Let the Union of Agricultural Workers of Korea Become Vanguard in the Struggle for Achieving Our Style of Socialist Rural Development


Pyongyang, January 30 (KCNA) -- The respected Comrade Kim Jong Un sent a letter "Let the Union of Agricultural Workers of Korea Become Vanguard in the Struggle for Achieving Our Style of Socialist Rural Development" to those attending the Ninth Congress of the Union of Agricultural Workers of Korea on January 27.

The full text of the letter is as follows:

The Ninth Congress of the Union of Agricultural Workers of Korea has opened when the struggle for achieving the prosperity and development of our state and the wellbeing of the people has entered a period of fresh upsurge and a great new era is being opened for our style of socialist rural development in line with the strategic policy advanced by the Fourth Plenary Meeting of the Eighth Central Committee of the Workers’ Party of Korea.

This congress will reaffirm the position and tasks of the UAWK in implementing the historic cause of the rural revolution, rural rejuvenation, in the new era and set up an important milestone in enlisting the UAWK members and other agricultural workers across the country to a new struggle for achieving progress and transformation in our socialist countryside.

In the name of the Party Central Committee, I extend warm congratulations to the congress in the hope that, in line with the Party’s intention to achieve a comprehensive development of socialist construction by powerfully promoting the radical development of our socialist countryside and with the soaring revolutionary spirit and enthusiasm of UAWK members and all other agricultural workers, it will prove a turning point in readjusting the union’s work and bringing about a turn in it.

I also extend warm and militant greetings to all other UAWK members and agricultural workers across the country, who have launched into this year’s farming with a firm determination to hit without fail the socialist rural construction goal set by the Party.

Our agricultural workers are faithful and patriotic people, who have firmly defended the rural position of our revolution and defended the Party and the revolution through rice production while always sharing the intentions with the Party and throwing in their lot with socialism.

In the victorious struggling course, through which our Party and people ushered in a new heyday of strengthening the national strength in the face of unprecedented trials, the agricultural workers accepted the Party’s concern and the country’s difficulties as their own pains and worked heart and soul in the major thrust area in socialist construction, thus achieving the proud success of increasing agricultural production almost every year.

Last year everything was in shorter supply than ever before owing to the protracted emergency epidemic prevention work, and disastrous abnormal weather conditions persisted, but in this unfavourable circumstances UAWK members and other agricultural workers farmed tenaciously with the belief that they could fully increase agricultural production if they did as the Party instructed them, proving in practice once again the justness of our Party’s agricultural policy and greatly inspiring and encouraging other people across the country, who turned out in the efforts for implementing the decisions of the Eighth Party Congress.

Farmers of Workteam No. 12 at the Tonam Cooperative Farm in Yonan County and farmers of the Sangjung Cooperative Farm in Yonggwang County overfulfilled their agricultural production plans, donated grains to the state out of patriotism and wrote letters to me. Reading their letters, I felt the precious minds and lofty spiritual world of UAWK members and other agricultural workers across the country, who are ready to give strength to the Party and render a contribution, even a little, to the country even though they also experience difficulties and hardships, and made a determination to work harder for these laudable people, who have always entrusted everything of theirs with the Party and followed it faithfully.

It is our Party’s steadfast will to ensure that our agricultural workers, who have experienced more difficulties than anybody else in the arduous struggle for defending and advancing our style of socialism, lead a happy life to their heart’s content in the rich and cultured socialist ideal countryside.

The Fourth Plenary Meeting of the Eighth Party Central Committee made an in-depth analysis and estimation of the urgent nature and epoch-making significance of the solution of the rural question in achieving a comprehensive development of socialist construction, and set forth grand objectives and struggle tasks for fundamentally transforming our countryside in line with the demands of the era of the Workers’ Party.

The socialist rural construction objectives set by the Party reflect its intention to train our agricultural workers to be rural revolutionaries of the new times and turn the rural communities across the country into earthly paradises to be envied by the world, so that the agricultural workers, who have braved grim trials following the Party and worked to the best of their abilities for the prosperity and development of their socialist country, can cross the threshold of the communist society before anybody else.

