Speech of Dr Dermot Hudson to the Online Meeting 15.01.2024 about the 9th Plenum of the Central Committee of the Workers Party of Korea.



I think it is very important to hold this online meeting because , firstly because , there the decisions and deliberations of the 9th Plenum of the 8th Central Committee of the Workers Party of Korea are of great importance because they chart the path towards the future ,secondly , firstly various so-called ‘north Korea experts’ have been trying to spread all kinds of rumours, conjecture , distortions and speculation about decisions on certain issues particularly the reunification question , thirdly the situation on the Korean peninsula is tense with war clouds looming. Recently a hostile anti-DPRK claimed , with little hard evidence , that ‘ Kim Jong Un has made a strategic decision to go to war’ . Of course if attacked the DPRK would not only defend itself but would retaliate and also launch an operation to liberate south Korea . Only two weeks ago the south Korean puppets falsely and maliciously accused the DPRK  of shelling frontline areas in the West  Sea.We should not indulge in speculation or conjecture like some of the enemies of People’s Korea are doing but we should not be blind to the fact that a very serious situation exists on the Korean peninsula and that the outbreak of a war is distinct possibility and we in KFA UK and other KFA branches will need to ready to give stand shoulder with the  DPRK and KPA .


I will return to the issue of the DPRK’s reunification later in the presentation but would point out that the statement of comrade Kim Yo Jong, vice -department director of the Central Committee of the Workers Party, that was titled’ "New Year message to the president of the Republic of Korea" which was made on the 2nd of January adds further clarification to the DPRK’s position on south Korea and reunification . 


The plenum of the Central Committee of the WPK is obviously an event of great importance and significance because the WPK is the organiser and guide of the Korean people and the supreme general staff of the Korean revolution. The decisions of the WPK Central Committee plenum have a great impact not only in the DPRK but across the world .


 

Let’s look at the 9th Plenum and its decisions ;

From the 26th of December to the 30th of December the 8th Central Committee of the Workers Party of of Korea(WPK) held its 9th plenary meeting in the presence of respected Marshal KIM JONG UN the general secretary of the WPK was held in Pyongyang ,the revolutionary capital of the Democratic People's Republic of Korea (DPRK ). The meeting was attended by members of the Central Leadership organs of the WPK as well as officials of ministries and regional officials of the WPK . At the meeting the results of the past year of struggle were reviewed and clear cut guidelines for work in the coming were set down .


Firstly , the 9th plenum meeting reported the stunning progress made by the DPRK in the past year . Significant progress has been made in advancing towards the 12 goals of national economic development  The report stated that “ The 12 goals for the national economic development were all attained with 103 percent of grain production, 100 percent of electric power, coal and nitrogenous fertiliser, 102 percent of rolled steel, 131 percent of nonferrous metal, 109 percent of logs, 101 percent of cement and ordinary cloth, 105 percent of marine products, 106 percent of railway freight transport and 109 percent of houses under construction. And the overall economy witnessed clear production growth, including 220 percent of motor production, 208 percent of transformers, 121 percent of bearings, 140 percent of electric zinc, 121 percent of lead, 113 percent of paper, 110 percent of salt, 109 percent of cosmetics, 100 percent of flat glass and 104 percent of magnesia clinker, and plan discipline was established.


Compared with the total growth of the economic sector in 2020, the previous year of the 8th Party Congress, the production of important indices largely went up in 2023 by raising the production of iron trioxide 3.5 times, pig iron 2.7 times, rolled steel 1.9 times, machine tools 5.1 times, cement 1.4 times and nitrogen fertiliser 1.3 times and the GDP grew up 1.4 time"


Moreover  “The report estimated the over-fulfillment of the goal of grain production, the dominant height of decisive significance in the overall economic development and the guarantee of people's living, as the most precious and valuable success achieved in the economic work for 2023.”


Two notable things stand out in regard to the above . Firstly, the agricultural production has increased by 3 percent compared to the previous year and in fact has been over-fulfilled . This proves that fairy tales about famine and starvation are untrue. Secondly , GDP grew by 40 per cent , an astounding rate . This works out at about 13 per cent per annum , now compare this to a 0.3 per cent increase in GDP in the UK in November 2023  and a 2.56 percent increase in GDP for south Korea . Thus a number of myths are smashed ; for example that the DPRK is in chaos and decline due to the sanctions and the global pandemic , that south Korea has a higher rate of growth than the DPRK and others . It shows that socialism works and that Juche and self-reliance work.


Secondly , the meeting decided to increase the sense of responsibility in implementing the socialist policy for school children . Marshal KIM JONG UN stressed the importance of supplying school bags and other items to schoolchildren.


 The meeting set down lines and directions for dealing with south Korea and the US .This has attracted  considerable attention from the Western mainstream media and so-called ‘north Korean experts ‘ who are in reality overpaid bourgeois pseudo -academic elitists . There is much talk that the DPRK has abandoned the goal of reunification with south Korea. What was actually said ?.


Marshal KIM JONG UN  laid down a tough and uncompromising  stand that should be taken towards both the US imperialists and the south Korean puppets . He had stern words for the south Korean puppets ; "South Korea at present is nothing but a hemiplegic malformation and colonial subordinate state whose politics is completely out of order, whole society tainted by Yankee culture, and defence and security totally dependent on the U.S." 


This is a correct analysis of south Korea and it is one that should be widely publicised to the broader anti-imperialist and progressive movement . Too many on the Left have illusions about south Korea just like they  fail to see through the Ukrainian Nazi regime .No doubt if push comes to shove on the Korean peninsula we will see the Trotskyites and liberals telling us to support south Korea . We need to shout it out loud that south Korea is a puppet regime  and a colony .


