KCNA Commentary Blasts U.S. Moves to Hinder Detente on Korean Peninsula

Pyongyang, March 3 (KCNA) -- The U.S. is swimming against the trend for the détente on the Korean peninsula.

At a time when the dialogue and cooperation are under way between the north and the south and the atmosphere for détente has been created on the Korean peninsula thanks to the DPRK's noble patriotism and will for safeguarding peace, the U.S. is kicking up a racket for confrontation through the farce for independent sanctions on the DPRK.

Announcing the sanctions measure for sea blockade aimed at the complete shutdown of sea trade of the DPRK with other countries on Feb. 23, Trump openly threatened the DPRK that if the sanctions do not work, it would go into the "very rough phase 2".

The chairman and the first vice-chairman of the International Affairs Committee of the Russian Federation Council contended that the U.S. sanctions on the DPRK give impression that the U.S. has intent to escalate confrontation, not to settle the issue through dialogue. They added that any strike of the U.S. at the DPRK can result in serious conflict.

The Chinese People's Daily (overseas version) on its February 27th issue noted that at a time when the situation on the Korean peninsula has just been defused and both the north and the south urgently demand the dialogue, the U.S. is set to impose "self-righteous" sanctions on the DPRK, thereby pressing "backward acceleration" pedal against the requirement of the times.

It would be foolish to think that the DPRK will be browbeaten by such additional sanctions farce as it has acquired everything it could despite the decades of the harshest sanctions in the world.

The situation clearly proves that the U.S. which cooks up all kinds of sanctions measures and holds provocative war drills whenever there created atmosphere for détente on the Korean peninsula is the chief culprit escalating the tension on the Korean peninsula and the disturber of the world peace and security.

Recently the U.S. openly declared that it would start Key Resolve and Foal Eagle joint military exercises in upcoming April as scheduled while crying out for the resumption of the exercises, thereby openly disclosing its intention to bring dark clouds of a war to hang over the Korean peninsula.

Commenting on this, many countries of the world including those around Korea are denouncing and rejecting it as a dangerous act that can chill the atmosphere for the north-south reconciliation and push the situation on the peninsula back to the phase of tension.

The Washington Post and the Indian political and diplomatic magazine Political Event and other media of the world commented that if the U.S. pressurizes south Korea into holding large-scale joint military exercises right after the Olympics are over, it would naturally provoke military response of the DPRK and the situation will go back to the touch-and-go one.

The U.S. moves deserve denunciation of the international community as they are aimed to check the reconciliation and unity of the Korean nation and aggravate the situation on the Korean peninsula at any cost, defying the desire and wish of the international community.

The chairman of the U.S. Council of Foreign Relations claimed that if the U.S. seeks to deal with the nuclear issue of the Korean peninsula more reasonably, it should not adopt the confrontation mode such as muscle-flexing and malicious word-fighting but go back to the traditional diplomatic mode.

As had already been stressed several times, if the U.S. finally holds joint military exercises while keeping sanctions on the DPRK, the DPRK will counter the U.S. by its own mode of counteraction and the U.S. will be made to own all responsibilities for the ensuing consequences.

The U.S. should clearly understand this and exercise prudence.

The international community has to heighten vigilance against the U.S. moves and raise voices against them. -0-

It Is Legitimate Right to Increase National Defense Capability: DPRK Permanent Representative

Pyongyang, March 3 (KCNA) -- It is a legitimate right of a sovereign state to take measures to increase its national defense capability for coping with threat from outside.

The permanent representative of the DPRK to the UN Office and international organizations in Geneva stressed this at the plenary meeting of the Geneva Disarmament Conference on February 27.

He further said:

The DPRK was compelled to possess nuclear deterrent in order to protect its sovereignty and the security of its nation from the harsh hostile policy and nuclear threat of the U.S. that have persisted for years.

However, the hostile forces led by the U.S. labeled the exercise of this legitimate right as a "threat to global peace" and misused the voting mechanism of UN Security Council to cook up several "sanctions resolutions" in an attempt to deprive the DPRK of its self-defensive right.