In carrying out the socialist rural construction programme, our Party attaches great importance to the role to be played by the UAWK.

The rural revolution, rural rejuvenation, in the new era is an unprecedentedly great cause in terms of its transformation width and depth and the scale of its tasks in the history of socialist construction in our country, and demands that the millions of UAWK members and other agricultural workers turn out as one with a firmer determination and greater revolutionary enthusiasm than ever before and with the highest level of willingness.

In this crucial historic period, the UAWK should stand in the vanguard of the struggle for achieving the socialist rural construction objectives in the new era, set by the Party, and perform with a high sense of responsibility its mission and role as the pathfinder and vanguard in the rural revolution of modelling all the rural communities across the country on the Juche idea.

Holding high the slogan of “For a fresh victory of socialist rural construction!” UAWK organizations should focus an all-out effort on training their members to be rural revolutionaries, patriotic agricultural workers, in the new era, who are fully equipped with our Party’s revolutionary ideas and carry out its rural construction plan in the vanguard.

The UAWK, in line with the Party’s intention to model the rural communities across the country on the Juche idea, should work, regarding it as its central task to train its members as masters of the rural revolution and as artists and enjoyers of modern civilization.

The rural revolution is immediately the ideological, technological and cultural revolutions in the countryside. For the countryside to advance and be transformed, the ideological spirit and cultural and technological levels of the agricultural workers should first be transformed in a revolutionary and cultured way so that they all can be prepared to fully play the role of the main force in the socialist rural development in the new era.

What is the main thing here is to remould their ideas and improve their political awareness.

UAWK organizations should direct major efforts to improving the political awareness of their members and training them by steadily intensifying the work of equipping them with our Party’s revolutionary ideas and policies. In particular, they should give wide publicity among them to the objectives and tasks of the socialist rural construction programme, advanced at the Fourth Plenary Meeting of the Eighth Party Central Committee, so that they can be clearly aware of their positions and duties in the rural revolution in the new era and turn out as one in carrying it out. They should perseveringly conduct the work of giving publicity to the Party’s ideas and policies regardless of the time and place–when going to and coming back from the fields, while working and at breaks–until their members are clearly aware of them. They should educate and lead them so that they do not merely feel the benevolence of the Party and their socialist system that have ushered in an era, when our countryside will be transformed, but defend the Party and the revolution and add lustre to their socialist system through their practical struggle.

In line with the demands of the times, when one generation is being replaced by another and a great change is taking place in the people’s consciousness and social environment in our socialist countryside, they should steadily intensify five-point education among the agricultural workers. They should conduct this education in a fresh and substantial way so that the education in every point can become sustenance for remoulding them and a driving force in implementing the Party’s policies. In particular, they should exert their main efforts on promoting education in the revolutionary traditions and loyalty and intensifying the education without letup to train all their members to be unfailingly loyal persons, who cherish deep in their hearts the greatness and revolutionary exploits of the Party and the leaders, add lustre to them and live up to their affection and trust bestowed on them no matter how many years may pass and even though one generation is replaced by another. They should turn every opportunity for education, including study session, public lecture, explanatory talk, and every other opportunity in work and life into a process of ideological training for their members, through which the members learn the glorious revolutionary history and traditions of our Party, cherish loyalty to the Party as an article of faith and obligation and cultivate ardent patriotism, a high level of class consciousness and noble moral traits.

They should direct great efforts to educating their members so they learn from the farmer heroes and patriotic farmers in the days of the Fatherland Liberation War, post-war reconstruction period and the era of great Chollima upsurge. What is important is to give them a clear understanding of the mindset and spirit of our preceding generations, with which they defended and built their new country in such grim and difficult periods. In particular, they should implant the heroic fighting spirit of the preceding generations deeply in the agricultural workers of the new generation so that they, picturing in their mind’s eye the future of the socialist countryside which will become civilized and prosperous under the leadership of the Party no matter how difficult the conditions and situation are, write a new chapter in the history of feats that can be remembered by posterity.

