13th Session of 14th Supreme People's Assembly of DPRK Held

 

Pyongyang, September 22 (KCNA) -- The 13th Session of the 14th Supreme People's Assembly of the Democratic People's Republic of Korea took place at the Mansudae Assembly Hall on September 20 and 21.

The session was convened at a time when all the people of the country are further accelerating the general advance to successfully complete all the tasks of the five-year plan for national economic development set forth by the historic Eighth Congress of the Workers' Party of Korea and greet the 80th founding anniversary of the Party and the Ninth Congress of the Party with eventful successes to be specially recorded in the history of the country.

Present there were deputies to the SPA and, as observers, officials of the Party Central Committee, the SPA Standing Committee, the Cabinet, ministries, national agencies and armed forces organs and other officials concerned in Pyongyang and local areas.

A ceremony of hoisting the national flag of the DPRK was held.

Deputies to the SPA paid high tribute to the sacred national flag, reflecting their firm pledge to devote themselves to the struggle for staunchly defending the sovereignty of the state and the interests of the people, thoroughly observing the constitution of the Republic and steadfastly safeguarding and further consolidating the socialist system as masters of state affairs and representatives of the people.

Taking the platform were Pak Thae Song, member of the Presidium of the Political Bureau of the WPK Central Committee and premier of the DPRK Cabinet, Choe Ryong Hae, member of the Presidium of the Political Bureau of the WPK Central Committee, first vice-president of the State Affairs Commission of the DPRK and chairman of the SPA Standing Committee, and other senior Party, government and military officials, members of the State Affairs Commission, and vice-chairmen, secretary general and members of the SPA Standing Committee.

Before discussing the agenda items, the session recalled the chairman of the SPA.

Deputy Maeng Kyong Il, vice-chairman of the SPA, presided over the session according to the regulations for the operation of the SPA.

When the session was declared open, the national anthem of the DPRK was played.

The 13th Session of the 14th Supreme People's Assembly of the DPRK brought out the following agenda items:

First, on the deliberation and adoption of the law of the DPRK on grain management

Second, on the deliberation and adoption of the law of the DPRK on intellectual property

Third, on the state of supervision of the enforcement of the law of the DPRK on urban management

Deputy Kang Yun Sok, vice-chairman of the SPA Standing Committee, made reports on the first and second agenda items at the session.

The reporter explained the contents of the draft laws according to the chapters, saying that the full-dress SPA session will deliberate and adopt the law of the DPRK on grain management in order to better the grain management directly related to the improvement of the people's diet, true to the Workers' Party of Korea's grain policy.

The draft law on intellectual property stipulates the legal requirements and practical issues arising in hastening the comprehensive national rejuvenation through the steady increase and active use of intellectual creativity by further consolidating the well-regulated system of the state for guiding the intellectual property work and further strengthening the intellectual property protection system, the reporter said.

The SPA Standing Committee submitted the draft law of the DPRK on grain management and the draft law of the DPRK on intellectual property for deliberation at the Supreme People's Assembly.

Deputies Kim Kwang Jin, Kim Son Il, Kim Chol Won and Yun Chun Hwa made speeches on the first agenda item.

The speakers said that the respected Comrade Kim Jong Un, with an insight into the significance and importance of grain management in the struggle to usher in a new era in which regional areas are developing radically and prospering in an all-round and concurrent way as early as possible, took an important measure to include the construction of the city and county grain management stations in the Regional Development 20 x 10 Policy as one of the three essential projects and carry it out with the state taking responsibility. They said that the adoption of the new law on grain management is a legalization of the determination and will of our Party to substantially promote the well-being of the regional people.

They expressed full support to the draft law, saying that it provided a sure legal guarantee for establishing a comprehensive and integrated system of grain management by specifying in detail all issues related to the procurement, storage, processing, supply, sale and consumption of grain.

Deputies Kim Song Bin, Ri Myong Guk, Pang Tu Sop, Pak Myong Ho, Pak Ji Min and Ri Kuk Chol made speeches on the second agenda item. They unanimously recognized that the strengthening of the intellectual property protection system by establishing a well-regulated system and order for intellectual property work is of great significance in encouraging the broad working masses to take part in the technological development and creation with the attitude of a master and bringing substantial benefits to the people, the sci-tech talents who work with knowledge and technology and contribute to social progress and development, and thus raising a hot wind of developing new technologies and new products and increasing the productivity across the country.