A dramatic change is taking place in the situation on the Korean peninsula thanks to the proactive initiative and sincere efforts of the DPRK. However, the U.S. quite contrary to this is amassing huge strategic assets in and around the Korean peninsula, deliberately straining the situation. It is mulling staging joint military exercises aimed at a preemptive nuclear attack on the DPRK the moment the Winter Olympics are over.

In order to defend itself from such threat, the DPRK had access to nuclear weapons, treasured sword of justice.

As we have stated on numerous occasions, we will consider any type of blockade as an act of war against us, and if the U.S. has indeed the guts to confront us in any "rough" manner, we will not bother to respond to it.

Those countries who talk this or that way of the DPRK should not follow the U.S. hostile policy aimed at intentionally deteriorating the situation on the Korean peninsula but refrain from using this august platform for disarmament as a tool for their political propaganda. -0-

US imperialists .
  As clarified many times over  the DPRK does not have a single record of developing, producing and stockpiling a chemical weapon, and it is opposed to chemical weapon itself.
 This fake news story circulated by the US imperialists aims at killing two birds with one stone . Firstly, it aims to tighten the already draconian sanctions again the DPRK , secondly , it aims to create a pretext for US military intervention in Syria . The crafty US imperialists are trying to smear and defame both People's Korea and the Assad government in Syria . The US is slandering both socialist and independent anti-imperialist countries.
 What is ludicrous and insulting is that the US is making these allegations when it is the biggest exporter of weapons in the world . It has even shipped anthrax into south Korea . The US imperialists killed 50,000 people in the DPRK during the Korean war by using bio-chemical weapons.
  The US is a a cancer on global peace !

U.S. Anti-DPRK Propaganda Slammed


Pyongyang, March 1 (KCNA) -- The director of the Press of the Institute for American Studies of the Ministry of Foreign Affairs of the DPRK Thursday gave the following answer to a question put by KCNA as regards "a theory of cooperation of manufacturing chemical weapons" between the DPRK and Syria, which has been afloat recently:

The U.S. is in a frenzy to speak ill of the DPRK with its preposterous fabrication yet again.

Time is now when civilians in the region of eastern Syria were said to have been subjected to "the use of chemical weapons". Coincidently, the U.S. sets in motion its government patronized-machine to assert itself that "this cooperation" is reflected in the UNSC Sanctions Committee Report.

As this report was released, the U.S. State Department got out of its way to raise a cry that it condemns it as an insult to international law. This is an easy part for us to understand that a dark design is shadowed in such "a theory of cooperation" claimed by the U.S.

It is well-known to the world that the U.S. has fabricated at its will a sophistry, only to have used it as an excuse to stage an aggression against a sovereign state.

This time, the U.S. egged the UNSC Sanctions Committee on to have cooked up "the theory of cooperation" between the DPRK and Syria. This is only a mean trick to fan an atmosphere of sanctions against the DPRK and enforce a full-scale sea blockade by railing at DPRK as a state of "possession and proliferation of chemical weapons" and to justify its military invasion into Syria.

As had been elucidated several times, the DPRK does not have a single record of developing, producing and stockpiling a chemical weapon, and it is opposed to chemical weapon itself.

International society should be well aware of the fact that the U.S. is none other than the first user of chemical weapons in the world, and that it is a criminal state of having massacred innocent people in the northern half of the DPRK by using bio-chemical weapons on a large scale during the Korean War of 1950s. It should also see clearly that the U.S. is a cancer of global peace as the biggest arms supplier in the world. -0