The current rural revolution will advance and emerge victorious by virtue of the communist trait, collectivism, of regarding others’ pains as one’s own, identifying one’s own happiness with others’ pleasure, warmly caring for one another and devoting one’s all to society and the collective.

UAWK organizations should stay highly alert against the elements for the growth of individualism and selfishness among their members and conduct proactive education for cultivating the collectivist spirit among them. By doing so, they can ensure that the slogan “One for all and all for one!” strikes roots in the true sense of the word in the struggle and life of their members and other agricultural workers who are advancing towards communism.

They should train their members as intelligent workers, masters of rural rejuvenation, who are firmly equipped with modern science and technology.

Rural rejuvenation presupposes qualitative development of agricultural productivity, and a radical increase of agricultural production depends on the level of technical knowledge of agricultural workers.

UAWK organizations should make their members and other agricultural workers understand that unless they possess a high level of scientific and technological knowledge, they cannot execute the Party’s scientific-farming-first policy but will be reduced to laggards and mere onlookers in the current times. In this way they can make sure that it is a changed trend and way of life in our rural communities that all study and inquire hard to acquire knowledge and technical skills.

As required by the Party’s policy of making all the people well-versed in science and technology, they should encourage their members to be enrolled in the study-while-you-work system to enhance the general level of their technical knowledge and build up sci-tech disseminating bases and make effective use of them so as to help them keep contact with advanced science and technology without letup. They should ensure that their members acquire not only general knowledge, like biology and chemistry, which is essential for farming, but also advanced farming methods and various skills like mechanics, water management and soil management. In particular, they should actively inspire their members of younger generations to take the lead in the efforts for steadily expanding the scope of learning knowledge and skills. They should arrange in a meaningful way the work of commending their members who are exemplary in studying to enhance their technical skills and introducing new technical conceptions and advanced farming techniques and organize question-and-answer contests and meetings for swapping experiences in a substantial manner, so that these can serve as occasions for heightening their members’ enthusiasm for learning.

They should correctly lead their members and other agricultural workers so that their effort to enhance their level of scientific and technical knowledge renders a substantial contribution to improving the agricultural productivity of their relevant sectors and units. They should focus on helping them consolidate, through their farming practices, the knowledge and skills essential for implementing the Party’s policies including those of changing the structure of agricultural production and of double cropping.

They should strongly combat such practices of their members as merely clinging to their old experiences while neglecting science and technology and of hoping for a stroke of luck while relying entirely on weather. And they should keep a timely check on how they study, so as to ensure that their members work out detailed study plans and implement them without fail as they do their agricultural production plans.

True to the Party’s new programme for rural construction, the state investment in agriculture will further increase in the future and the rural economy will achieve a higher level of irrigation, mechanization, electrification and application of agrochemicals in the near future. If this is combined with the agricultural workers’ ample knowledge and high level of technical skills, the country’s agricultural productivity will be placed firmly onto the track of sustained development and tomorrow of rural rejuvenation, when all will work cheerfully, will come earlier.

UAWK organizations should train their members as masters of cultured socialist countryside, possessed of a high level of cultural consciousness.

The outdated ideology, backward cultural level and deep-rooted practices of living in a slovenly manner, which are still evident among the agricultural workers, pose a big obstacle in eliminating the differences between town and countryside and turning ours into a modern and cultured socialist countryside.

The Party intends to conduct rural construction on a large scale in spite of the current difficult situation in which everything is in short supply, so as to provide our agricultural workers with the best possible conditions and environment for cultured living. UAWK organizations should be mindful of this intention of the Party, and launch a strong drive for training their members as artists and enjoyers of modern civilization as required by the times.

In this new era of socialist rural development, they should channel great efforts into remoulding their members mentally and culturally.

