Press Statement of Spokesperson for DPRK Foreign Ministry

Pyongyang, August 31 (KCNA) -- A spokesperson for the Foreign Ministry of the Democratic People's Republic of Korea released the following press statement on Monday:

We can witness the U.S. stand of confrontation with the DPRK being more clearly expressed recently.

A spokesperson for the Department of State and other officials concerned of the U.S. administration on August 26 clarified the stand that there has been no change in the U.S. policy toward the DPRK, asserting that the U.S. remains committed to the complete denuclearization of the DPRK.

It also more openly betrayed its extremely sinister and vicious hostile attempt to tarnish the image of our country and create its internal instability, talking about someone's "human rights abuses".

Meanwhile, the U.S. military announced its plan to stage the U.S.-Japan-ROK multi-domain joint military exercises Freedom Edge, which constitute a threat to the DPRK and regional countries, as scheduled, and is perpetrating air espionage and other anti-DPRK military provocations one after another.

The Trump administration has thus fully reconfirmed its invariable hostile policy to wantonly violate the sovereignty, political system and security interests of the DPRK through the "denuclearization" racket, "human rights" smear campaign and military threat.

The U.S. hostility toward the DPRK, manifested in its stand of confrontation that gets clearer in terms of rhetoric and behavior, has become a root cause of pushing the tensions on the Korean peninsula to a more dangerous level and escalating the structural instability of the region.

It is pointless to expect any detente in the region, given the grave situation where the U.S. persistent hostile policy toward the DPRK is evolving in a more dangerous way.

Our nukes serve as an absolute guarantee for defending its sovereignty and the nuclear weapons in possession of the DPRK and their sustained bolstering are the most responsible and correct option for ensuring regional peace and security.

This can be fully explained by the unstable security environment brought to the region by the U.S. nuclear posture transforming into more offensive one and Japan's rearmament and the ROK's arms buildup being accelerated in the framework of the U.S.-Japan-ROK triangular military cooperation system.

The present position of the DPRK, fixed on a permanent basis by its supreme state law, can neither be weakened nor be diluted by the U.S. repeated expression of stand on "denuclearization".

To absurdly stick to the past can never get a grip on reality or deter the future.

The DPRK will be more resolute and clear in its exercise of sovereignty to defend the supreme interests of its national security, based on the premise that the U.S. policy toward the DPRK never changes and there will be no change in the future, too.

There is no change in our policy toward the U.S. to respond to its invariable hostile policy with the toughest stand to the last. -0-

Second Meeting of Ninth WPK Central Military Commission Held

Pyongyang, August 30 (KCNA) -- The Second Meeting of the Ninth Central Military Commission of the Workers' Party of Korea was held on August 29.

Respected Comrade Kim Jong Un, General Secretary of the Workers' Party of Korea, Chairman of the Central Military Commission of the Workers' Party of Korea and President of the State Affairs of the Democratic People's Republic of Korea, guided the meeting.

Present at the meeting were members of the WPK Central Military Commission.

The meeting heard the appraisal of the recent political and military activities of the Korean People's Army Committee of the WPK and the Ministry of National Defence of the DPRK and discussed a series of structural reorganization plans for the improvement and development of the future overall defence affairs.

The meeting discussed the organizational matter.

The Political Bureau of the WPK Central Committee approved by-election of Pak Jong Chon, advisor to the Ministry of National Defence of the DPRK, as a member of the WPK Central Committee and a member of the Political Bureau of the WPK Central Committee, Yu Kwang U, director of the Security Bureau of the Korean People's Army, as a member of the Political Bureau of the WPK Central Committee, and Om Ju Ho, political commissar of the KPA Air Force, as a member of the WPK Central Committee.

The WPK Central Military Commission decided as follows after deliberating the change of position of the military commanding officers for key posts and receiving ratification of the Political Bureau of the WPK Central Committee:

Pak Jong Chon, advisor to the Ministry of National Defence of the DPRK, was by-elected as vice-chairman of the Central Military Commission of the WPK.

No Kwang Chol, minister of National Defence of the DPRK, was dismissed and recalled from the Party central leadership and appointed as first vice-director of the Munitions Industry Department of the WPK Central Committee.

Kim Song Gi, director of the General Political Bureau of the Korean People's Army, was appointed as minister of National Defence of the DPRK.

Yu Kwang U, director of the Security Bureau of the Korean People's Army, was appointed as first vice-director of the General Political Bureau of the KPA, and Om Ju Ho, political commissar of the KPA Air Force, as director of the Security Bureau of the KPA.

The WPK Central Military Commission expressed expectation and conviction that the major commanding officers starting their work in the new posts would firmly arm themselves with the Party's idea of building a strong army and responsibly fulfill their role through boundless devotion and extraordinarily high activity in implementing the Party's military lines and policies. -0-

Respected Comrade Kim Jong Un Awards State Commendation to Distinguished Contributors to Bolstering Up Defence Capabilities

Pyongyang, August 30 (KCNA) -- Respected Comrade Kim Jong Un, General Secretary of the Workers' Party of Korea and President of the State Affairs of the Democratic People's Republic of Korea, met and congratulated the scientists, researchers and officials of major defence research institutions, who made a great contribution to resolving scientific and technological problems of epochal significance in developing new combat weapon systems and improving their performance and to putting the military and technical strength of national armed forces on a higher level, at the headquarters of the Party Central Committee on August 29.