   The statement of the director of Policy Research  of the DPRK  Foreign Ministry denounces the harsh and draconian sanctions imposed on People's Korea on the 23rd of February .  Some 27 shipping and trading companies, 28 vessels and 1 individual - of the DPRK and other countries combined, under the pretext of prohibiting so-called sanctions evasion practices and illegal means used to facilitate ship-to-ship transfer of coal and fuel, and it ridiculously trumpeted that this would be "the largest sanctions ever imposed on the DPRK.
 The statement rightly says  "The anti-DPRK sanctions and pressure by the Trump group can be described as "harshest" ever seen in history in light of its vicious and reactionary nature.".
 The Trump regime is not only imposing sanctions on the DPRK but on companies , entities and individuals of third countries. The US aims to stop other countries trading with the DPRK, thus not only violating the DPRK's sovereignty but that of third countries !
  Trump has gone further than any other US administration in imposing sanctions on People's Korea . During just over 1 year of Trump's rule in the US  , sanctions have been  imposed12 times through Treasury Department and State Department targeting 65 individuals, 56 entities and 45 vessels of the DPRK, and 32 entities, 12 individuals and 9 vessels of other countries allegedly involved in transactions with the DPRK; 219 designations in total. This already more than the whole 8 years of Obama's administration and actually nearly 20 times the number of sanctions imposed during the period of Bush's presidency in the US. Trump is frenetically imposing sanctions on the DPRK as if there is no tomorrow !
  Obama had imposed very comprehensive sanctions on the DPRK but Trump was not satisfied and imposed several rounds of sanctions on the DPRK.
  The people of the world are now criticising Trump for his extreme sanctions against the DPRK. Even some of those countries that had raised their hands in favour of UNSC sanctions against People's Korea are now doubting the US and are fearful of the sanctions.
  The sanctions against People's Korea cannot and will not work . The more desperate Trump become in imposing sanctions the stronger the will of the DPRK to pursue self-reliance and self-development will become  !
  The US must recognise the changed strategic position of the DPRK and revoke immediately all sanctions !

Statement of Policy Research Director at Institute for American Studies of DPRK Foreign Ministry

Pyongyang, March 1 (KCNA) -- The director of Policy Research of the Institute for American Studies of the DPRK Foreign Ministry Thursday released the following press statement:

On February 23, the Trump group announced that the United States would enforce sanctions against 56 designations in total - 27 shipping and trading companies, 28 vessels and 1 individual - of the DPRK and other countries combined, under the pretext of prohibiting so-called sanctions evasion practices and illegal means used to facilitate ship-to-ship transfer of coal and fuel, and it ridiculously trumpeted that this would be "the largest sanctions ever imposed on the DPRK".

The anti-DPRK sanctions and pressure by the Trump group can be described as "harshest" ever seen in history in light of its vicious and reactionary nature.

The frequency of sanctions and the non-exhaustive list of sanctions designations speak themselves.

According to the initial estimation, the Trump group, since in office, announced sanctions 12 times through Treasury Department and State Department targeting 65 individuals, 56 entities and 45 vessels of the DPRK, and 32 entities, 12 individuals and 9 vessels of other countries allegedly involved in transactions with the DPRK; 219 designations in total.

Compared with previous U.S. administrations, the Obama administration announced 217 sanctions designations on 28 occasions during 8 years in office, and the Bush administration 11 designations on 2 occasions during 8 years in office.

The U.S. secretary of Treasury has gone so mad at imposing "sanctions" on our country that he even boasted recently that half of over 450 rounds of sanctions enforced against Pyongyang since 2005 were enacted last year.

The vicious nature of sanctions is vividly manifested in an indiscriminate expansion of its scope.

On February 18, 2016, the Obama administration cooked up "North Korea Sanctions and Policy Enhancement Act 2016" and, under the pretext of cutting off flow of revenue for program of nuclear weapons and rockets, sanctioned entities of our Party and power authority and enforced the ban on our normal economic and trading transactions in the areas of, inter alia, earth and stone, transportation, mining, energy and finance, driven by the preposterous fabrications about sort of development and proliferation of WMD, cyber-attack, human rights abuse, drug trafficking, counterfeiting and money laundering. It even sanctioned the entities and individuals of other countries involved in transactions with the DPRK.