UAWK organizations should direct strenuous efforts to helping their members get well aware of the harmfulness and after-effects of their outdated and backward way of life and habits, change them radically and adopt a hygienic and cultured way of life. They should offer them proper guidance in their cultural life by paying deep attention to its every aspect, ranging from dressing neatly, arranging hair properly, managing household affairs economically and keeping houses clean and tidy both inside and outside.

Lofty moral traits are what mirror the cultural attainments of the agricultural workers in the new era.

By strenuously educating their members to adopt revolutionary and sound moral traits, UAWK organizations should help them become truly honourable people who are possessed of admirable human qualities as well as honest and industrious characters. They should make it public traits in the socialist rural communities in the new era to respect the revolutionary forerunners and seniors, get on well among neighbours and give a helping hand to one another so as to promote mutual care and affection. A mass struggle should be waged to keep from germinating immoral and uncivilized elements that may tarnish the original features of socialism, harm the collective unity and corrupt the noble moral relations.

UAWK organizations should encourage their members to live a cheerful and energetic life as required by the times, when great creations and changes are taking place. They should arrange diversified sports, cultural and artistic activities during breaks of work, to say nothing of on national holidays and other anniversary days. This will make the fields and villages filled with joy and excitement and the collective brim over with rich emotions and an optimistic way of life. Various means and methods of information work should be adopted widely to spread and disseminate the culture of the capital city and the culture of the working class in the countryside, which will provide a course for the agricultural workers to enlighten themselves and get well-informed about advanced civilization.

UAWK organizations should make sure that their members turn out in the campaign for developing their villages into more beautiful and civilized socialist communities in keeping with the reality, in which the countryside is undergoing a transformation.

It is the Party’s intention to provide our agricultural workers with modern and ideal houses like those built in the city of Samjiyon. UAWK organizations should conduct dynamic ideological education among them so that they, mindful of the Party’s affection and solicitude, may repay its benevolence by improving their living environment and maintaining it well. They should encourage them always to maintain in a good state of repair the roads in their regions as well as in their own villages, and extensively plant fruit trees and other good species of trees along with flowering plants and cover plants, thus improving the landscape of their villages.

In accordance with the prolonged emergency epidemic prevention work, UAWK organizations should intensify ideological education and mass struggle among their members and other agricultural workers so that they may not reveal slightest slackness, carelessness and unguardedness in this work, but make it a habit to observe the rules and order for epidemic prevention.

An important task for UAWK organizations at present is to intensify the struggle against anti-socialist, non-socialist practices.

They should encourage all their members to ratchet up the struggle uninterruptedly, well aware that the struggle is a kind of class struggle aimed at defending the happy life of their families and rising generations and our socialist rural position. They should bring home to their members the danger and harmfulness of anti-socialist, non-socialist practices, and take measures to keep them from being infected by alien phenomena, and resolutely root out even their small buds, if any.

They should help their members have an attitude befitting the masters of their farm and masters of their country, and keep them from being involved in such illegal practices as dealing with grains through illegal channels, making exaggerations in work and illegally dealing in farming materials supplied by the state. And such practices should be exposed to relentless condemnation.

They should hold it as their important task to enlist their members and other agricultural workers in the endeavour to increase agricultural production.

At the moment, the agricultural front is the forefront of socialist construction, and achieving a radical increase in agricultural production is posing as a matter of vital importance in providing a stable and improved life to our people and accelerating the comprehensive development of socialism.

The Fourth Plenary Meeting of the Eighth Party Central Committee, in advancing a new strategy for rural development, set it as the main task to achieve the final solution of the food problem, which is the most pressing and critical matter at the moment, and took some radical measures aimed at strengthening the material and technical foundations of the rural economy and improving the management conditions of cooperative farms in order to achieve sustained growth of agricultural production.

It also took steps so that the state can launch a campaign to offer support to the countryside in terms of manpower and materials on an unprecedented scale by continuously concentrating its efforts on agriculture.

