Pyongyang, August 31 (KCNA) -- A spokesman for the DPRK Foreign Ministry
on Saturday gave the following answer to the question put by KCNA as
regards the U.S. act of floating misinformation that the DPRK disallowed
all of a sudden the visit of the special envoy for Human Rights and
Humanitarian Cooperation of the U.S. Department of State without any
proper reason:
We intended to allow the visit of the special envoy of the U.S.
Department of State proposed by the U.S. side and have a sincere
discussion with him on the issue of the U.S. citizen serving a prison
term in our country from a humanitarian viewpoint.
As well known, the U.S. and south Korea staged large-scale joint
military exercises against the DPRK in recent days but we exercised
utmost self-restraint to prevent a vicious cycle of escalating tension
at any cost.
Notwithstanding, the U.S. perpetrated such a grave military
provocation as infiltrating B-52H strategic bombers into the sky above
the Korean Peninsula in succession, an unprecedented act, for a drill
for nuclear bombing, far from positively responding to our tolerance and
patience.
As shown by the situation which reached the brink of a war in last
April, the strategic bombers' intrusion into the air over the Korean
Peninsula is the most blatant nuclear blackmail against us and a
military threat to us as it is the most striking manifestation of the
offensive and aggressive nature of the joint military drills.
The U.S. thus beclouded the hard-won atmosphere of humanitarian dialogue in a moment.
Despite the fact that we clearly notified the U.S. side of this
through the New York contact channel, it is something surprising that
the U.S. is making irrelevant remarks that it was surprised by our

KCNA Commentary Criticizes Some Western Countries for Banning Export of Ski Equipment to DPRK
Pyongyang,
August 30 (KCNA) -- Some Western European countries have opposed the
export of cableway equipment to be installed at ski resort on Masik Pass
in the DPRK, dancing to the tune of the U.S. move to stifle the DPRK.
To justify their acts, they are contending that the construction of the ski resort is aimed to give good publicity to its social system and that the equipment belongs to "luxury goods" whose export to the DPRK is banned under the UN "sanctions". They are even making such remarks that it is unbelievable that ordinary people of the DPRK use ski resort on Masik Pass and ski is what only high-class people do.
This is an intolerable mockery of the social system and the people of the DPRK and a serious human rights abuse that politicizes sports and discriminates against the Koreans.
The "democratic countries" advocating "equality of all people", "defence of human rights" and "freedom" are unhesitatingly resorting to criminal hostile act of violating the dignity of a sovereign state in the eyes of the international community in a bid to deprive Koreans of their elementary right to enjoy a cultural life.
Ski resort on Masik Pass is a popular sports facility whose construction is under way under the plan of the Workers' Party of Korea to provide youth and other people with highly civilized living conditions.
Its users are the Koreans who are creating happiness with their own hands by relying on their own efforts as the master of the country as well as tourists and sports fans from countries around the world.
No wonder, the special adviser to the Secretary General of the United Nations on Sports for Development and Peace, when interviewed by the south Korean Chungang Ilbo on August 23, expressed sympathy with the popular policies enforced in the DPRK, saying that he had good impressions of the DPRK during his visit to the country. The state is deeply concerned about sports which have become part of the daily life of the people and sports facilities are in wide use in the DPRK, he said. He added that sports facility which caught his greatest interest was ski resort on Masik Pass, noting that when completed, the resort is supposed to receive foreign tourists as well as south Korean tourists like Mt. Kumgang resort.
Skiing is one of sports events loved by all people, men and women, young and old, in lots of countries around the world.
There are thousands of ski resorts in various regions of the world and their users number tens of million.
Not only countries with good natural and geographic conditions for skiing but also tropical countries direct efforts into developing ski events.
Swiss people were fond of skiing despite poverty in the past centuries and lots of Swiss are engaged in the business of developing ski now.
It is self-deluding to say that ski belongs to those high-class people.