Present there were Jo Chun Ryong, secretary of the Central Committee of the WPK, and Kim Jong Sik, first vice department director of the Central Committee of the WPK.

True to the policy of modernizing the armed forces set forth at the historic Ninth Congress of the Party, the defence science research sector has recently developed exclusive technologies, to be regarded as an event in strengthening the capability for fighting a war and the deterrence, thus fully demonstrating again the course of unique development of the country's military and technological capabilities.

Comrade Kim Jong Un read out a decree of the Standing Committee of the Supreme People's Assembly of the DPRK on awarding state commendations to those who made distinguished contributions to bolstering up the defence capabilities, and personally conferred the title of DPRK Hero and Gold Star Medal and Order of National Flag First Class and Order of Kim Il Sung on a scientist, researcher and official.

Highly appreciating the recent exclusive innovative military sci-tech achievements, made and introduced in the defence science research field, as a great revolution that opened up a sure prospect for radically improving the modernity of our army's combat weapon systems, Comrade Kim Jong Un paid high tribute on behalf of the DPRK government to the national defence science research group for its boundless efforts, patriotic devotion and heroic contribution.

The defence scientists displaying boundless loyalty to the Party and the revolution, the country and its people and unlimited creativity to guarantee the strength and prestige of our state with matchless sci-tech power are the greatest patriots and heroes, he said, stating that our Republic is invariably preserving the high prestige and glory of invincibility thanks to the great role of the defence science research group who has always perfectly implemented the military strategic policies of the Party Central Committee.

Expressing expectation and belief that the excellent defence scientist research group would bolster up the arms of the self-defensive power in a more overwhelming and stronger manner for the great state and people, he had a photo session with them.

The defence scientists, researchers and officials, given the highest honor by the country and its people, pledged to remain true to the sacred responsibility and duty they have assumed before the Party and the revolution by further striving to attain the higher goals of strengthening the national defence capability, faithfully upholding the far-reaching intentions of Comrade Kim Jong Un with single-minded unity and loyalty. -0

 

The August Factional Incident 70 years on -special article by Dr Dermot Hudson

70 years ago on the 30th of August 1956  a plot to overthrow the leadership of the Korean revolution and overthrow the socialist system in the Democratic People’s Republic of Korea was uncovered, exposed and smashed . There is much misinformation and misunderstanding about these events which are referred by the imperialists as “the August factional incident “ .Even some on the Left and some supposed self-styled anti-revisionists lack a correct understanding of what actually happened .

What happened 70 years ago was that anti-party counter-revolutionary factionalists in the Workers Party of Korea who had the backing of big powers but  also the US imperialists  and south Korean puppet reactionaries tried to overthrow the leadership of the WPK headed by President KIM IL SUNG and bring in revisionism and capitalism . Recently the reptile media of the fascist puppet regime of south Korea lamented the failure of the 1956 August factional coup d etat saying “North Korea could have become a socialist state akin to Hungary and eventually transitioned to a fully liberalized society following the Soviet collapse.” Of course Hungary ,which I visited myself twice in the 1980s ,was once of the worst examples of revisionism in the socialist camp with its McDonalds and designer shops plus Madonna and Rambo posters openly on sale . The DPRK would not have become a so-called “ fully liberalised “ society but would have been simply annexed by the Republic of Korea(south Korea) and colonised just like the former German Democratic Republic was .

Factionalism which is essentially a reflection of bourgeois ideology and is based on individualism and careerism . It had a long history in Korea  during the 1920s the factionalists such as the Tuesday Group and ML Group wrecked the infant Korean Communist Party and caused it to be dissolved by the Comintern.

 After liberation in 1945 the factionalists found their way back to Korea and took up positions  in the Workers Party of Korea and the people’s government , biding their time , waiting for the opportunity to cause trouble .It was during the fierce Fatherland Liberation War against the US imperialist aggressors that the factionalists first showed their hand and their true nature .The Pak Hon Yong-Li Sung Yop spy clique who were agents of the US imperialist Central Intelligence Agency were exposed at a Plenary meeting of the Central Committee of the WPK. Pak Hon Yong had degenerated into a spy of the Japanese imperialists and US imperialists even before liberation .The  Pak Hon Yong-Li Sung Yop counter-revolutionary factionalists betrayed the country , caused losses in the war and  planned to overthrow the leadership. The great revolutionary leader  Marshal KIM IL SUNG smashed them and saved the DPRK from being sold out to US imperialism and turned into a colony of the US.

The WPK launched its struggle against modern revisionism in 1955. Modern revisionism had appeared in the international communist movement in the mid 50s after the demise of JV Stalin . The WPK saw the struggle against modern revisionism as being very closely tied up to the struggle to defend independence and to avoid copying other countries, or in, other words, to establish Juche. .

As Comrade KIM IL SUNG said:

"In 1955, therefore, our Party set forth the definite policy of establishing Juche, and has been persistently urging an energetic ideological struggle to carry it through ever since. The year 1955 marked a turning point in our Party's consistent struggle against dogmatism. It was also at that time, in fact, that we started our struggle against modern revisionism that had emerged within the socialist camp. Our struggle against dogmatism was thus linked up with the struggle against modern revisionism".