The point is what kind of determination and standpoint the UAWK members and other agricultural workers, masters of farming, adopt in turning out for agricultural production.

UAWK organizations should launch a political and ideological offensive to encourage their members and other agricultural workers to turn out in the effort to attain the target of agricultural production set by the Party, mindful of the heavy responsibility they have assumed for the outpost of the revolution, which is decisive of the future of the improvement of the people’s living standards, the existence of the state and the consolidation of the national strength.

UAWK organizations should implant in the hearts of their members and other agricultural workers the fact that it is an obligation and duty of the agricultural workers in our era to prove themselves worthy of the Party’s expectation with successful agricultural production, so that the countryside across the country bubbles with enthusiasm and all the sectors including crop farming, animal husbandry, fruit, vegetable and cash crop farming and sericulture raise the flames of increased production.

UAWK organizations in the crop farming sector should encourage their members and other agricultural workers to decisively increase grain production, adhering to the principle of scientific-farming-first. For the present, they should lead them to turn out in the effort to increase the per-hectare yield of grains by over one ton.

Over the recent years the agricultural sector has produced many high-yielding farms, workteams, sub-workteams and farmers. By building on this success, UAWK organizations should make all their members join the ranks of high-yielding farmers and develop the high-yielding movement into an innovation movement involving all the agricultural workers.

UAWK members and other agricultural workers should actively introduce high-yielding grain species that suit the characteristics of their regions and widely employ double-cropping with the main emphasis on cultivating cereal crops as the first and second crops, while ensuring full yields of both crops. And they should raise a strong wind of bean and potato farming once again.

UAWK organizations should wage dynamic political work among their members and other agricultural workers to bring into brilliant reality the Party’s intention to supply our people with rice and wheat flour by increasing the area under rice and wheat cultivation and boosting their outputs; they should ensure that the paddy fields, which were converted into dry fields, are restored to their original state, rice is planted there, dry-field rice species are planted in the fields which are in short supply of water or suitable for cultivating them, and wheat cultivation is encouraged.

UAWK members and other agricultural workers in South Hwanghae Province, a major granary, have assumed a very heavy task to execute in increasing the country’s agricultural production. Mindful of the fact that only when their province stands in the vanguard of the country in increasing grain production can the agricultural front win victory, UAWK organizations in the province should conduct ideological and political work in an aggressive manner among the agricultural workers, so that the whole province seethes with a strong wind of farming, ranging from the preparation to winding up of farming, thus playing a pivotal role in solving the food problem of the country.

UAWK organizations in the sector of animal husbandry should ensure that their members grasp the four key factors in developing livestock farming advanced by the Party and make devoted efforts to increase livestock production. Their members and other agricultural workers should raise milch cows and goats in great numbers and increase milk output, thus making an active contribution to realizing the Party’s childcare policy of feeding our children delicious and nutritious dairy products without letup.

They should ensure that UAWK members in the fruit, vegetable and cash crop farming and silkworm-raising sectors consolidate the material and technical foundations of their respective units and attain their production targets, set by the Party, whatever the conditions, on the strength of science and technology.

Solving the seed problem is the fundamental key to putting agricultural production on a scientific and intensive basis, satisfactorily solving the food problem, changing the structure of agricultural production and surmounting the disastrous abnormal weather conditions. UAWK organizations in the agricultural science research sector should make sure that scientists and researchers, with an extraordinary spirit of inquiry and creative wisdom as befits pathfinders who open up the avenue of scientific farming, focus their attention on breeding and improving seeds that are suitable for double-cropping, highly productive and safe in their yields even in unfavourable weather and topographical conditions. Along with it, the organizations should encourage them to study and introduce advanced farming techniques and methods, thus rendering tangible contributions to providing a scientific and technical guarantee for increased production.

UAWK members and other agricultural workers of the seed-selection units should be encouraged to produce the planned amount of quality seeds so that the country’s farming could be done with no worry about seeds.