London 30h August Juche 102(2013)The Association of the Study of Songun Politics UK, the Juche Idea Study Group of England and the UK Korean Friendship Association issued a joint statement in support of the statements made by the Policy Department of the National Defence Commission of the DPRK and the statement of the National Peace Committee of the DPRK both made on 29th of August . It reads as follows;
The DPRK has made great efforts for peace and for the promotion of reconciliation and dialogue with south Korea. It took a number of steps such as measures to restore operations in the KIZ as well as talks on family reunions. However the answer of the south Korean authorities and the US imperialists has been to push ahead with the holding of the war exercise "Ulji Freedom Guardian" without a thought to reconsidering its holding or a compromise by scaling it down.
Indeed we were shocked to read in the statement made by the National Peace Committee of the DPRK that the US imperialists even delployed two B-52H nuclear strategic bombers in the sky above south Korea from an air force base in the U.S. mainland to stage a nuclear attack drill targeting the DPRK before their deployment on Guam and on August 15 and during the day on August 21, a few days after they started Ulji Freedom Guardian, they flew Guam-based B-52H to the sky above Jik Islet in south Korea, two planes each, staging DPRK-targeted nuclear strike drills. ! This is outrageous and goes totally against the trend towards peace and dialogue . It shows that the US aim of destroying the DPRK
by force remains unchanged and the talk of peace from the US is nothing but rank hypocrisy.
The south Korean puppet ruler Ms Park has even blathered that the DPRK should unilaterally disarm . This statement is like an old worn out gramophone record stuck in the same groove.
If the US and south Korea really care about peace then all exercises such as Ulji Freedom Guardian should be abandoned for good. Those third parties that have joined UFG should realise that they are contributing towards tensions on the Korean peninsula and co-operating in blocking peace and reunification. The undignified noisy clamour of the south Korean puppets for unilateral disarmament as well the persistent slander of the DPRK's socialist system coupled with nonsense about "human rights" should now cease.
Peace can only come when the DPRK's independence and its socialist system is respected.

in the blue sky.
To
look back, deprived of the country by the Japanese imperialists, the
Korean people had to suffer all sorts of national humiliation.
A
Korean athlete who won an international game was forced to bear a
Japanese flag, instead of national flag.
Accused
of having erased Japanese flags from pictures, Koreans were
imprisoned and tortured.
After
liberating Korea from the colonial rule of Japanese imperialism on
August 15, Juche 34 (1945), President Kim Il
Sung set forth a
policy to set up a unified central government and wisely led the
struggle for it.
At
the same time he matured a plan to institute a national flag of a new
state.

the 3rd session of the North Korean People’s Assembly on
November 18, Juche 36 (1947) he advanced an issue of instituting a
national flag and in early February in Juche 37 (1948) acquainted
himself with a design of flag and gave precious teachings.
He
pointed out that a flag of the Republic to be established should have
Korean style form and contents, teaching the ideological contents of
flag and the ways of their expression.
He
suggested making a national flag by drawing a central red panel,
white and blue stripes above and below it, a white circle near the
hoist and a five-pointed red star in the circle, a symbol of future
victory.
Under
his meticulous guidance national flag of the DPRK was completed.
The
flag is a red-blue rectangle in the ratio 1:2. It consists of a
central red panel, narrow white and blue stripes above and below and
white circle near the hoist with a five-pointed red star in it.
The
red star is symbolic of the revolutionary traditions of the
anti-Japanese revolutionary struggle led by Kim
Il Sung and the
bright future of Korea.
The
red panel symbolizes the Korean people’s loyalty to the Party and
the leader, socialist patriotism, unbreakable fighting spirit and the
invincible might of single-minded unity.
The
white circle and white stripes represent that the Korean nation is a
homogeneous nation with 5 000 year long history and resplendent
culture and the Korean people are a resourceful, diligent and valiant
people and heroic people with patriotic, honest and sturdy spirit.
The
blue stripes are symbolic of the ardent desire of the Korean people
to steadfastly fight for peace, democracy, national independence and

Recently the situation on the Korean Peninsula has turned to the road of detente from that of confrontation. This was thanks to the initiative measures taken by the DPRK for the improvement of the north-south ties and the peace and stability on the Korean Peninsula and the sincere efforts made by it for them.
But the trend for reconciliation and unity has faced a serious challenge due to the reckless nuclear war moves and confrontational racket against the DPRK being kicked up by the U.S. and the south Korean warmongers.
On August 27, the U.S. imperialist aggressors flew two B-52H nuclear strategic bombers to the sky above south Korea from an air force base in the U.S. mainland to stage a nuclear attack drill targeting the DPRK before their deployment on Guam.
At night on August 15 and during the day on August 21, a few days after they started Ulji Freedom Guardian, they flew Guam-based B-52H to the sky above Jik Islet in south Korea, two planes each, staging DPRK-targeted nuclear strike drills.
The U.S. introduction of the nuclear strategic bombers, one of three nuclear strategic strike means, timed to coincide with the massive Ulji Freedom Guardian which it is staging together with the puppet south Korean warmongers with the involvement of its huge troops, is an open nuclear threat to the DPRK, a revelation of its hideous scheme to ignite a nuclear war on the Korean Peninsula at any cost and another unpardonable grave provocation.
The south Korean warmongers kicked up the racket for confrontation with the DPRK, saying that when a war breaks out they have to surely win and full combat readiness should be taken, openly throwing a hurdle in the way for hardly arranged north-south dialogue.

