“Responsibility to Protect” - Means of Infringing upon Sovereignty and Interfering in Internal Affairs

Debates on the “responsibility to protect” have been conducted at the recently held 76th Session of the UNGA.


At the Session, many countries including Cuba, Syria, Iran and Nicaragua scathingly denounced the U.S. and the West for their armed intervention, killing of civilians and double-standard acts committed against sovereign states in the name of “responsibility to protect.”


On the contrary, the U.S. and the Western countries clamored for collective response while mentioning that the “responsibility to protect” should be applied to the recent crises in Ukraine, Myanmar, Syria and Ethiopia.


The “responsibility to protect” means that when the government of a State with the responsibility to protect its nationals from genocide, war crimes, ethnic cleansing and other crimes against humanity is intentionally abdicating or manifestly failing to fulfil this responsibility, the international community should intervene to “protect” the nationals. It has been devised by the U.S. and the West to embellish their crimes committed in former Yugoslavia, Libya, Iraq and other countries and regions of the world, and to justify their future attempts for aggression and interference.


This, in essence, is a dangerous omen of shaking the foundation of international relations, as it goes against the UN Charter which clearly stipulates the principles of sovereign equality and non-interference in internal affairs.


It is universally acknowledged that the U.S. and the West incited the political opponents to disintegrate and topple down the legitimately-elected governments of many countries under the signboard of “liberty” and “democracy”, causing chaos, disorder, armed conflict and refugee crises.


The mere fact that these countries are talking about the “responsibility to protect” is a downright mockery on the world justice and conscience as well as a deceit and insult to the international society.


The first and foremost responsibility of the government of each country is to guarantee the life security and the right of its people.


The international society should define the U.S. and the Western countries as true objects of the “responsibility to protect” because those countries are awash with the humanitarian catastrophes resulted from the government’s incompetence, namely, death of civilians from prevalent gun crimes, murder and maltreatment against refugees and migrants, infringement of rights of children and women.


The U.S. and the West should concentrate on guaranteeing the life condition of its residents and the improvement of public welfare rather than resort to the aggression and interference against independent countries of their dislike under the pretext of the “responsibility to protect”.


The UN members should discern the reactionary essence of the “responsibility to protect” trumpeted by the U.S. and the West and exercise caution and rejection against the infringement of independence and any trivial attempt to interfere in the internal affairs.