However, the Trump administration, not satisfied with the above, unveiled "Countering America's Adversaries through Sanctions Act" on August 2, 2017 and thus, openly exposed its heinous intention to expand the scope of sanctions to all legitimate areas of economy and trade, aimed at completely cutting off source of revenue in foreign currency and stifling us economically.

These facts clearly exhibit the magnitude and height of the Trump group's desperate attempt to isolate and stifle us economically and to disintegrate our socialist system chosen by our people.

The international society has now again eye-witnessed the viciousness and unfairness of sanctions pursued by the Trump group.

The unilateral sanctions imposed by the Trump group, pursuant to its domestic law, upon the DPRK and other countries involved in transactions with the former constitute a wanton infringement upon sovereignty and an open violation of the universally recognized international laws which underline that in no case can a sovereign state be an object of jurisdiction of other countries.

Referring to the latest "unilateral sanctions" announced by the Trump group, the neighboring countries including China and Russia and even the American press are expressing increased apprehension and denunciation, arguing that the Trump group is again driving the situation on the Korean peninsula to the brink of a nuclear war by resorting to sanctions and pressure, without having clear strategy on the DPRK.

Trump is attempting to frighten us by making wild remarks that if the latest sanctions, the core of which is to completely block the DPRK's maritime transactions with other countries, do not work, "very rough phase 2" will be operated. But such wild remarks of the Trump group would not work on us, and we have prepared our own formula to counter it.

It is really miserable to see that the Trump group clings frenziedly to the sanctions and pressure, still harboring an illusion that they would work on us. The U.S. should bear in mind that if America becomes more desperate, it will only make stronger our faith and determination to rise high on the strength of self-development.

The U.S. should be well advised to squarely look at the strategic position of our state with their eyes wide-open and contemplate now what will be a strategic and wise choice to better serve the America's interests. -0-

   The March 1st popular uprising of the Korean people was a heroic act of mass resistance to the barbaric imperialist colonial rule of Japan . It was the result of the bitter resentment of the Korean people towards imperialist Japan which had annexed Korea some 9 years in 1910 after long coveting the land of Korea and planning to seize it by hook or by crook. The March 1st popular uprising was a just uprising against oppression and exploitation by Japanese imperialism.
    The reactionary Japanese imperialists brutally suppressed the  uprising by force killing many innocent people. A total of 7 500  people were killed, 46 900 arrested and jailed and 15 900 wounded. This shows the gruesome barbarity of the samurai wielding bloodthirsty Japanese imperialists.
     Japan has never apologised for its crimes nor has it paid reparations to the Korean people. Instead top Japanese politicians visit the shrine of the war criminals. Today Japan is the shock brigade of
US imperialism in Asia. Japan is being encouraged by the US to see itself as a regional power(not that Japanese militarism needs much encouragement)  Japanese imperialism is planning to make a comeback in Korea. It has laid claims to Tok Islet in south Korea. Japan also dominates the south Korean economy and jointly exploits south Korea with US imperialism . Japan pursues an extremely hostile policy towards the DPRK and commits acts of terrorism against Korean residents in Japan.Japan is trying to interfere in the process of inter-Korean reconciliation and derail it.
      Although the March 1st popular uprising was brutally suppressed by the Japanese imperialists the independent spirit of the heroic up-risers is alive . Today that spirit of independence is represented by the Juche idea and the anti-imperialist Democratic People's Republic of Korea led by the dear respected leader Marshal Kim Jong Un, outstanding anti-imperialist leader of our epoch. South Korea remains a colony of the US.  Indeed south Korea is a dual colony of the US and Japan .True to the spirit of the March 1st Uprisers south Korea must become totally  independent and throw off all shackles.
    Our organisations urge  that Japan should apologise to the Korean people and compensate them for its crimes . Moreover Japan should take its hands off Korea and keep out ! Forward to a totally independent reunified Korea free from US imperialism and Japanese imperialism !
