Enlarged Session of Plenary Meeting of Cabinet Held



Pyongyang, April 12 (KCNA) -- The enlarged session of the plenary meeting of the Cabinet took place through video teleconferencing on April 11.


Kim Tok Hun, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea (WPK) and premier of the Cabinet, guided the session.


Present there were Vice Premiers Pak Jong Gun and Jon Hyon Chol and other members of the Cabinet.


Attending it in observer's capacity were officials of organizations directly under the Cabinet and those of ministries, chairpersons of provincial, city and county people's committees and those of institutions for agricultural guidance, and major factories and enterprises.


The session reviewed the work done by the Cabinet for the first quarter of this year to thoroughly carry out the decisions made at the 8th Congress of the WPK and the 2nd Plenary Meeting of the 8th Central Committee of the WPK.


A report was made by Pak Jong Gun, vice premier who is also chairman of the State Planning Commission.


The report said that since the 8th Congress of the Party and the 2nd Plenary Meeting of the 8th Central Committee of the WPK, the Cabinet has carried out economic operation and commanding with a main emphasis put on readjusting and reinforcing the production foundation and on the sustained production growth, guided by the economic strategy of the WPK.


He stressed that the work was pushed forward to put together creative ideas for solving issues arising in the reality, readjust the economic work system and order and provide systematic and legitimate conditions favorable for business activities of enterprises.


It was mentioned in the report that production surge was effected in factories and enterprises in the metal and chemical industrial fields, collective innovation was witnessed in electric power, coal and building materials industries and railway and transport fields and a series of achievements was made in developing local economy in an independent and multi-lateral way.


The report cited facts to analyze and review the shortcomings and deviations observed in implementing the plan for the first quarter of the first year of the new five-year plan, and stressed the need for economic guidance organs to wage powerful struggle against the acts of avoiding responsibilities and approaching the implementation of the plan in a formalistic way.


The report emphasized that the officials should significantly raise their responsibility and role and consistently push forward the work for bringing about a substantial change and advance in the overall economic work for this year on which hinges the success in the implementation of the decisions made at the 8th Congress of the Party. It also proposed appropriate measures for it.


Speeches were made at the conference.


The speakers made resolutions to set up strict disciplines and order of accurately carrying out the plans given to them, ensure maximum production and economization and guarantee evident progress in accomplishing the plan for the second quarter of the year, out of high awareness that they are fully responsible for the work of their own fields and units before the Party and the state.


The session made an in-depth discussion of the issue of pushing ahead with the major projects important for materializing the adjustment strategy and reinforcement strategy as planned, the issue of activating the production of consumer goods by actively exploring and enlisting reserves and possibilities, the issue of increasing the role of science and technology in railway modernization and in the economy as a whole, etc.


The session also underlined the need for all the officials to fully display initiative and progressive spirit and ingenuity in the work and more firmly maintain revolutionary attitude and stand of braving manifold difficulties and obstacles through mutual support and cooperation. -
