Session of the DPRK SPA to Be Convened

Pyongyang, August 26 (KCNA) -- The Fifth Session of the 14th Supreme People's Assembly (SPA) of the Democratic People's Republic of Korea will be convened in Pyongyang on Sep. 28, Juche 110 (2021).

A decision of the Standing Committee of the Supreme People's Assembly on it was released on Tuesday.

According to an official notice on convening the session released Tuesday, the session will make discussions on the issue of adopting the law on developing cities and counties and the law on ensuring education of young people, the issue of modification and supplementation of the law on national economic plan, the issue of inspecting and supervising the enforcement of the law on recycling and the organizational issue. -0-

16th Plenary Meeting of 14th Standing Committee of SPA of DPRK Held

                                                                             

Pyongyang, August 26 (KCNA) -- The 16th Plenary Meeting of the 14th Standing Committee of the Supreme People's Assembly (SPA) of the Democratic People's Republic of Korea (DPRK) was held at the Mansudae Assembly Hall on Aug. 24.

Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea, first vice-president of the State Affairs Commission of the DPRK and chairman of the SPA Standing Committee, presided over the plenary meeting.

It was attended by Pak Yong Il, vice-chairman of the SPA Standing Committee, its Secretary General Ko Gil Son and members of the SPA Standing Committee.

Present there as observers were officials concerned of the SPA Standing Committee, the Secretariat of the Cabinet, ministries, national institutions and the central emergency epidemic prevention sector.

Placed on the agenda were the issue concerning the convention of a session of the SPA of the DPRK and the issue of modification and supplementation of the law on road traffic and the law on forest.

First, a decision of the Standing Committee of the SPA on convening the 5th Session of the 14th SPA of the DPRK was adopted with the unanimous approval.

Then a report was made on the gist of the draft modification and supplementation of the said laws.

The law on road traffic has been supplemented with more subdivided and detailed contents for ensuring security and promptness in road traffic with a view to protecting the people's lives and ensuring their convenience.

The law on forest has been supplemented with one chapter and 19 articles for unified and planned creation and management of forest conducive to the development of the national economy and the promotion of the people's wellbeing.

Based on the in-depth study and discussion of the presented draft modification and supplementation of the laws, decrees of the SPA Standing Committee "On modification and supplementation of the law of the DPRK on road traffic" and "On modification and supplementation of the law of the DPRK on forest" were adopted with the unanimous approval at the plenary meeting.

The plenary meeting stressed the need to make substantial preparations for the 5th Session of the 14th SPA and the need for the SPA Standing Committee, the Cabinet and the relevant institutions to keep modifying and supplementing rules and bylaws for the enforcement of the laws as required by the law on the enactment of laws and tightening control by law so as to legally guarantee the struggle for implementing the militant tasks set forth at the 8th Congress of the Party and the plenary meetings of the Party Central Committee. -0-

Justification of Militarism Equals to Manifestation of Wild Ambition for Reinvasion: KCNA Commentary

Pyongyang, August 25 (KCNA) -- The Japanese ultra-right forces have become hell-bent on reviving militarism.

Japan's Cabinet ministers including the minister of Defence, the minister for Economic Recovery and the minister of Education, Culture, Sports, Science and Technology, those concerned of the Liberal Democratic Party and the ultra-right elements offered visits to the Yasukuni Shrine one after another on the occasion of the anniversary of Japan's defeat in the Second World War.

Prime Minister Suga openly made an offering to the Shrine and then visited the cemetery of the war dead in Tokyo to "console the departed souls". In a memorial ceremony he eulogized the dead in the aggression war without uttering a word about Japan's blood-stained history of aggression.

August 15 is the day when Japan sustained a defeat and declared an unconditional surrender in the war of aggression provoked by it.

Japan, the war defeated nation and the war criminal state, was obliged to make deep repentance of its invasion of Korea and many other Asian countries and of its massacre of innocent people, and to make apology before mankind on its knees.

But the policy-makers of Japan, far from feeling guilty conscience, vie with each other to pledge revenge at the shrine where the name tablets of A-class war criminals and murderers are kept.

The shrine has now become a spiritual tool and symbol of the Japanese militarists for the war of overseas aggression.

Through the visits to the shrine the Japanese reactionaries seek to bring back the departed soul of the militarists that had been taken to the grave of history, educate Japanese in the idea of aggression and use them as a shock brigade for realizing militarization and ambition of reinvasion.

The politicians who visited the shrine this time called the war dead "spirits of revered memory who offered their valuable lives for the country" and "departed souls who laid down their lives for Japan".

This is an open declaration never to acknowledge the past history of aggression but to keep to the path of becoming a military giant and of overseas expansion which it has so far pursued. This amounts to a mockery of human conscience and challenge to international justice.

Recently the Japan Ministry of Defense worked out and opened to public the "defence white paper for children", the first of its kind, reflecting its ambition for territorial seizure. This is a vivid expression of Japan's persistent revanchist ambition for reinvasion to materialize its old dream of the "Greater East Asia Co-prosperity Sphere" even by imbuing the new generations with the distorted view on history.