Speakers expressed their resolve to make positive contributions to accelerating the socialist economic construction and promoting the development of science, technology and culture by correctly abiding by the requirements of the law on intellectual property to be newly adopted.

The session adopted with unanimous approval ordinances of the DPRK SPA "On adopting the Law of the DPRK on Grain Management" and "On adopting the Law of the DPRK on Intellectual Property".

The session discussed the state of supervision of the enforcement of the law of the DPRK on urban management as the third agenda item.

Deputy Ko Kil Son, secretary general of the SPA Standing Committee, made a report to be followed by speeches of deputies Im Kyong Jae, Choe Hui Thae, Choe Myong Su and Jo Kil Nyo.

The report and speeches analyzed and reviewed the reason why the urban management is failing to keep pace with the present situation in which the appearance of the capital city and regional areas, towns and rural areas is undergoing a facelift to meet the requirements of an advanced and highly civilized nation through gigantic creation and changes.

Expressing the will to radically improve and strengthen urban management with innovative working manner and roles, the deputies offered constructive opinions on more thoroughly guaranteeing the enforcement of the law on urban management.

Deputy Pak Thae Song, premier of the Cabinet, made public measures for the presented opinions.

The session adopted with unanimous approval a decision of the SPA of the DPRK "On Thoroughly Executing the Law of the DPRK on Urban Management".

The head of state made an important speech at the second-day sitting of the 13th Session of the 14th Supreme People's Assembly.

The moment that Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, appeared on the platform to clarify the important policy orientation of the DPRK government, all the deputies raised stormy cheers of "Hurrah!", looking up to him who is ushering in the era of comprehensive prosperity of our state by achieving great victories and epoch-making changes with the noble idea of the people-first principle and extraordinary leadership.

In his speech he expressed thanks to the Supreme People's Assembly for doing its work in a responsible manner on the basis of the mission and authority granted by the constitution, outlined the qualitative successes made in the development of all the national economic sectors in the nine months of this year, made a strict analysis of the trend of the situation on and around the Korean peninsula, and clarified the principled stand of the DPRK government towards the U.S. and the ROK.

He ardently called upon the deputies who have been entrusted with state affairs by the people and who pledged to work for them to make more proactive and devoted efforts to realize the prosperity of the Republic and its people's ideal.

Upon hearing Kim Jong Un's speech full of a noble sense of duty for accomplishing the socialist cause and the great spirit of serving the country and the people, all the deputies expressed full support for and approval of the administrative policy of the head of state with enthusiastic applause and cheers.

The historic speech made by Kim Jong Un at the 13th Session of the 14th Supreme People's Assembly serves as an immortal great programme for building the state which makes it possible for our people to give fuller play to their own heroism, indomitable stamina and bold fighting spirit in the invariable path of socialism chosen by themselves as faith and to open up a new stage of the development of the state with confidence.

Red Flags Set Up in Lecture Rooms
The Central Cadres Training School of the Workers' Party of Korea is located in the Kumsusan area of the Democratic People's Republic of Korea.

There are red flags in all lecture rooms of the school for training the backbone of the WPK.
The respected Comrade Kim Jong Un visited the Central Cadres Training School of the WPK under construction on March 30, 2024 and saw that a red flag was set up on the platform of lecture hall No. 1.
He stressed the need to set up red flags not only in lecture hall No. 1 but also in all the lecture rooms, saying that then, the communist character of the school for training backbone cadres of the WPK would be further emphasized.
The red flag is a symbol of revolution. During the period of the colonial rule of the Japanese imperialists when they had neither party nor government, the anti-Japanese fighters held the red flag high to liberate the country and victoriously advanced the revolution while fighting bloody battles to build a communist society. The red flag is a legacy handed over by the generation of pioneers of the Korean revolution to the next generation and a baton to be held by the revolutionaries until the day of victory.
On May 21 that year, Kim Jong Un participated in the inaugural ceremony of the Central Cadres Training School of the WPK and said he had red flags set up in all lecture rooms, adding that the red flag intensively reflects the revolutionary character of our Party.



The red flags set up in the lecture rooms of the political institution of the WPK represent the great trust and expectation of Kim Jong Un who wants all the reserve cadres of the Party to grow to be officials thoroughly armed with the red-flag idea of the anti-Japanese fighters.