Comrade KIM IL SUNG in his famous and celebrated work 'On Eliminating Dogmatism and Formalism and Establishing Juche in Ideological Work' (December 28, 1955), pointed out that a faction within the WPK, on returning from a visit to the Soviet Union, had demanded that Korea should drop its slogan against US imperialism on the grounds the USSR was following the line of easing international tension. This was an early manifestation of attempts by factionalists within the WPK to spread revisionism.

It was in 1956 that things reached a very critical stage. Khrushchev had made his speech to the 20th Congress of the CPSU heralding the onset of modern revisionism (revisionists surfaced in a number of parties and tried to destroy them, for example, the CPGB) and the imperialists launched a fierce international anti-Communist campaign. Within Korea, the fascist Syngman Rhee puppet regime went wild, talking of a 'March North'. The DPRK had only just completed the post-war reconstruction and rehabilitation of the economy after the devastation caused by the war. The factionalists who had been lurking in the WPK seized the chance to try and overthrow the leadership with the backing of outside revisionists. Indeed the CPSU fraternal delegate to the 3rd Congress of the WPK (who was none other than a certain L. I. Brezhnev) made a veiled attack on the WPK leadership .Soviet and Chinese leaders visited the DPRK to put pressure on the DPRK . All the old factions combined , both 'pro-Soviet' and 'pro Chinese' . They were united by nothing else than a desire to seize power and to make People's Korea dependent on other countries.

Events came to a head in August 1956, when the factionalists tried to stage their coup under the manipulation of the great power chauvinists and revisionists. Their aim was to deny the Party's leadership role and paralyze the dictatorship of the proletariat by elevating the Supreme People’s Assembly over the party and making the Korean People’s Army an “army of the united front “ rather than an army of the party. The factionalists also wished to stamp out the revolutionary conditions of the WPK forged in the flames of the anti-Japanese armed struggle. They even intended to turn the DPRK pro-American bourgeois republic . However, Comrade KIM IL SUNG led the people to smash the anti-Party counter-revolutionary factional clique. The WPK launched internally an anti-factional, anti-revisionist struggle. Comrade KIM IL SUNG attacked factionalism and revisionism at a Party Conference on March 6 1958. Referring to factionalism, he said:

"No faction is better or worse than any other. All come from the same mould; they are all products of capitalist influence in the working class movement. And they are a poison that destroys our Party and the working class movement in Korea".

Indeed the struggle against factionalism was not only an-anti-revisionist struggle but a class struggle as well as a struggle to maintain the independence of Korea.

In the struggle against factionalism , President KIM IL SUNG had the unswerving support of the people who hated the traitors . When President KIM IL SUNG visited the then Kangson Steel Plant in December 1956 angry steelworkers said they would throw the factionalists into the electric furnace .An old lady  in Thaesong Village told Comrade KIM IL SUNG; “Premier, after all, it’s we who will win, and not the factionalist rogues, you see? Don’t worry. We support you.”

Some of the factionalist traitors fled to the revisionist USSR  and to China. When the USSR finally collapsed in 1991 , some of the factionalists who had lived in the USSR  became agents of the south Korean puppet regime , a sorry end indeed but its just goes to show where revisionists and liberals end up !

As President KIM IL SUNG wrote in his autobiographical reminiscences “With The Century “ "Traitors to the revolution also appeared during socialist construction in our country after the war. Choe Chang Ik, Yun Kong Hum, Ri Phil Gyu and others attempted to place obstacles in the way of our people’s forward movement. Having failed to realize their factional scheme, they chose to betray the Party and their motherland. As they dropped away, our revolution made a fresh upsurge and ushered in the era of Chollima. Since then the world has called our country Chollima Korea”

Had the August 1956 factionalist traitors not been defeated the DPRK would not exist today , it as simple as that . By establishing Juche  , by defeating the factionalists and flunkeys and the revisionists  the WPK under the guidance of President KIM IL SUNG and Chairman KIM JONG IL  was able to build an independent power , a socialist paradise , a state that is independent , self-sufficient and self -defensive . The DPRK not only industrialised and improved living standards but became a nuclear power of Juche and an ICBM power .Thanks to the smashing of the factionalists in 1956 the DPRK became the best ever socialist country .

The British Group For the Study of the Juche Idea and Korean Friendship Association of the UK (KFA UK ) issued the following joint statement on the 160th  anniversary of the sinking of the US pirate ship the "General Sherman ":
   

 It is a 160 years since the patriotic people of Pyongyang led by Kim Ung U , the great grandfather of the great leader President KIM IL SUNG,sunk the US pirate aggressor ship "The General Sherman "on the River Taedong.This was a just patriotic act to repel the invasion of the US imperialists.The "General Sherman "had sailed up the River Taedong with the aim of looting and plundering Pyongyang but the heroic struggle of the people led by Kim Ung U thwarted the imperialist Yankees in their tracks.
   The intrusion of the "The General Sherman " into Korea was the precursor for over a 100 years of US aggression against Korea and her people. The US imperialists have divided Korea and turned south Korea into their complete colony . The US imperialists are oblivious to the fate of the "General Sherman" and continue to try and threaten People's Korea . The US should learn from the fate of the "General Sherman " and end their hostile policy towards the DPRK .

August 28 is the Youth Day.