DPRK-65 years
The
DPRK was founded on September 9, Juche 37 (1948), 65 years ago.
Over
the past 65 years the DPRK has registered proud victories and
tremendous changes in history on the road of independence,
Songun(military-first) politics and socialism.
Adhering
to the principles of Juche in ideology, independence in politics,
self-sustenance in the economy and self-reliance in defense, it has
solved all problems arising in the revolution and construction with
its ideas and conviction in conformity with its own situation and
interests.
It
has firmly held fast to independence in foreign relations, too.
It
has advanced under the unfurled banner of independence, pursuing
unique lines and policies such as the line on the building of an
independent national economy, the line on three
revolutions-ideological, technical and cultural.
The
Republic defined it as an important policy to value the superiority
of the nation and develop it properly and carried it through to the
utmost.
It
has brought the Korean-nation-first spirit into full bloom by
creating new excellences of the nation as the time and the revolution
advanced.
It
has thoroughly, embodied the slogan “Let us live in our own way”
in state building and activities.
Just
herein lies the fundamental secret of how the DPRK has emerged
ever-victorious in the revolution and construction while firmly
holding fast to the Juche character and national ideatity.
It
is a great pride of the DPRK to demonstrate its might by Songun.
The
prolonged path of the DPRK was a continuation of sharp confrontations
with the imperialist aggressors and a do-or-die route to defend the
destiny of the country and nation and socialism.
In
the Fatherland liberation War in the 1950s it defeated the U.S.
imperialists, demonstrating the spirit of heroic Korea and after the
War too, it fully smashed the ceaseless military provocations of the
enemies.
In
the 1990s when the imperialists persisted in maneuvering to isolate
and stifle it, the DPRK held the banner of Songun higher and
steadfastly safeguarded the dignity of the country and national
sovereignty.
A
people-centered socialist state, the DPRK is the life and soul of the
Korean people. The DPRK was established by the will of people with
the broad masses of people as its socio-political foundation.
It
took the idea of President Kim Il Sung
and leader Kim Jong Il
“The people are my God” as the starting point of state activities
and has enforced the politics of love and trust in people.
It
identified the people as the masters of the state and society and
worked out its lines and policies in reflection of their desire and
requirement and fully applied the slogan “We serve the people!”
to state activities.
Free
medical care, free and compulsory education system and other popular
policies clearly symbolize the popular character of the state, system
and politics of the DPRK.
The
thoroughgoing embodiment of collectivism in state activities made the
whole society overflow with noble traits of helping and leading
forward each other and converted the country into a large harmonious
family which is united single-mindedly.
Through
their actual life the Korean people deeply comprehended the
superiority of the benevolent socialist system. That’s why
socialism struck root in their minds and has become an inseparable
life to them.
Like
this, the 65 years of the DPRK proved the truth that the road of
independence, Songun and socialism indicated by Kim
Il Sung and Kim
Jong Il is
a victorious and glorious road that guarantees the utmost prosperity
of the country and the welfare of all generations to come.
Just
that is the precious review of the protracted history of the
Republic.
The
high prestige and invincible might of the DPRK and all its successes
in the revolution and
construction are associated only with the august names of Kim
Il Sung and Kim
Jong Il.