UAWK organizations in the sectors of irrigation and farm machinery production and repair should have their members cherish a strong sense of responsibility for their work and attachment to their workplaces so that they can participate in coming up with creative ideas and making technical innovations as befit masters, and play the role of a trailblazer in realizing irrigation and mechanization of the rural economy.

UAWK organizations should educate their members to love and treasure the crop fields and devote their sincere heart to them.

UAWK members and other agricultural workers should treasure the land, even a handful of soil, associated with the blood and sweat of their forerunners, make it fertile with honest effort and prevent it, even a square metre, from being lost, regarding it as a piece of their flesh. They should restore the deteriorated crop fields in time, and bring under plough every piece of uncultivated and undeveloped land to increase the area of arable land as much as possible.

UAWK organizations should always pay attention to ensuring that their members value, use with care and keep in good state of repair the tractors and other farm machinery, equipment and tools as they would their personal belongings.

They should awaken their members and other agricultural workers to the need for making substantial preparations against the effects of disastrous abnormal weather conditions.

As every year the effects of disastrous abnormal weather conditions have become commonplace and the damage done by them is not minor, UAWK members should properly distribute the species to be planted and set the period of their sowing, improve the methods of cultivation and be always prepared under a well-thought-out plan against drought, high temperature, typhoons and flooding to prevent or minimize the damage.

UAWK organizations should, by stoking among their members the zeal for socialist emulation for reaching the targets of agricultural production, ensure that they have a high level of revolutionary vigour and enthusiasm for increasing production and bring about a series of collective and collaborative innovations.

The country should seethe with a vigorous socialist emulation drive, aimed at encouraging the introduction of advanced farming techniques and methods, increasing the double-cropping area, improving the fertility of low-yielding fields and finding new arable land. A fresh advance should be made in the management of equipment and technology by vigorously conducting the socialist emulation drive for increasing the number of units that have won the title of Model Lathe No. 26. Rabbit raising, cultivation of kidney beans, collection of old and idle materials and various other types of good-conduct campaigns should be widely launched with a view to rendering a great contribution to developing the country’s economy and improving the people’s standard of living.

The campaign of overtaking and learning from others and sharing experience with one another should be promoted among the agricultural workers, sub-workteams, workteams and cooperative farms so as to ensure that they develop all together while helping and leading one another forward.

UAWK organizations should lead the socialist emulation drive in such a way that it could be promoted by the voluntary, enterprising and patriotic enthusiasm of the masses by setting its proper goals and stages, grasping and guiding the whole course scrupulously, reviewing its attainments and giving due appraisal in a politically significant way.

The great new era of our style of socialist rural construction demands that a radical change be brought about in the work of the UAWK.

In the new era of massive transformation, the union should completely get rid of the passive and inactive work style of the past, radically transform itself into a viable and militant political organization, and responsibly perform its mission and role of the vanguard in the efforts to implement the Party’s plan of socialist rural construction.

To further intensify the work of establishing the unified leadership system of the Party Central Committee throughout the union is a core task in strengthening its organizations and enhancing their militant functions and role.

Its organizations and officials at all levels should absolutize and staunchly safeguard the authority of the Party Central Committee and turn their union as a whole into a living organism that shares thinking, will and action with the Party Central Committee by establishing a revolutionary way of work, by which the Party’s ideas, lines and policies are conveyed accurately and promptly from its central committee to the lowest echelons and they are carried out unconditionally.

Its organizations should radically improve their internal work in keeping with the requirements of the developing reality, in which unprecedented transformation is being made in socialist rural construction.

They should thoroughly overcome the tendency of stereotyped approach to ideological education. While effectively running the system of education, including study session and public lecture, they should proactively discover and apply fresh methods of ideological education to pluck the heartstrings of their members of different ages, qualifications and personalities.