On this occasion, all the people across the country warmly congratulate our reliable young people who are writing a new heroic chapter in the course of development of Korean youth movement by working miracles and innovations in the sites of socialist construction.

DPRK Government Adjusts Diplomatic Relations with UK to the Level of Chargé d'affaires

The UK government committed a political provocation of including the Songdowon International Children’s Camp on the list of sanctions against Russia on an unfair and groundless excuse in May.

In this regard, the government of the Democratic People’s Republic of Korea took action to lower the level of diplomatic relations with the UK to that of chargé d'affaires, as a part of the former’s diplomatic countermeasure it announced earlier.

Recalled DPRK ambassador to the UK will be transferred to another duty.

Deep Trust

  The magnificent and modern Jonwi Street is at the northern gateway to Pyongyang, the capital of the Democratic People's Republic of Korea.

  It is a large architectural group of the iconic 80-storey apartment house and other high-rise and super-high-rise apartment houses of diverse styles and public buildings. It was built by young people only in one year's time.

  On February 25, 2023, the respected fatherly Marshal Kim Jong Un gave the young people a huge task of building a new street.

  Coming out to the venue of groundbreaking ceremony, he broke ground first to signal the start of the project and gave strength and courage to the young people, saying they should become performers of feats and victors in the capital city construction.

  That day, he ardently called for struggling courageously for the great honour of the Korean youth, for the eternal prosperity of our socialist state and our capital city of Pyongyang before awarding the flag of the Paektusan Hero Youth Shock Brigade.

  Looking at the reliable and presentable young people at the venue of the groundbreaking ceremony, he said they will have the youthful pride and honour of having shed precious sweat for the capital city construction just like the generations of their grandfathers and grandmothers, fathers and mothers and they will record in their autobiography the stories about their merits, in which they can be proud of their capital city, their Pyongyang.

  His trust served as the motive force that enabled the young people to fully display their spirit and valour in the construction of the new street.

  Encouraged by his love and trust, the young people could wonderfully complete the huge project of building Jonwi Street in a short period.

  Lecturer Kim Hui Yon at the Korean Revolution Museum said Marshal Kim Jong Un participated in the inaugural ceremony of the new street and spoke highly of merits of the young people, and continued:

  "On May 14, 2024, the fatherly Marshal Kim Jong Un took part in the inaugural ceremony of Jonwi Street, met the young innovators who performed labour feats in the construction of the street and highly appreciated their efforts. 

  He said it is the greatest pride incomparable to anything for the party making a revolution to have its reliable successors and reserves. Certain is the victory of the cause of building a powerful socialist country thanks to the large contingent of the passionate young people who are faithful to the call of the country and to the society and collective and devoting themselves to the future."

  The deep trust of Marshal Kim Jong Un in the young people represents his profound intention to train them as vanguard fighters and genuine successors to the revolution who would powerfully shoulder the revolution.

  The young people lead a worthwhile life as patriotic youth in the Democratic People's Republic of Korea.

  The respected fatherly Marshal Kim Jong Un leads them to glorify the honour of patriotic youth, showing his love for and trust in them.

  When he visited the construction site for damage rehabilitation in North Phyongan Province on November 4, 2024, he beamed all over his face, looking at the dwelling houses being built by young builders.

  Looking round the construction sites that day, he highly praised the youth shock-brigaders for their efforts, saying they were said to have completed the frameworks of dwelling houses in two months and they had done a great work.

  Lecturer Kim Sol Hui at the Korean Revolution Museum said that in August that year Marshal Kim Jong Un, in his speech made at the departure ceremony of the Paektusan Hero Youth Shock Brigade to be dispatched to the sites for damage rehabilitation of North Phyongan Province, encouraged the young people to demonstrate the dignity, stamina and valour of the honourable Korean youth, saying that about 300,000 young people volunteered to work at the rehabilitation sites in response to the decision of the Workers' Party of Korea. She continued:

  "At that time our young people left for the northwestern area of the country upon the speech of encouragement made by the respected fatherly Marshal Kim Jong Un.

  Marshal Kim Jong Un visited the construction sites where the young people were working and highly praised them for their merits and innovations.

  He said the height of a structure is not based merely on engineering and dynamic calculations, but determined by that of our ideal and confidence that we can realize it without fail. The structures built there are a crystallization of the boundless loyalty and patriotism of our young people supporting the Party."

  The Korean young people regard the trust and love of Marshal Kim Jong Un as their greatest honour and work miracles and perform feats in their workplaces.

One day in January 2016 the respected Comrade Kim Jong Un called at the Youth Movement Museum.
Looking at the full-length statues of the great leaders Kim Il Sung and Kim Jong Il among youth and children in the Introduction Hall of the museum that day, he said with great pleasure that it represented really well our society where the leader and the masses form a harmonious whole.

He also said the core of the history of leadership of the youth movement by the great leaders is that they firmly believed in the young people and always held them up as heroes of the era and that elated by the trust and love, the Korean young people could cover the glorious road while glorifying those chronicles of the revolution with heroic merits and proud victories.
After a while, he stressed that in order to advance the revolutionary cause of Juche along the road of victory and glory it is necessary to have the noble outlook on the future and coming generations and hold fast to the idea of attaching importance to the youth as an immutable strategic line as the great leaders did.
All the countries regard it as a very important issue to solve the youth problem correctly as it is decisive of the prospects of the revolution and the future destiny of the country.
With the firm will that when the young people are robust, the Party and the State become powerful, Comrade Kim Jong Un has considered the youth issue to be the most important of state affairs and ushered in a new heyday of the Korean youth movement.
Under his loving care, the Korean young people are fully demonstrating their wisdom, passion and spirit, keeping deep in their hearts the worthwhile dignity and honour of the Korean youth.