why the respected Marshal Kim Jong Un

NDC Policy Department Warns U.S., S. Korea against Anti-DPRK Acts

Department of the National Defence Commission (NDC) of the DPRK issued
the following statement Thursday:
Years of tensions and confrontation have been defused and atmosphere for reconciliation and cooperation has been created in the direction of achieving peace and stability on the Korean Peninsula in recent days thanks to the initiative measures taken by the DPRK.
Typical examples are the sincere efforts made by it to save the Kaesong Industrial Zone from the danger of total shutdown and bring the operations in the zone to normal and to solve from a broad stand such issues as the reunions of families and relatives separated from the last Korean War and resumption of the Mt. Kumgang tourism project. The separation is symbolic of tragic national division.
It is the fixed stand and will of the army and people of the DPRK to realize at any cost whatever is required by the times and desired by the fellow countrymen.
These are prompted by the firm policy to perfectly carry forward the historic June 15 joint declaration and the October 4 declaration for its implementation, precious fruitions of the devotions and painstaking efforts made by leaderKim Jong Il
and heritages bequeathed down by him out of his patriotic will for
reunification, and thus pave the wide avenue for national reunification
and peace and prosperity.
Unfortunately, however, the atmosphere for reconciliation hardly in the making has faced a serious challenge from the beginning due to the improper attitude taken by the U.S. and the south Korean authorities who are still seized by the old confrontational concept.
The present chief executives of the U.S. and south Korea are loudly speaking about ensuring peace and security on the Korean Peninsula and building reconciliation and confidence between the north and the south. But in fact, they directly choreographed dangerous war racket and confrontation moves, quite contrary to their call. This is a stark reality today.
They started on August 19 the DPRK-targeted Ulji Freedom Guardian war exercises as before under the pretext of "annual" exercises. In mid-August they started the operation of scattering leaflets slandering the DPRK with the use of human scum.
We can not but question if it is the U.S.-style way of "improving ties" and south Korean-style way of "building confidence" to level guns at the dialogue partner and to respond to the magnanimous and peaceful step with war drills and sinister psychological warfare.
It is well known by the world that the U.S. and the south Korean authorities cried out for the DPRK's "dismantlement of nuclear weapons" more loudly than any others.
During the recent war exercises they flied formations and flying corps of B-52H nuclear strategic bombers from Guam and the U.S. mainland to the sky above the Korean Peninsula round the clock, openly posing nuclear threat to the DPRK.
If the U.S. truly wants denuclearization of the Korean Peninsula, it should stop the nuclear blackmail against the DPRK. The present rulers of south Korea should drop the double-dealing attitude of tolerating outsider's nuke while denying the nation's nuke.
It is important for the south Korean authorities to stop vitriolic rhetoric against the DPRK and clear themselves of discord, antagonism, distrust and hostility, to begin with, if they do not want to see the north-south ties repeating the bitter history of the past five years.
The present rulers of south Korea, without deep knowledge about war and military affairs, are taking the lead in inciting confrontation and escalating tensions while touring what they called wartime commanding posts and field command posts, being lost to reason. They will only face shameless fate, being marginalized by the public.
They are calling a small agreement that was reached with much difficulty a "victory of principle" and making a mockery of the public, being guided by its own unilateral yardstick called "common sense and international norms". This will only cast shadow to hard-won atmosphere for dialogue.
The army and people of the DPRK will neither give up nor make even a step backward in the road for ensuring peace and security of the country and building a powerful and prosperous country.
The revolutionary armed forces of the DPRK equipped with powerful striking means have followed with vigilance not only the whole process of the war exercises but all the movements of the flying corps of nuclear strategic bombers, with their guns aimed at them, being considerate of the nation's desire and wishes.
We are seriously examining issues for planning and realizing several constructive and bold peaceful measures while still exercising utmost patience for genuine peace and detente on the Korean Peninsula.
Time has come to drop for good the hostile concept and the policy for confrontation with the fellow countrymen, leftovers of the Cold War era.
Now is the time to stop anachronistic act of targeting the dialogue partner and take political decisions favorable for creating atmosphere for dialogue and peaceful environment.
This is the demand of the times and the people.
The U.S. and the south Korean authorities should clearly face up to the trend of the times and think twice.
They should remember that there is limit to the magnanimity and patience of the DPRK.