All facts prove that Japan remains unchanged in its aggression nature.

Justifying militarism precisely means a declaration to repeat the past history of aggression.

Japan must bear in mind that it will meet complete destruction if it opts for the path of reinvasion, oblivious of the bitter lesson of defeat.

We will certainly keep stocks of Japan's crimes and force it to pay for its infliction of sufferings and pain on our people. -0-

The great leader generalissimo KIM JONG IL carried forward the cause of Juche-army building and Songun revolutionary leadership pioneered by the great leader President KIM IL SUNG . During the five decades of Songun revolutionary leadership the heroic Korean People's Army was built up splendidly in all field not just in terms of weaponry and technique.  Moreover army -people unity was consoldiated .

   Songun meant the total rejection of revisionist and non-class theories about the armed forces.

Under the Songun revolutionary leadership the KPA discharged its role of defender of the gains of socialism with honour. 

  Thanks to the Songun revolutionary leadership the DPRK has become an independent socialist power of Juche and an ICBM power.

Chairman Kim Jong Il inspected the Seoul Ryu Kyong Su Guards 105th Tank Division of the Korean People's Army on August 25, 1960. The day is of great significance in accomplishing the revolutionary cause of Juche started on Mt Paektu. 

He firmly defended and preserved the army-building ideas and exploits of President Kim Il Sung for over a half century and strengthened the KPA as an invincible revolutionary army. 

He strengthened the Korean People's Army into the perfect army of the leader and the Party capable of defeating any formidable enemy.

Thanks to the guidance of the Chairman who set forward the military affairs as the top priority of the state affairs, the KPA has developed into the invincible revolutionary Paektusan army with the spirit of devotedly defending the leader and Juche-based strategy and tactics peculiar to the KPA. The DPRK has self-defensive munitions industry able to manufacture any military hardware at will. 

He, with keen insight into the grave situation and demand of the revolution, formulated the Songun politics as a main political mode under socialism and applied it in every dimension of the revolution and construction. 

Led by the Chairman with rare ideo-theoretical wisdom, extraordinary political caliber and matchless pluck, the DPRK has emerged as a politico-ideological power and military giant.

Thanks to him, the dignity and sovereignty of the nation was secured and war maneuvers of the hostile elements proved abortive.

With his bold decision, the era of independent reunification was opened up and an epochal turn was brought about in accomplishing the global cause of independence. The DPRK's dignity and position have been remarkably elevated in the world.

The ever-victorious history is given steady continuity thanks to respected Comrade Kim Jong Un who is identical to Chairman Kim Jong Il.

Cradle of Life Ensuring Genuine Human Rights

Recently, the news service of a country has aired the news about the miserable situation of the homeless in Tokyo, Japan.

According to it, the Japanese government drove away hundreds of the homeless living in Tokyo into the suburbs.

The government also blocked the entrance to the park where the homeless had lived and kept light on all night to disturb their sleep. It dismantled their tents which were put up near the railway station.

The homeless people who were driven away by force cried out: “The authority turns a blind eye to us,” “it only wants us to disappear,” “it is unfair and inhumane.”

In Japan, a number of the homeless and the jobless, forsaken by society, are living on the edge of daily subsistence wandering around begging, and the young people, having lost dream of learning for want of money, are reduced to roaming about in the abyss of despair, depravity and crime.

In capitalist society, the working masses are turning out in the streets every day to stage protests in demand for the rights to existence because they could no longer stand the heavy pressure of exploitation, oppression and absence of rights.

In contrast, ordinary people, in our country, have been assigned their own dwelling houses from the state free of charge and are enjoying the full benefits of free medical care and free education.

Dwelling houses continued to be built for people year after year on the debris of war. In the last few years alone, Changjon Street, Mirae Scientists Street, Ryomyong Street and other modern streets and apartments sprouted up like mushrooms after rain.

Today, the construction of 10,000 apartments in Pyongyang picks up speed on its finishing stage. Dwelling houses are also being built in Komdok area and other local towns preserving their own characters.

The universal free medical care system was already enforced in the flames of fierce war. Today, the socialist health system of our country has developed into a superior one where the state takes full responsibility for protecting and promoting the lives and health of the people to make sure they enjoy independent and creative life.

The compulsory education system began with the universal compulsory elementary education in 1956. It then developed into universal 11-year compulsory education in the 1970s, and has been perfected with the universal 12-year compulsory education system in the new century, enabling the rising generation to learn to their heart’s content free of charge. Factory college, farm college, and online college have been established everywhere in the country and everybody is enrolled in the study-while-work-system.

The social policy introduced in our country is a typical example that vividly shows the advantages of people-centered socialism of our own style which holds the people as the most valuable beings in the world and devotedly serves for them.

It is no wonder that many foreign people who witnessed the reality of our country praise highly with one voice that the DPRK is indeed the cradle of life ensuring genuine human rights, a home of happiness and an ideal society of humankind.