  One day in September 2016, he visited the Medical Oxygen Factory and said with great pleasure that it is a factory intensively showing the outlook of the WPK on the people and its spirit of making selfless, devoted efforts for the good of the people that stars should be plucked from the sky and flowers be grown even on the rock for them.

  Once, he covered a long and rugged road to call on the people in the typhoon- and flood-stricken areas, saying they were waiting for him, looking at the sky of Pyongyang, and that the people left homeless were waiting for him in the rainstorm.

  He is making painstaking efforts only for the people's happiness day and night, rain or shine.

  That's why all the Korean people say they are living a happy life under his loving care.

Recently, the U.S. Department of State decided to sell the ROK AIM-9X Sidewinder air-to-air missiles, the latest ultra-modern tactical missile currently operated by the U.S. army and which can be used to attack ground targets, and their related equipment worth 125 million US$.

Earlier, it announced its plan to allot millions of U.S. dollars to the "human rights" smear campaign in order to create conditions favorable for grasping so-called "human rights situation" in the DPRK and gathering information about the DPRK.

The above-said acts are another case proving the persistence and sequence of the U.S. hostile moves to add a new threat to the security sphere of the DPRK and create instability in the social system of our state.

This year alone, the U.S. approved the sale of various lethal equipment worth an astronomical sum of money, including the latest air-to-air missiles, new-type helicopters for naval operation, attack helicopters and precisely guided bombs, encouraging the ROK to boost its capability to fight a war.

Now that the military integration of the U.S. and its allies is being accelerated in the Asia-Pacific region, we can not overlook the adverse effect of the U.S. sale of its weapons to the ROK on the regional security environment.

The reality clearly proves how actively and zealously the U.S. is trying to expand the new threat to the DPRK.

We once again and clearly recognized the expression of the U.S. open attitude to be always hostile to the DPRK.

The DPRK is well aware of the reality that there always exists outsiders' malignant attempt and threat to the DPRK's security and its political stability, and will make a serious, immediate and powerful response to the hostile acts in different spheres. -0-

Crime of Japan, Sworn Enemy of Korean Nation

Pyongyang, August 26 (KCNA) -- Even after their defeat, the Japanese reactionaries persistently pursued the heinous hostile policy toward the Korean people, oppressing the Koreans in Japan and mercilessly violating their human rights.

After their defeat, the Japanese reactionaries enacted and promulgated the "decree on foreigner registration" aimed at registering and oppressing all Koreans in Japan, which accounted for 90 percent of foreigners, and forcibly expelling them if necessary.

As a result, the Japanese reactionaries, who laid the foundation for indiscriminately oppressing Koreans in Japan at will, committed such cruel human rights abuses as monitoring and disturbing their residence, entry and exit under unreasonable pretexts.

Koreans were harassed or killed under the pretext of "stowaway crackdown". In 1946, they arrested more than 26 000 Koreans and imprisoned them in camps in Kyushu area. Not content with subjecting them to all sorts of insult, the reactionaries killed hundreds of Koreans from April to August that year.

The Japanese reactionaries massacred Koreans in Japan by charging them with "violation of registration decree." On September 7, 1947, a Japanese gang in Kitami City, Hokkaido, at the instigation of the government, attacked more than 40 Koreans with clubs, daggers, etc., killing two and seriously wounding five.

Such atrocities continued later.

In the 1960s Koreans were killed in Omiya City, Saitama Prefecture, Tenri City of Nara Prefecture, etc.

Japan's frantic chauvinistic moves against the Korean people, including the vicious atrocities the Japanese reactionaries committed by raiding and destroying the dwellings of Koreans in Japan, are countless. -0-

Fourth Enlarged Meeting of Political Bureau of Ninth Central Committee of WPK Held

Pyongyang, August 26 (KCNA) -- The Political Bureau of the Central Committee of the Workers' Party of Korea convened its fourth enlarged meeting on August 25 to take more political and practical measures for guaranteeing the successful implementation of the major policy tasks for 2026, the first year for implementing the new Five-Year Plan set forth by the historic Ninth Congress of the Party.

The enlarged meeting of the Political Bureau underlined the need to set a clear goal and orientation of the struggle and secure a scientific and efficient guarantee for bringing about certain attainment, now that the valuable successes, achieved by strenuous efforts, are being accumulated and the plans, greater than the past, are being worked out.

The enlarged meeting of the Political Bureau recalled the character and significance of this year's struggle, which is crucial for successfully attaining the gigantic long-term goals set forth by the Party Congress, and stressed the need for the Cabinet, the State Planning Commission and other economic guidance organs and the policy-oriented guidance departments of the Party Central Committee to display extraordinary responsibility and high prudence.

'20x10, the Korean Leap into Communism'-article by Alan Bolon originally published in "People's Korea Today "

On January 15, 2024, the 20x10 Regional Development Policy was adopted for implementation during the 10th Session of the 14th Supreme People's Assembly of the Democratic People's Republic of Korea ( DPRK ).