  In late August the Voice of Korea reported the news that the respected Comrade Kim Jong Un attended the inaugural ceremony of the Ragwon County Offshore Farm and cut the inauguration tape.

  It was not for the first time that such news of the great era of regional development was reported .

  The Voice of Korea reported the news of the groundbreaking ceremony for the construction of regional-industry factories in Songchon County as part of the project to implement the "Regional Development 20×10 Policy" held in the presence of Kim Jong Un in late February 2024 and the news of his participation in the inaugural ceremony of the regional-industry factories in Songchon County in December.

  Afterwards, the news of the inauguration of the Sinpho City Offshore Farm and other regional-industry factories in 20 cities and counties across the country was reported one after another.

  Such a miraculous reality that groundbreaking is soon followed by inauguration is a priceless entity made by the Workers' Party of Korea which regards it as its political mode to absolutely defend the dignity, rights and interests of the people, solve all the problems by depending on the inexhaustible strength of the masses of the people and serve the people.

  Kim Jong Un, General Secretary of the Workers' Party of Korea, considers it as an immutable political mode of the Party to give top priority to the demand and interests of the people in mapping out lines and policies, solve everything with the strength of the masses of the people and serve the people.

  Recently, he presented a revolution to make the regional people enjoy a socialist civilization like the capital citizens as a Party policy. The content of the "Regional Development 20×10 Policy" is to further develop the elementary material and cultural living standards of the people across the country within ten years by building modern regional-industry factories in 20 cities and counties every year and accelerate the construction of three essential projects--advanced public health facilities, leisure complexes and grain management facilities.

  The WPK has been able to carry on such bold and big projects as it translates the desire of the people into reality unconditionally and regards it as the most important work to promote the people's well-being.

  Kim Jong Un organized a powerful construction force to implement the regional development policy and gave field guidance to the construction sites in succession.

  When he called at the construction sites, he learned about the situation in detail and stressed the need to build the regional-industry factories perfectly even in the distant future, whose construction was promised by the Party with the people. And he said it is necessary to operate the factories at full capacity immediately after their completion and make good preparations for creating raw material bases and training skilled workers so that the people could benefit from them.

  He considered the efforts of the builders and highly appreciated them in those days of making selfless, devoted efforts for the good of the people, not thinking of his devoted efforts.

Respected Comrade Kim Jong Un Guides Construction of Sinuiju Combined Greenhouse Farm and Work for Local Development

Pyongyang, September 19 (KCNA) -- Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People’s Republic of Korea, guided on the spot the construction of the Sinuiju Combined Greenhouse Farm and the work for local development on September 18.

The respected Comrade Kim Jong Un was accompanied by Jo Yong Won and Pak Jong Chon, secretaries of the WPK Central Committee, and Kim Jae Ryong, department director of the WPK Central Committee.

He was greeted on the spot by commanding officers of the large combined units of the services of the Korean People's Army and the Paektusan Hero Youth Shock Brigade involved in the construction and officials of design and relevant institutions.

Thanks to the far-reaching plan and direct guidance of

Kim Jong Un to turn the border area into a thriving area which embodies modern, original and national characters, different types of greenhouses, a vegetable processing factory, storage facilities, a scientific and technological research and dissemination base, trial cultivation greenhouses, dwelling houses and various cultural life bases are being built in a unique way in the vast area of Wihwa Island in the northwestern end of the country, presenting a thrilling spectacular scene of an unprecedentedly large greenhouse group, a "big farm town".

Kim Jong Un went round the glass hydroponic greenhouse section, the vegetable science research centre and other places of the construction site to learn in detail about the construction.

Watching the dramatically changing looks of the area, he expressed satisfaction, saying that the service personnel and young people are really powerful and that the island area, which was treated as barren land only a year ago due to the flood hitting it every year, has become a "treasure island" with the great potential to lead the radical development of the regional economy and the improvement of the material life of the local people.

Saying that the construction of the Sinuiju Combined Greenhouse Farm serves as an important occasion of clearly showing once again the higher stage and progressive process of the regional rejuvenation led by the WPK, he stressed that through the change in the area, he has been more convinced it is possible to successfully turn all areas of the country into the people's paradise within ten or twenty years.