It is also important for us to grasp the fact that it does not matter what the colour of a particular regime in the south of Korea . As Marshal KIM JONG UN pointed out that “ If there is a common point among the "policies toward the north" and "unification policies" pursued by the successive south Korean rulers, it is the "collapse of the DPRK's regime" and "unification by absorption". And it is clearly proved by the fact that the keynote of "unification under liberal democracy" has been invariably carried forward although the puppet regime has changed more than ten times so far.”


The above is indeed very true . I would add my own view that in fact different south Korean puppet regimes whether military or civilian, whether ‘liberal ‘ or ‘conservative ‘ simply represent different factions or trends within the south Korean comprador ruling class . As comrade KIM JONG UN pointed out the thing that all the rulers in south Korea have in common is that they believe in overthrowing the socialist system in the DPRK and absorption of the DPRK or its annexation , similar to what happened to the old GDR . For many years south Korea was ruled by the most despotic fascist regimes but from the late 1990s there were some periods in which you had supposedly ‘liberal ‘ regimes such as those of Kim Dae Jung , Roh Moo-hyun and more recently Moon Jae In . On the surface their approach to both south Korean politics and inter-Korean relations was radically different  to the previous fascist regimes . However this was superficial . In fact all three did not try to expel the US troops from south Korea and did not  abolish the ‘National Security Law ‘ . They were also very anti-communist . Under these regimes in south Korea various inter-Korean agreements and deals with the DPRK were signed such as the declarations and statements in  2000, 2007 and 2018 . Such agreements actually achieved virtually nothing in practice . For example I visited Panmunjom where the DPRK and south Korea confront each other . in August 2017 and then in October 2019 after the 3 inter-Korean summits of 2018 and the DPRK-US summits of 2018 and 2019  and you know something I could not see any difference.


Worse still such regimes tried to use inter-Korean exchange and dialogue as a means  to infiltrate capitalism into the DPRK and restore capitalism .It is indeed fortuitous that the DPRK nationalised the Kaesong Industrial Park once south Korea pulled out of it 


 From now on the  DPRK will regard south Korea as the enemy and will not seek reunification with it .


The DPRK will no longer try to engage in dialogue with south Korea  as it is a waste of time .  As respected Marshal KIM JONG UN said  “I think it is a mistake we should no longer make to regard the clan, who publicly defined us as the "principal enemy" and is seeking only the opportunity of "collapse of power" and "unification by absorption" in collusion with foreign forces, as the partner of reconciliation and reunification.


It is not suitable to the prestige and position of the DPRK to discuss the issue of reunification with the strange clan, who is no more than a colonial stooge of the U.S., just because of the rhetorical word the fellow countrymen”


So does this mean that People’s Korea has abandoned the aim of reunification ? My opinion and interpretation the answer is no ! What the above quotation says is that the DPRK will not try to discuss the issue of reunification with the south Korea puppet regime. I think this is a very correct standpoint . Marshal KIM JONG UN pointed that “For a long period spanning not just ten years but more than half a century, the idea, line and policies for national reunification laid down by our Party and the DPRK government have always roused absolute support and approval of the whole nation and sympathy of the world as they are most just, reasonable and fair.”


What is actually being referred to in the above quotation is the 1972 north-south joint statement which laid down the principles of reunification on the basis of independence , peace and national unity . Prior in 1971 talks between the Red Cross societies of the DPRK and south Korea took place . So to me the implication is that the DPRK will return to the pre 1971 position on reunification . Basically before that the DPRK, whilst not ruling out peaceful reunification, believed that reunification could either be achieved through a successful revolution in south Korea or through war . In a speech to the 8th Plenary meeting of the 4th meeting of the 4th Central Committee of the Workers Party of Korea on the 27th of February 1964 that was titled “Let Us Strengthen the Revolutionary Forces In Every Way So As to Achieve the Cause of Reunification President KIM IL SUNG said that there were three revolutionary forces for the reunification of Korea were firstly the revolutionary forces in the northern half of Korea ,the revolutionary forces of south Korea and the international revolutionary forces . Later in 1968 President KIM IL SUNG pointed out that the DPRK’s position on peaceful reunification had “ nothing to do with any compromise with the nation’s enemy or with the so-called ‘theory of peaceful transition from one social system to another “. 


I am seeking confirmation from Korean comrades in the Korean Association of Social Scientists  , the DPRK Embassy and the Korean Committee for Cultural Relations with Foreign Countries as to whether the DPRK has in fact adopted the ‘one system ,one country ‘ policy as opposed to the ‘two systems, one country ‘ approach . However ,on the 13th of January KCNA referred to south Korea as ‘the southern half of the Republic ‘


Marshal KIM JONG UN stated “ We should consistently adhere to the anti-U.S. and anti-enemy struggle principle of power for power and head-on contest and pursue the high-handed and offensive toughest policy. "and put forward different tasks in the field of the military as well as foreign affairs .


The DPRK will launch 3 more military reconnaissance satellites this year. Adequate war preparations will be made including the work of strengthening civil defence as well as enhancing the combat capabilities of the Worker-Peasant Red Guard ,the mass civilian militia of the Workers Party of Korea .


To conclude, the 9th Plenum of the Central Committee of the Workers Party of Korea has laid down the correct lines and policies for the coming year and for the victory of socialism and communism . May  we see the flag of the DPRK again fluttering over Seoul !