These are prompted by the firm policy to perfectly carry forward the historic June 15 joint declaration and the October 4 declaration for its implementation, precious fruitions of the devotions and painstaking efforts made by leader
Unfortunately, however, the atmosphere for reconciliation hardly in the making has faced a serious challenge from the beginning due to the improper attitude taken by the U.S. and the south Korean authorities who are still seized by the old confrontational concept.
The present chief executives of the U.S. and south Korea are loudly speaking about ensuring peace and security on the Korean Peninsula and building reconciliation and confidence between the north and the south. But in fact, they directly choreographed dangerous war racket and confrontation moves, quite contrary to their call. This is a stark reality today.
They started on August 19 the DPRK-targeted Ulji Freedom Guardian war exercises as before under the pretext of "annual" exercises. In mid-August they started the operation of scattering leaflets slandering the DPRK with the use of human scum.
We can not but question if it is the U.S.-style way of "improving ties" and south Korean-style way of "building confidence" to level guns at the dialogue partner and to respond to the magnanimous and peaceful step with war drills and sinister psychological warfare.
It is well known by the world that the U.S. and the south Korean authorities cried out for the DPRK's "dismantlement of nuclear weapons" more loudly than any others.
During the recent war exercises they flied formations and flying corps of B-52H nuclear strategic bombers from Guam and the U.S. mainland to the sky above the Korean Peninsula round the clock, openly posing nuclear threat to the DPRK.
If the U.S. truly wants denuclearization of the Korean Peninsula, it should stop the nuclear blackmail against the DPRK. The present rulers of south Korea should drop the double-dealing attitude of tolerating outsider's nuke while denying the nation's nuke.
It is important for the south Korean authorities to stop vitriolic rhetoric against the DPRK and clear themselves of discord, antagonism, distrust and hostility, to begin with, if they do not want to see the north-south ties repeating the bitter history of the past five years.
The present rulers of south Korea, without deep knowledge about war and military affairs, are taking the lead in inciting confrontation and escalating tensions while touring what they called wartime commanding posts and field command posts, being lost to reason. They will only face shameless fate, being marginalized by the public.
They are calling a small agreement that was reached with much difficulty a "victory of principle" and making a mockery of the public, being guided by its own unilateral yardstick called "common sense and international norms". This will only cast shadow to hard-won atmosphere for dialogue.
The army and people of the DPRK will neither give up nor make even a step backward in the road for ensuring peace and security of the country and building a powerful and prosperous country.
The revolutionary armed forces of the DPRK equipped with powerful striking means have followed with vigilance not only the whole process of the war exercises but all the movements of the flying corps of nuclear strategic bombers, with their guns aimed at them, being considerate of the nation's desire and wishes.
We are seriously examining issues for planning and realizing several constructive and bold peaceful measures while still exercising utmost patience for genuine peace and detente on the Korean Peninsula.
Time has come to drop for good the hostile concept and the policy for confrontation with the fellow countrymen, leftovers of the Cold War era.
Now is the time to stop anachronistic act of targeting the dialogue partner and take political decisions favorable for creating atmosphere for dialogue and peaceful environment.
This is the demand of the times and the people.
The U.S. and the south Korean authorities should clearly face up to the trend of the times and think twice.
They should remember that there is limit to the magnanimity and patience of the DPRK.
The army and people of the DPRK will closely follow with high vigilance every movement of the present chief executives of the U.S. and south Korea. -0-

KCNA Commentary Slams S. Korean Authorities for Chilling Atmosphere of Dialogue
Pyongyang, August 27 (KCNA) -- The south Korean authorities
are persistently kicking up an anti-DPRK "human rights" campaign.
Recently the south Korean conservative regime brought into south Korea what it called fact-finding group of the UN Committee for Investigation into Human Rights in the North. It staged such charade as a "public hearing" to hear testimonies from human scum.
"Prime Minister" Jong Hong Won, when meeting the riff-raffs of the group, bragged that the south is promoting the institution of the "law on human rights in the north", one for confrontation with the DPRK, while talking about "universal value of humankind".
There continue operations to allure and abduct fellow countrymen in the north through a third country under the patronage and manipulation of the south Korean authorities.
These moves cannot be construed otherwise than reckless acts of chilling the hard-won atmosphere of dialogue between the north and the south as they are a revelation of extreme confrontation with fellow countrymen.
As known, an atmosphere of dialogue and cooperation is being created step by step thanks to the positive measures, magnanimity and sincere efforts of the DPRK on the Korean Peninsula fraught with escalating tensions. Such atmosphere will grow stronger when respect and understanding of the dialogue partner are promoted and hostile acts come to a stop.
If one party does not recognize the ideology and social system of the other party but persists in the hostile acts of slandering and hurting it, not only the inter-Korean relations but the situation on the Korean Peninsula will get further strained.
The issue of the "human rights" touted by the south Korean authorities is a trite method used by them whenever they are driven into a tight corner as it is a plot hatched by the U.S. and other hostile forces to justify their moves for hurting and stifling a sovereign state.
The so-called "human rights" issues touted by the hostile forces directly or through their local stooges are being censured by countries of relevant countries and their people and in their own countries as they are all aimed to openly interfere in the ideologies and social systems of sovereign states and change their regimes.
The "law on human rights in the north" which the conservative regime is working so hard to adopt is peppered with poisonous provisions to reject the regime of the DPRK and defame and topple it.