As the pioneers of human remoulding in the days of the grand Chollima upsurge did, the grass-roots information workers should go deep among UAWK members, treat them with sincerity and mingle with them intimately in their work and life so that they can unbosom their hearts among them, should proactively remould their ideas and help them turn out in the implementation of Party policy by setting practical examples themselves. They should not just read out the prepared materials when they give public lectures or explanatory talks, but conduct them in a down-to-earth and appealing manner and by referring to the reality so that UAWK members can accept Party policy as their own. It is important for them to do information work free from rigid formality and stereotype and rack their brains and make sincere efforts to turn all the opportunities and circumstances in work and life into effective occasions for and means of education.

UAWK organizations should make the education work more appealing and effective by continuously finding and applying to reality the methods for conducting the work in a mobile manner by means of Party publications, radio programmes and multi-media presentations.

They should regard putting the organizational life on a regular and standardized footing as the main link in the whole chain of efforts for strengthening themselves.

They should make strict demands on their members so that they participate in the organizational life voluntarily and sincerely with a high sense of organization as required by the union’s rules and norms. They should hold the union life review sessions and regular general membership meetings on the set dates and on a high political and ideological level. They should not fall victim to such practices as just making a record on the proceedings of these meetings without holding them on the pretext of busy farm work.

They should manage the ranks of their members properly so as to ensure that those who are divorced from their organization or have not registered with it are affiliated in the organization, and educate them with strenuous efforts and help them with sincerity so that they can voluntarily turn out in the vigorous struggle for socialist rural construction. They should understand the sufferings and difficulties in life of their members and, though they have revealed shortcomings, should embrace, educate and lead them with trust and human feeling so that they can realize the preciousness of their organization and collective and live by relying on the organization.

Strengthening the grass-roots organizations is the starting point and cornerstone of strengthening the entire union.

UAWK organizations should direct primary efforts to turning all the primary organizations into militant collectives, whose members are closely united by bonds of human feeling.

They should pay due attention to heightening the practical qualifications of the chairpersons of primary organizations. Only when the chairpersons of primary organizations, who always work together with the UAWK members and are responsible for their organizational and ideological life, have high practical qualifications can they become standard-bearers of their ranks and turn theirs into lively ones.

UAWK organizations should arrange workshops and presentations of experiences, aimed at improving their qualifications, in conformity with the specific conditions and manage the Day of Primary Officials on a regular basis to make the chairpersons of primary organizations perfectly qualified to skilfully mobilize and lead union members to the implementation of the Party’s socialist rural construction programme.

The vacancies in the chairpersons of primary organizations should be filled in time so that there is no interruption in organizing and guiding the organizational and ideological life of their members, and the ranks of hardcore elements of the union should be strengthened and their role enhanced.

Provincial, city and county UAWK committees should give effective guidance over the grass-roots organizations with the main emphasis put on increasing the fighting efficiency of the primary organizations, and promptly solve the problems arising in their organizational and ideological life, putting them to rights.

In particular, efforts should be directed to strengthening UAWK organizations at the units associated with the leadership exploits of Comrades Kim Il Sung and

Kim Jong Il and the Party. UAWK organizations in such units should pay special attention, by intensifying education at the bases for education through revolutionary relics, to ensuring that all their agricultural workers cherish the pride in and dignity of working at the honourable workplaces and steadily carry forward the tradition of loyalty, and encourage them to become models in all aspects such as the implementation of the three revolutions and agricultural production.

UAWK organizations should ensure that the movement for winning the title of Model UAWK Primary Committee of Loyalty and the Model UAWK Primary Organization of Loyalty becomes a process of turning each grass-roots organization into a collective which is strong in the revolutionary spirit and fighting efficiency with burning loyalty to the Party.

The UAWK should study and analyze the state of affairs of its grass-roots organizations as a whole, and rearrange its organizational life guidance system so as to strengthen the organization and guidance of the life.

It is a very pressing matter at present in further increasing the fighting efficiency of UAWK organizations to make decisive innovations in the working methods and style of union officials.