However, the formal legislative adoption of this massive, long - term undertaking by the DPRK's highest parliamentary body was preceded by several years of experience - dating back to 2021 - gained through the initial successful implementation of regional socio - economic development policies.

The administrative unit corresponding to Kimhwa County in Kangwon Province is located at the southernmost tip of the DPRK, right along the border with South Korea. Kimhwa County is a predominantly mountainous region characterized by unfavorable terrain and agricultural soils with very poor growth potential; cultivated land accounts for only 9.04% of the province's total area. The region has historically suffered from limited economic development and harsh weather conditions, including frequent, destructive downpours - such as those that struck in September 2020, causing extensive damage and flooding residential areas, and necessitating the intervention of the Korean People's Army to clear debris and address the inundation. Nevertheless, these adverse natural conditions did not deter local authorities from seeking ways to improve the region's economic standing and its overall importance to the country.

In March 2021, during a seminar for the first secretaries of the Workers' Party of Korea's city and county committees in Kangwon Province, a new experimental direction for regional policy was established - grounded in the principles of the Juche idea, the practical application of which entails subordinating everything to the well - being and development to the man as a master of everything and who is decides everything, regardless of difficulties or obstacles. This initiative laid the groundwork for the subsequent nationwide 20x10 Policy, opening up new opportunities and prospects for the region.

The experiment - which involved gaining experience by establishing regional industrial plants in Kimhwa County and operating them in a manner tailored to the area's specific conditions - was a complete success, yielding positive socio-economic results. The investments proved efficient and low - cost relative to their profitability and the outcomes achieved. The experience gained served as the foundation for the work of the central - level socialist economic planning team in preparing the comprehensive 20x10 regional development policy program, which entails constructing similar, modern local industrial plants in cities and counties across the entire country.

Thus, the concept of the 20x10 Regional Development Policy was born. It set an ambitious goal: to establish regional economic complexes - complete with the necessary social and living amenities - across 200 cities and counties of the DPRK. The undertaking was structured as a ten - year initiative ( spanning two five - year plans ), targeting the completion of facilities in 20 cities and counties annually. The primary objectives of this policy are to transform all regions into ideal living environments - places that uphold family values, reflect local traditions and culture, and integrate the local economy by skillfully linking social factors with production infrastructure.

Upon launching the major 20x10 regional development program, the DPRK government - drawing on the experience gained in Kimwha - established higher standards for all aspects of the projects being implemented. These elevated standards and requirements are reflected in the social sphere through the creation of more sophisticated architectural styles and a new level of modernization. The new residential developments feature a 'house -and - garden' model for single - and multi - family dwellings, offering a usable floor area of ​​over 100 square meters. These bright, spacious homes - which incorporate regional architectural styles and include private gardens, verandas, and entry porches - are provided to local residents for free.

Proximity to the workplace and comfortable living conditions significantly boost productivity and serve to bind the local population to the regional community and industry. This makes it possible to retain the local workforce for the benefits of regional development and lay a solid foundation for a future workforce - one that gains genuine experience where they live and work. It also creates conditions allowing people working in their own region to become conscious agents who shape their environment according to their own needs and aspirations. Here, the concept of the human being as a creator of social life - a tenet of the Juche philosophy - is put into practice. A conscious individual - independent and creative in pursuing life and career aspirations within their own community - is someone who finds fulfillment in every sphere of life. This factor is crucial, as the focus on social and living conditions reflects a principle rooted in the social development of the human being as a collective entity - a principle the capitalist system of exploitation can never grasp, given its tendency to generate social divisions and alienate people from their work.

In the economic sphere, the development of regional industrial facilities involves the gradual introduction of new solutions based on innovative and creative approaches, avoiding any mechanical imitation of existing factories. Here, creativity - as a feature of the social being - finds full expression in bold socialist planning projects aimed at human well - being. Socialist planning entails a broad, holistic view of production and consumption - activities carried out by people and for people, rather than for the profit of select capitalist classes. Reducing transport costs and improving the utilization of raw materials and energy through regionally located industry operating at optimal efficiency levels are the objectives of the 20x10 Regional Development Policy.

As part of the 20x10 Regional Development Policy, alongside factories and manufacturing plants producing local goods based on local raw materials and capabilities, three universal elements - derived from social and economic needs - have been identified for implementation across all projects. These are: a residential complex featuring a recreation and leisure center that also includes a school and kindergartens; a grain warehouse; and a hospital.

The leisure and recreation complex being built in each region centers around a public electronic library accessible to residents. These centers also house cinema halls, hair and beauty salons, restaurants, and shops. While the core concept remains consistent, the specific implementation varies to reflect regional characteristics - drawing on local traditions and culture - as well as the unique needs of the local community. Yet, the ultimate goal is singular: to create optimal conditions for active post - work leisure without the need for long-distance travel. Retail and service offerings - ranging from stalls featuring local food products, handicrafts, and art to health and beauty salons - aim to maximize comfort during leisure time and comprehensively meet consumer needs, while also fostering regional growth by reinvesting profits into local development. The sports and recreation complex offers a wide array of athletic and cultural activities; through its operations, it promotes active learning, fulfills cultural needs, and enriches the community's cultural life.