National Democratic Front of South Korea, a defender of the rights and
interests of the south Korean people, announces this manifesto on the
occasion of the 40th
anniversary of the national liberation out of a sense of the mission to
achieve the true liberation as soon as possible, reflecting the
volition of the people to put an end to the position of a cursed ruined
country and greet a new turn of a great national leap.
Our manifesto for national independence of south Korea is an outcry of the people for true sovereignty.
The direction of the south Korean people today is to liberate the nation.
The cause of the national liberation is an indispensable demand arisen from the colonial structure of the south Korean society.
South Korea is a perfect colony of the US and a modern version of the past Manchuguo.

The sovereignty in south Korea rests with the US, not with the south Koreans and south Korea is governed by the White House, not Cheongwadae.

The flunkeyist US worship, treacherous anti-communist ethos and the American and Japanese way of life are prevailing south Korea in institutional and legal terms.
Under
their evil influences, spirit of the national independence is trampled
underfoot, disunity and enmity within the nation are encouraged,

Americanized.
Under
the US colonial rule our people are not only physically slaughtered but
also forced to have their territory and blood vessel divided.
Our
people have been undergoing immeasurable national misfortunes and
dreadful calamities owing to the national division by the US.
However, the division of the country grows wider to perpetuation with every passing day.
The permanent division of the country would lead to the ruin of the nation.
This is, indeed, a terrible tragedy of the people in colonial south Korea.
To accomplish the cause of national liberation in south Korea destitute of the sovereignty is the inalienable right and duty no force can violate.

The banner our people should uphold today in the national liberation movement is anti-US independence.
Anti-US
independence is the real way to terminate the colonial subordination
and recover the usurped territory and national sovereignty and a
shortcut to democracy and reunification.
Our
national liberation struggle for anti-US independence is a showdown
between the invaders and the invaded and a decisive battle between the
patriots and traitors.
The major target of this struggle is the US imperialist aggressors to whom the spearhead should be directed.
The
US imperialists are the ringleaders of aggression and oppression and
sworn enemies who have historically imposed calamities and misfortunes
upon our nation.
A handful of south Korean flunkeyist traitors are also a target of the struggle for anti-US independence, who, as well as the US imperialists, must be eliminated.
Comprador capitalists, reactionary bureaucrats and pro-American elements in south Korea are guiding foreign forces into this country and are traitors who sell out the sovereignty of the country.
The
motive force of the anti-US struggle for independence in colonial south
Korea is the broad masses aspiring after national sovereignty, namely
workers, peasants, students, small and medium businessmen,
intellectuals, patriotic soldiers and religious men.
The
working class is the decisive force for the victory of the anti-US
struggle for independence, the peasants are a reliable ally of the
working class and the students are the main force making breakthrough in
the van of the struggle.
The NDFSK led by the immortal Juche idea not only represents the south Korean people's aspiration and will, but also is their patriotic vanguard organization.
The
struggle of anti-fascist democracy and the national reunification are
the historic task which the NDFSK and the patriotic people should
accomplish in the national liberation struggle for anti-US independence.
Democratization
of the society and the national reunification can be achieved through
the anti-US struggle for independence and the cause of independence is
promoted by the anti-fascist struggle and the reunification movement.
The
master key to the victory of the national liberation struggle against
the US imperialists and their stooges is to strengthen the main forces
of the nation.
The
indestructible main forces are prepared and fostered by awakening and
organizing the masses and in the process of mass struggles.
When
the masses are awakened to national and political consciousness and
emerge on the arena of history in order to shape their own destiny, no
force on earth can defeat them.
Unity is the source of the strength of the nation’s main forces.
For the purpose of integrating the nation’s will and organizing people's forces efficiently in south
Korea, we should form an extensive national united front which embraces
all patriotic forces-political parties and groupings and people of all
strata.
Today
when the anti-US struggle for independence is a historic requirement of
the nation, the attitude toward the US is the only yardstick
distinguishing patriotism from treachery.
Anti-US attitude is patriotic and pro-US attitude is treacherous.
The
situation urges everyone to transcend the bounds of political groups
and parties for the sake of the country and take the way to anti-US
independence.
Our
NDFSK calls on all south Koreans to join the national united front and
resolutely take part in the anti-US national salvation movement for
independence of south Korea, irrespective of whether they are
nationalists or communists, whether they are believers or unbelievers,
whether they live at home or abroad and whether they have committed
crimes against the country or not.
Those
who have strength can contribute with strength: those who have
knowledge with knowledge: and those who have money with money.
The anti-US struggle for independence has already started and the situation is developing in favor of our people.
Now that the day of a drastic battle to restore the national sovereignty is approaching, our people have no room to retreat.
National liberation is the most urgent task of history which brooks no delay.
If
we withdraw from this national liberation struggle, we shall never be
able to free ourselves from the bitter fate of colonial slavery.
If we fail to overcome this crisis, we shall lose even the homogeneity of the nation and our beautiful three thousand-ri country.
Flunkeyism leads to death and hesitation to ruin.
Ours is an era of Jajusong when the people, once oppressed and maltreated, are steering history.
Dominators’ rule is giving way to independent government throughout the world.
Oppressed nations are achieving independence and becoming masters of their own destiny.
At this crucial moment all south Koreans who love the country and nation and want independence should join the great anti-US struggle for national liberation.
We
present the following immediate program and will struggle to carry it
out in a bid to accomplish the cause of the national independence.