Respected Comrade Kim Jong Un Guides Work of Unmanned Aeronautical Technology Complex

Pyongyang, September 19 (KCNA) -- Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the Democratic People's Republic of Korea, Thursday guided the performance test of the unmanned weapons and equipment being developed and produced by an institute and enterprises under the Unmanned Aeronautical Technology Complex.

The respected Comrade Kim Jong Un was accompanied by Ri Pyong Chol, general advisor for the munitions policy of the WPK Central Committee, and other senior officials of the WPK Central Committee and officials in the defence science research field.

He learnt in detail about the performance and combat application of various types of unmanned weapons and equipment including strategic and tactical unmanned surveillance vehicles and multipurpose drones being developed and produced by the institute and enterprises under the UATC.

Clearly proved in the test held on the same day were the military strategic value and innovative performance of the strategic unmanned surveillance vehicle and the excellent combat effectiveness of Kumsong-series tactical attack drones.

Kim Jong Un expressed great satisfaction over the result of the test.

He said that as he already stressed, the reality, in which the utility range of unmanned equipment is being further expanded in modern warfare and unmanned equipment emerges as a major military activity asset, raises it as a top-priority and important task in modernizing the armed forces of the DPRK to put on a highly-developed basis the core technology of unmanned equipment and the artificial intelligence and operational ability of the unmanned weapons and equipment systems.

He referred to the issues arising in directing primary efforts to rapidly developing the newly-introduced artificial intelligence technology and expanding and strengthening the serial production capacity of drones.

That day he approved and signed a document related to an important plan reflecting an organizational and structural measure for further expanding and strengthening the technological potentialities of the UATC. -0-

KFA UK rejects Attempts by Wrexham council to ban freedom of expression and free speech

                               

London 18th of September 2025

The Korean Friendship Association of the UK issued the following statement denouncing the article on the Wrexham.com website "Council Leader says North Korea ‘literature and discussions’ in Ty Pawb was ‘unacceptable" which appeared on the 15th of September .

We were not given the right to reply to the article . 

We would point out the following facts ;

In actual fact it was not a "pop up stall " but in  the fact the KFA UK stall at the Wrexham Socialist Bookfair and we were invited to participate .

We had previously had participated twice in a similar event in Liverpool , the Merseyside Marxist Bookfair without any problems or issues with the local authority .

The leader of Wrexham council and Wrexham.com have based their reports ramblings from one or possibly two or three individuals.

So Wrexham council is trying to ban KFA UK in Wrexham ! This is a totally arrogant and dictatorial attitude .  KFA UK totally rejects this attack on free speech and the freedom of expression ! What is shows that the establishment and the elite in Britain do not want people finding the truth out about People's Korea , it is as simple as that  . We will continue to defend People's Korea with No Ifs or Buts ! Support KFA UK  , accept no substitutes !

Report of 7th KFA UK Reading Session on the booklet “Understanding Korea Volume 9 Human Rights “ .

The Korean Friendship Association of the UK (KFA UK ) and the British Group for the Study of the Juche Idea held its 7th  reading session on the booklet “Understanding Korea -Volume 9 -Human Rights “ on the 17th of September at 1900 hours BST via Telegram .

Participating were members of KFA UK from London , Scotland and other parts of the UK as well as guests from KFA Andalusia(Spain ) , KFA Germany , the People’s Korea Initiative of Poland  and also guests from the Netherlands and Germany.

Dr Dermot Hudson ,chairman of KFA UK read out sections of the booklet “ Understanding Korea Volume 9- Human Rights “ which explained in detail that in the DPRK the right to life is guaranteed as well as personal liberty , inviolability of the person , freedom from torture , the right to a fair trial , the right to an adequate living standard and the right to scientific pursuits .

Dr Hudson and other participants stressed that in the DPRK people have the right to eat from the moment they are born which guaranteed by food being supplied at a price next to nothing .

A participant said that even when there was bad flooding in the DPRK , respected Marshal KIM JONG UN made sure those affected were taken care of and evacuated to Pyongyang .

It was explained in the discussions that in the DPRK no one can be arrested or have their home searched without a warrant but in the UK this right no longer exists .

Participants said that in the UK and other capitalist countries people have been arrested for writing things on Twitter or supporting a Palestine solidarity group.