The grain warehouse serves as a key facility in the agricultural supply chain, acting as a collection point for local crops - such as cereals and rice - equipped with state - of - the - art technology and electronic systems. It is not merely a storage site but an integrated facility where harvested grain undergoes drying, storage, and processing. The drying process for cereals and rice is fully automated and managed by an electronic control system that selects optimal parameters - including temperature and humidity - and ensures sanitary sterilization to prevent grain contamination by insect pests or external pollutants. These warehouses play a vital role in the planned distribution and regional storage of staple food grains, serving as a link within the national grain management network connecting rural areas with the collection and processing centers located in major cities.

The third element is healthcare. Under the 20x10 Regional Development Policy, this is implemented through the construction of modern hospitals in cities and counties, aiming to protect residents' lives and safeguard their health. Here, too, one can see the wisdom of socialist planning - a wisdom and farsighted foresight that not only guarantees everyone access to free, high - quality healthcare but also ensures - through projects scaled to local needs - maximum functionality in medical equipment, prioritizing practical use and eliminating the waste of financial resources. The healthcare policy within the 20x10 program also introduces a new element: local first - aid points in small villages and settlements, serving as an intermediary between larger hospitals and medical clinics. Thanks to this regional policy on health services, a foundation has been laid for better utilizing local medical personnel, offering them opportunities for professional specialization and career growth right where they live, without the need to leave their home villages for academic centers in larger cities.

A new specialty of the DPRK, which emerged and developed under the 20x10 Regional Development Policy, is so - called: 'marine agriculture' or 'seaside farms'. Seaside farms and aqua - agriculture facilities in Sinpho and the Rangwon region supply the local and national markets with a wide range of seafood products, such as fish, seaweed, shellfish, and shrimp. Seafood processing is also expanding at these regional marine farms; local raw materials are used to manufacture various finished products, including canned fish, seaweed pastes, and frozen, pre - packaged fish dishes.

In mountainous regions with access to geothermal hot water sources, massive 'green farms' - facilities cultivating vegetables and fruits in greenhouses - are being built to harness the region's natural potential. Here, under constant supervision, plants yield abundant harvests thanks to optimal temperatures and humidity levels, regardless of external conditions that might otherwise be unfavorable for vegetable growth. Fresh cucumbers, lettuce, or tomatoes in the dead of winter are nothing unusual - not only for local residents but also for major cities, including Pyongyang. It is precisely thanks to the 20x10 Regional Development Policy that a year - round supply of fresh produce is secured from farms that- in the past - could not even have been envisioned in such geographically and environmentally challenging areas. This stands as proof of how the Juche idea, with its world - transforming power, breaks down every barrier and obstacle on the path to realizing full human independence in all spheres of life.

The implementation of the 20x10 Regional Development Policy contributes to eliminating development disparities between rural provincial areas and urban centers. This program embodies the wisdom and superiority of socialist economic planning - specifically, the skillful integration of the human factor with economic principles to achieve sustainable development. It grounds this growth in the specific local potential and regional characteristics, aligning them with the broader national economic plan so that all elements of the regional economy harmonize and cooperate dynamically.

The organic whole formed by all investments within the regional economy - as fostered by the 20x10 Regional Development Policy - strengthens the relationship between production and consumption. This is achieved by closely linking industry ( geared toward regional potential ) with the agriculture that supplies it - specifically in the realm of agro - processing and the production of goods for the regional population - while also embracing the concept of self - sufficiency by having local industry supply the means for agricultural production itself, including basic farming tools.

The implementation of the Regional Development 20x10 policy in the DPRK, under the leadership of the Workers' Party of Korea and Marshal Kim Jong Un, fosters the broad - based development of residents across all regions - promoting balanced territorial growth and an expansion of economic potential that is inextricably linked to the social advancement of every individual working within the collective. Through this policy, the residents of the DPRK’s cities and counties are steadily improving their living standards and building local prosperity, thereby strengthening the overall national potential of the people of the Korea of Juche. Building People’s Korea into an Invincible Military Power -special article for the 66th anniversary of the start of the leadership of Chairman KIM JONG IL to the revolutionary armed forces

It was on the 25th of August 1960 that  Chairman KIM JONG IL,with President KIM IL SUNG,  visited the Seoul Ryu Kyong Su Guards no 105 Tank Division of the Korean People's Army (KPA), which marked the start of the revolutionary leadership of Chairman KIM JONG IL  over the  revolutionary armed forces of the Democratic People’s Republic of Korea (DPRK)  It was a significant start to a long journey to build the DPRK into an invincible military power under the banner of the Songun (military-first) politics in order  to firmly defend the destiny of the country, people and socialism.

Comrade KIM JONG IL put his heart and soul into guiding the work of building the revolutionary armed forces of People’s Korea  .  From the year 1960 to 2011, the great leader  comrade KIM JONG IL  visited 5,200 military units regardless of the weather , sometimes travelling up difficult and steep mountain roads or riding the raging waves to visit KPA units on far-flung islands . He even visited Panmunjom where the front-line between imperialism and socialism exists .Comrade KIM JONG IL climbed the steep Chol Pass 18 times.