It is only when substantial changes are brought about in the working methods and style of officials of the UAWK that union members can be mobilized vigorously to the implementation of the Party’s socialist rural construction programme and its work be further strengthened in keeping with the Party’s intentions and the requirements of the developing reality.

Formalism, with which one clings to the outdated conventional style and tries to work with ease without an in-depth study, is the arch-enemy that weakens UAWK organizations and makes them inert.

UAWK officials should be clearly aware of the expressions, causes and harmful consequences of formalism and never tolerate any of its slightest expression. They should thoroughly overcome the stereotyped way of working in a slipshod manner without any specific methodology, make it a habit to do all work in a fresh and effective way and eliminate the practice of replacing practical work with documenting it or holding meetings for it.

UAWK officials should conduct their work in a revolutionary way with a high sense of responsibility, devotion, untiring passion and drive. Always aware that they are political workers on the agricultural front, who are responsible for the political and ideological life of union members, they should be information workers and educators, who find the methods and ways of improving their work and lead them with practical examples while living and working with them. He is a genuine political worker who can read the minds of union members and take appropriate measures for them. UAWK officials should always smell of earth and be unceremonious as befit officials of the UAWK.

Whether the union’s work is conducted properly in line with the Party’s intentions or not depends entirely on the qualifications and abilities of its officials.

They should make it a habit of their life to study to arm themselves firmly with the revolutionary ideas and agricultural policy of our Party, make tireless efforts to heighten their political qualifications and become competent persons, who not only are well-versed in the Juche farming method and advanced agricultural science and technology but also have acquired versatile knowledge of several other sectors and a high level of cultural attainments.

Party organizations should attach importance to the union’s work and provide proper guidance over it.

When guiding agricultural production and rural construction, they should not concern themselves only with the work of administrative and economic organs, but pay close attention to revitalizing the work of the union, a political organization of agricultural workers, and giving play to the might of its organizations.

They should indicate the right way to improving the union’s work as required by the developing reality and ensure that its organizations always work full of vigour by actively supporting the positive initiatives by its officials and rendering them assistance to implement them.

Provincial, city and county Party committees should keep up-to-date with the work of the UAWK, and intensify guidance to ensure that the union’s work is conducted in conformity with the requirements of the Party’s policies. They should go regularly among the grass-roots organizations of the UAWK and inquire into the implementation of the Party’s policies, the organizational and ideological life of their members and their living conditions, putting deviations to rights and adopting appropriate measures for education.

Party organizations at all levels should build up the ranks of officials of the union with those who are loyal to the Party, enjoy people’s trust and are possessed of the abilities to organize the union’s work and conduct it skilfully, give them substantial education and guidance and provide working conditions for them, so that they can work heart and soul with a sense of honour. In this way, they can ensure that all the officials of the UAWK fulfill their responsibility and mission as the rural hardcore and political workers in the socialist countryside, whom our Party relies on.

Party organizations should hold up the UAWK members who, devoting their whole hearts to the land in hearty response to our Party’s policy of socialist rural construction whether they are recognized or not and whether they are appreciated or not, strive to defend the Party and the revolution by increasing grain production, and lead their political growth so as to bring them up to be rural primary officials who can reliably defend the rural position of socialism.

They should guide and assist UAWK organizations so that they can efficiently educate and sincerely help the union members, who do not feel attachment to the countryside, settle down in their native places.

The UAWK has assumed an important position and duties in the struggle of the new era for implementing our Party’s far-reaching socialist rural construction programme.

When UAWK organizations across the country move full of vigour and stamina pervaded with the ideas and intentions of the Party, modelling the countryside on the Juche idea will be further accelerated and brilliant epoch-making successes will be attained in the struggle to achieve the objectives of socialist rural construction set by our Party.

I firmly believe that all the UAWK organizations and their members will make an active contribution to opening up a great new era of socialist rural development by fulfilling with credit the honourable mission and duties they have assumed before the times and the revolution. -0-
