella by others to cope with the U.S. nuclear threat.

In era of the former USSR there existed the “DPRK-USSR Treaty on Friendship, Cooperation and Mutual Aid” but there was no promise that the Soviet Union would retaliate with its nuclear weapons if the DPRK were attacked by the U.S. nukes.

Further more, with the collapse of the USSR the Treaty disappeared and now there no exists any legal duty on mutual aid in emergency between the DPRK and Russia .

The treaty on friendship, cooperation and mutual aid between the DPRK and China itself was signed when China was a non-nuclear state, so it has no connection with provision of “nuclear umbrella”.

Moreover, we can say China is maintaining the policy of “minimum nuclear deterrence” to safeguard only itself.

In fact, China ’s current nuclear forces are not enough to defend other country and, especially, it cannot be balanced with the U.S. nuclear forces which threat the DPRK in reality.

Finally, only the DPRK’s territory had remained as a nuclear-void zone on the Korean Peninsula and in the Northeast Asia which are covered with nuclear weapons and umbrellas.

Only danger of nuclear war will increase when one of the two hostile parties is armed with nuclear weapons or protected by a “nuclear umbrella” while the other remains defenseless, having none of them.

The DPRK’s access to nukes is the unavoidable measure to defend security of the country and supreme interests of the nation to cope with realization and growing danger of the U.S. nuclear threat to the DPRK.

Conclusively, who push the DPRK to the nuclear arms is none other than the U.S. and the nuclear confrontation on the Korean Peninsula is the one between the DPRK and the U.S. thoroughly.

The DPRK’s access to nukes helped keep a nuclear balance in Northeast Asia even in the least, thus making it possible to deter a war.

The arithmetic logic that Japan and south Korea may go nuclear armament because the DPRK has had nukes is an expression of ignorance of those who are utterly insensitive to the reality, or a part of clumsy psychological plots against the DPRK’s access to nukes.

We expect that you who love justice and peace will look at the situation in Northeast Asia correctly and pay deep attention to the Korean people in their struggle for peace and security on the Korean peninsula, in Northeast Asia and the rest of the world.