The democratic movement in south Korea has entered a new turning phase with the presidential election approaching.
The
publication of the June 15 South-North Joint Declaration two years ago
was not only a great national event that opened a new horizon for the
country’s reunification, but also a landmark that made a breakthrough of
democracy in south Korea.
With
the adoption of the declaration, the upstream current of division began
to turn to a large stream toward reunification despite the resistance
of the conservative forces.
The
era is over when the government monopolized the debate on the
reunification problem. Participating in contacts, exchanges and travel
with north
Korea are not only government officials and businessmen but all
sections of the people including workers, farmers, youth and students,
women, scholars, men of the press, artistes, athletes and religionists.
The
public mood of anti-US independence, anti-conservatism and national
unity grows high among all strata of the society. Suppression of the
public call for independence and democracy of the south Korean society and reunification of the nation is facing a spiraling public protest.
The reality shows that the movement for democracy has entered a new high stage in south Korea with the adoption of the inter-Korean joint declaration.
It is a precious foundation for democratic development of the south Korean society.
However,
the fascist legal structure and repressive system, legacies of the past
despotism, have yet to be cleaned away and autonomous democratic
organizations are not legalized.
Especially, there appears a symptom of revival of dictatorship.
The situation requires democratizing the socio-political life on a higher stage on the basis of the already-won successes.
The National Democratic Front of South Korea announces this declaration in order to purposefully promote the south Korean movement for democracy in conformity with the requirement of the situation.
Democracy of the socio-political life is ensured by a democratic government for the nation and people.
All civilian governments are not democratic ones.
A
democratic government true to its name is a government for the nation
and people which rejects outsiders’ intervention, aspires after national
independence and respects the will and interests of the people.
For
the establishment of a democratic government serving the nation and
people, it is imperative to take a correct option in the upcoming
presidential election.
The election will be an opportunity to select a democratic government for the people or an old conservative politics.
All
people should take part in the election to vote against the candidate
of the Grand National Party seeking to restore the old fascist system,
and win victory of the true democratic political forces, the
clean-handed independent national forces free from flunkeyism,
corruption and military despotism.
All
youth and students sensitive to the new, justice and patriotism should
participate in the presidential election to lead all people to the
struggle to defeat the GNP candidate.
The socio-political life can be democratized only after destroying all the anti-democratic legal and institutional mechanisms.
It
is an anachronistic, anti-democratic and anti-reunification act to
preserve the pre-modern legal and institutional apparatuses barring
democratic development of the society in this scientific and civilized
age and to maintain the laws and system of the Cold War era that cause
confrontation within the nation in this reunification era.
All
the anti-democratic laws including the National Security Law and the
Public Custody Law detrimental to democratic development of the society
and better relations between south and north Korea, all the intelligence
and repressive bodies and the ideological conversion system should be
abolished completely.
The
essence of democratization of the socio-political life is to secure the
freedom of association and activities of patriotic and progressive
political parties and organizations.
It
is a universal right of the people allowed in all countries of the
world to form political parties and organizations and conduct their
activities according to their ideologies, isms and political views.
Association
and activities of progressive parties and organizations and all other
sorts of political parties and organizations representing broad public
opinion including the advocacy of anti-Americanism and reunification
with north Korea should be legalized.
The NDFSK is a vanguard detachment carrying out the south Korean people’s demand and a patriotic party serving the people.
Struggle should be activated to achieve legitimacy and free activities of the NDFSK, the vanguard party of the south Korean people.
The
south headquarters of the National Alliance for the Country’s
Reunification and the South Korean Federation of University Student
Councils should be legalized and free activities of all progressive
parties and organizations representing the people’s opinion be ensured.
Freedom
of thought, expression and conscience and personal liberty are the
inviolable fundamental rights of the people and major symbol of a
democratic society.
It is an anachronistic suppression of ideology to force people to believe in liberal democracy only.
Freedom