  

Comrade KIM JONG IL  worked to build the revolutionary armed forces to be strong not only in weaponry and technique but in ideology . Comrade KIM JONG IL ensured the party’s leadership over the revolutionary armed forces was solidified and that the monolithic ideological system was established . On the 25th of August 1960 comrade KIM JONG IL put forward the slogan “Let Us Defend with our very lives the Party Central Committee Headed by Respected Comrade KIM IL SUNG !”

The US imperialists committed many provocations against People’s Korea such as the 1968 “Pueblo “incident when the armed spy ship of the US imperialists infiltrated deep into the territorial waters of the DPRK , the 1969 EC121 spy plane intrusion and the 1976 Panmunjom incident. In these incidents comrade KIM JONG IL made sure that the DPRK revolutionary armed forces held to the militant anti-imperialist line and thwarted these heinous provocations of the US imperialist reactionaries.

In the 1990s the DPRK suffered not only the loss of the great leader President KIM IL SUNG but also consecutive years of natural disasters , the collapse of the world socialist market and the sanctions of the imperialists . World imperialism headed by US imperialism hoped that by putting pressure on the DPRK they could make it collapse or at least force the DPRK into the treacherous swamp of “reform “ and “opening up “ .

Comrade KIM JONG IL visited visited the Takabasol(Dwarf Pine tree) army post on New Years Day 1995 and declared   that the DPRK was at the crossroads , that they could either live under independent socialism or become colonial slaves of the imperialists . The DPRK under Chairman KIM JONG IL ‘s leadership rejected the so-called New World Order of Bush , Blair , Clinton and the imperialists . To counter the imperialists, comrade KIM JONG IL implemented the Songun (army first politics ) .

The KPA was built up as a powerful invincible revolutionary armed force of Juche . The DPRK became a nuclear power . In October 2006, nearly 20 years ago , the DPRK carried out its first nuclear test shaking the imperialists ! 

Thus the journey of leadership over the revolutionary armed forces of People’s Korea that began on the 25th of August 1960 ended with the DPRK becoming an invincible military power of Juche !

The great cause of regional development led by the Workers’ Party of Korea is turning a barren land into a paradise, bringing into reality the ideal society of our people.

Two years ago, the area of Wihwa Island was literally reduced to ruins by a devastating natural disaster.

Respected Comrade Kim Jong Un unfolded a grand blueprint for turning Wihwa Island into a new model of regional development, the very place that had been littered with sand dust brought by strong wind from the river and natural disasters each year, and energetically guided the gigantic regional development project.

He visited the construction sites on the island several times to learn about the construction status and to acquaint himself with the relevant long-term plans, corrected some deviations, and transformed the area into an ideal farm city in the new era.

In a short span of only two years, different types of modern greenhouse blocks and vegetable culture research centre were built in the area, accompanied by an array of modern dwellings and various entertainment facilities against the backdrop of a beautiful green landscape characteristic of the place.

In terms of modernity, development, profitability and architecture, the greenhouse farm has taken another step forward compared to other greenhouse farms that had been built in different parts of the country.

In the gloomy days when the dark clouds of national ruin hanged heavily over our sky, President Kim Il Sung shouldered the destiny of the nation. He aroused the entire nation to a pan-national resistance with the Korean People’s Revolutionary Army at its core, defeated the brigands of Japanese imperialists and ultimately brought about the balmy spring of country’s liberation.

He set forth the idea of self-reliant independence as he set out on the road of revolution and waged an indomitable struggle true to the spirit of making the Korean revolution by Koreans themselves, leading the unprecedentedly arduous anti-Japanese revolutionary war to victory.

Japan Will Perish in Flames of Neo-Militarism: KCNA Commentary

Pyongyang, August 24 (KCNA) -- Dignitaries again flocked to the Yasukuni Shrine on the day of Japan's defeat.

High-ranking politicians of Japan, buoyed up by the wild ambition for continental aggression, frequent there on different occasions every year. It is the fact well known to the world already that what they seek is just to secure a spiritual pillar for proactively supporting their militaristic policy.

But this time the gravity of the issue is further highlighted by the group visit assuming so unusual colours.

Prime Minister Takaichi, who had made an offering to the shrine on August 15, made a bow toward the shrine, on her way to the national mourning ceremony for the war dead. She was not far from the shrine at that time.

It is something rare to be seen that the incumbent prime minister made a bow toward the shrine on the day of defeat.

As foreign media commented it as "remote tribute" and "a quarter of a step forward to pay visiting tribute," it is not difficult to see Takaichi's militaristic ambition that has gone to extremes.

Since its emergence, the Takaichi regime has pursued such extremely dangerous military policy, never to be seen in the preceding regimes, as deployment of preemptive attack weapons indispensable for launching reinvasion, modification of the "Three Principles on Transfer of Defence Equipment and Technology" and its guidelines and attempted revision of the "Three Non-Nuclear Principles" for arming itself with nuclear weapons.

By paying such "surprise tribute" in that context, little short of visiting tribute, Takaichi has openly revealed her intention to actualize the "long-cherished desire" for overseas expansion at the earliest date by rendering the social atmosphere of supporting reinvasion strong enough to facilitate the war preparations being accelerated by the present regime.

No wonder, she neither spoke any words of reflection on Japan's history of aggression nor made no-war pledge in her address to the so-called national ceremony for mourning the war dead she attended after her "tribute" to the shrine.