should be secured to study, believe in and disseminate the immortal
Juche idea, the acme of progressive ideologies of the world.
The freedom of the press, publication, association, demonstration and conscience and personal liberty should be realized.
A
ceaseless struggle should be waged to wipe out the legal and social
rules violating the people’s fundamental rights and eradicate
surveillance, shadowing, wiretapping, illegal arrest, torture,
intimidation and terrorism.
Inspection,
police search and arrest of those struggling for independence,
democracy and reunification should be discontinued and a dynamic
struggle should be unfolded for the release, pardon and reinstatement of
all the illegally arrested political prisoners, prisoners of conscience
and north Korea visitors in order to build a society of justice in which patriotism judges treachery.
The struggle for independence, democracy and reunification can emerge victorious when it is waged in organic unification.
Apart from anti-US independence, democratization of the socio-political life cannot be realized in colonial south Korea.
As far as the United States intervenes in the internal affairs of south
Korea, it is not easy either to realize democratic elections reflecting
the people’s intention or to promote inter-Korean exchange and
cooperation independently with the concerted efforts of the nation.
In
order to build an independent and democratic society, foreign forces’
domination and intervention should be rejected and a government
embodying the Juche character and national character be established.
We
should ensure freedom of the anti-US movement for independence and
regain the jurisdiction over GI criminals and prerogative of military
command.
We
should rise up in a nationwide struggle to oppose the payment of
expenses for the maintenance of the US troops and south Korea-US joint
war exercises and expel the US forces, bases and nukes from south Korea.
For the present, we should foil the US hard-line policy toward north
Korea aimed at checking the improvement of inter-Korean relations and
isolating and stifling north Korea. We should also struggle for the
realization of Pyongyang’s proposal for concluding a north Korea-US
non-aggression treaty to prevent a nuclear war ruinous to the nation,
and secure peace.
Without freedom of the reunification movement, social democracy cannot be realized.
For the democratization of the society the June 15 South-North Joint Declaration should be defended and implemented.
The
joint declaration, milestone of independent reunification, is a program
of reunification common to the nation, the implementation of which will
bring about democracy and independence of the south Korean society.
The
attitude toward the declaration is a touchstone distinguishing
patriotism from treachery, democracy from anti-democracy and
reunification from anti-reunification.
We
should resolutely oppose all the anti-reunification acts hampering the
implementation of the declaration and support the candidate with a will
to support, adhere to and carry out the declaration in the forthcoming
presidential election.
What is most important in realizing democracy of the socio-political life is the unity of the national democratic forces.
Unity of the national democratic forces is the fundamental of the democratic movement.
The
standard for national unity is the stand and attitude toward the June
15 joint declaration. All those who support the declaration should join
hands altogether on the principle of disregarding the past. In all
struggles from the struggle for the right to existence to the struggle
for establishing a national democratic government, the political
parties, organizations and people of all strata should firmly unite and
all regions and sectors should realize solidarity to take joint steps
and actions.
Victory of the democracy movement lies in its popularization.
People in every walk of life are the driving force of the national democratic movement.
The
national democratic activists should advance realistic slogans of
struggle acceptable to the people, free themselves from the mode of
radical and unforeseen struggle and adopt a mode of struggle which can
win sympathy and participation of the people.
Our democracy movement is a part of the movement for global independence and democracy and forms a common front with it.
Strengthening solidarity with international democratic organizations will help expand the support to the south Korean democracy movement and intensify the international isolation and pressure on the anti-democratic forces of south Korea.
We should positively inform the international community of the justness and situation of the south
Korean democracy movement and the anti-democratic forces’ unfair
suppression and strengthen organizational unity and solidarity with
international democratic organizations.
The
NDFSK Central Committee believes that this declaration will be an
encouraging banner in opening the way for a new upsurge of the democracy
movement and powerfully accelerating the anti-US movement for
independence and national reunification.
Our
democracy movement will emerge victorious without fail as it is a
sacred struggle of patriotism and justice conforming to the call of the
times and people.
Let us advance all together for the democratization of the south Korean society!
